Kenya's Anti-Terrorism Police Unit (ATPU) is charged with
preventing terrorist attacks, but in carrying out its mission the
ATPU has committed a wide array of human rights abuses that violate
international, regional, and domestic law. This book documents
specific extrajudicial killings and disappearances to illuminate a
pattern of rights abuses by the ATPU, and make recommendations for
reform. Jonathan Horowitz is an associate legal officer for the
Open Society Justice Initiative's National Security and
Counterterrorism program. He is the author of Counterterrorism and
Human Rights Abuses in Kenya and Uganda: The World Cup Bombing and
Beyond.
