This book brings together a complete set of approaches to works by female authors that articulate the black Atlantic in relation to the interplay of race, class, and gender. The chapters provide the grounds to (en)gender a more complex understanding of the scattered geographies of the African diaspora in the Atlantic basin. The variety of approaches displayed bears witness to the vitality of a field that, over the years, has become a diasporic formation itself as it incorporates critical insights and theoretical frameworks from multiple disciplines in the social sciences and the humanities, thus exposing the manifold character of (black) diasporic interconnections within and beyond the Atlantic. Focusing on a wide array of contemporary literary and performance texts by women writers and performers from diverse locations including the Caribbean, Canada, Africa, the US, and the UK, chapters visit genres such as performance art, the novel, science fiction, short stories, and music. For these purposes, the volume is organized around two significant dimensions of diasporas: on the one hand, the material-corporeal and spatial-locations where those displacements associated with travel and exile occur, and, on the other, the fluid environments and networks that connect distant places, cultures, and times. This collection explores the ways in which women of African descent shape the cultures and histories in the modern, colonial, and postcolonial Atlantic worlds.
This book examines the application of the UN Security Council's mandatory sanctions since 1946, and, in particular, the regimes adopted for specific types of conflict. Beginning in the Cold War period with South Africa and Southern Rhodesia and continuing today, following the post-9/11 experience with Al Qaeda and the Taliban, sanctions are a key tool in the UN's efforts to deal with conflict. This book argues that the type of threat greatly influences the types of sanctions measures applied by the Security Council, who is targeted, as well as the objectives tied to the sanctions. The question of sanctions application is approached by classifying all 29 mandatory Security Council sanctions regimes into four conflict types: interstate; intrastate; international norm-breaking states; and support to terrorism. All of the sanctions regimes within each conflict type are analysed for: the objectives sought by the Council through the application of sanctions measures the targets chosen what measures are applied and in what sequence compared to other Security Council tools (such as peacekeeping missions or peace negotiations). The book sheds new light on how the Security Council approaches international peace and security beyond the application of force. Offering an excellent summary of the ins-and-outs of UN sanctions, and useful summary tables of UN sanctions regimes by conflict type, this book will be of great interest to students of international organisations, peace and conflict studies, conflict resolution, security studies and international relations or politics in general.
This book examines the important role of the chairmanship office in multilateral negotiations within the UN setting. Although chairmanship is a generic feature of international politics, negotiations, and decision-making, it has been scarcely researched. The neutrality and impartiality assumptions that have been long associated with the chair have veiled the chair's potential in moulding negotiation outcomes. The authors seek to develop an analytical framework for the systematic study of the chairmanship office and its potential impact on multilateral negotiations. It elaborates on its origins, the parameters and conditions of chair's effectiveness, and the performance of the chair's functions. Focusing on the UN, this work seeks to go beyond existing accounts, offering further insights and extending the discussion beyond the Security Council. Without ignoring the pivotal importance of the Security Council, the book broadens the scope of analysis to other significant UN bodies and institutions including ad hoc Working Groups and several Conferences set up for specific international issues. Evaluating material from a wide range of sources and providing a deeper understanding of UN political dynamics, this work will appeal to scholars of the UN system, international organisations and global governance.
When in 1950 the United Nations called upon its members to provide aid to South Korea, more than forty nations responded. Some of these sent troops which fought under the United Nations Command, some sent commodities and medical supplies. Some nations offered moral and political support but for a variety of reasons were not able to send aid. This book looks at the nations involved, what was behind their willingness to provide troops or aid, or what prevented them from doing so. The military contribution of the nations involved is discussed. The combination of troops, and their individual needs, made the logistics of this enterprise difficult, but in the end troops from 17 nations fought together to defend the freedom of South Korea.
The world has vowed "Never again" in memory of the 800,000 Rwandans and other groups slaughtered by genocidaires. Yet, ever since the Holocaust, the international community has repeatedly betrayed its pledge, most notably in 1994 with regard to the Rwandan Tutsi, and again ten years later in Darfur. This book examines how the UN failed to prevent or halt the Rwandan genocide: the most efficient mass killing in history. It offers a new explanation, focussing on the structure of the UN and four mechanisms which were pertinent to UN conflict management at that time: early warning; bureaucratic rationalisation; organisational learning; and Western normalisation. The author sees the Rwandan case as a 'child of its time', or a focal point in which the dysfunctions of the ailing conflict management mechanisms of the 1990s combined with devastating consequences. The book proceeds to examine the transformation of these mechanisms from Rwanda to Darfur - a development which is regarded as indicative of a wider tendency - or direction - in UN conflict management over the past ten years and in the foreseeable future. This book will be of great interest to students and scholars of political science, international relations, ethnic politics, international organizations and conflict studies.
The United Nations Human Rights Council was created in 2006 to replace the UN Commission on Human Rights. The Council's mandate and founding principles demonstrate that one of the main aims, at its creation, was for the Council to overcome the Commission's flaws. Despite the need to avoid repeating its predecessor's failings, the Council's form, nature and many of its roles and functions are strikingly similar to those of the Commission. This book examines the creation and formative years of the United Nations Human Rights Council and assesses the extent to which the Council has fulfilled its mandate. International law and theories of international relations are used to examine the Council and its functions. Council sessions, procedures and mechanisms are analysed in-depth, with particular consideration given to whether the Council has become politicised to the same extent as the Commission. Whilst remaining aware of the key differences in their functions, Rosa Freedman compares the work of the Council to that of treaty-based human rights bodies. China has emerged in the 21st century as a sophisticated, and sometimes contentious, actor in the United Nations Security Council. This is evident in a range of issues, from negotiations on Iran's nuclear program to efforts to bring peace to Darfur. Yet China's role as a veto-holding member of the Council has been left unexamined. How does it formulate its positions? What interests does it seek to protect? How can the international community encourage China to be a contributor, and not a spoiler? This book is the first to address China's role and influence in the Security Council. The emergence of The United Nations Peacebuilding Commission (PBC) in 2005 was the culmination of a long and contentious process. In the past thirty or so years, discussions of the status and rights of indigenous peoples have come to the forefront of the United Nations human rights agenda. During this period, indigenous peoples have emerged as legitimate subjects of international law with rights to exist as distinct peoples. At the same time, we have witnessed the establishment of a number of UN fora and mechanisms on indigenous issues, including the UN Permanent Forum on Indigenous Issues, all pointing to the importance that the UN has come to place on the promotion and protection of indigenous peoples' rights. This book examines the role of the UN in conflict resolution in Africa in the 1960s and its relation to the Cold War. Focussing on the Congo, this book shows how the preservation of the existing economic and social order in the Congo was a key element in the decolonisation process and the fighting of the Cold War. Once described by Trygve Lie as the "most impossible job on earth," the position of UN Secretary-General is as frustratingly constrained as it is prestigious. The Secretary-General's ability to influence global affairs often depends on how the international community regards his moral authority. In relation to such moral authority, past office-holders have drawn on their own ethics and religious backgrounds - as diverse as Lutheranism, Catholicism, Buddhism, and Coptic Christianity - to guide the role that they played in addressing the UN's goals in the international arena, such as the maintenance of international peace and security and the promotion of human rights. Comparing non-governmental organizations (NGOs) in the United Nations and the European Union across a range of different issue areas, this volume examines how the choice of venue and institution affects the strategies of NGOs.
