the United Nations in international environmental negotiations. The
book links discussion of three issues: the persistence of
third-world debt; the environmental abuse of the global commons;
and the financial and institutional crises within the UN system. It
includes a summary of both the achievements and limitations of the
1992 Rio Summit (UNCED) and cocludes with far-reaching proposals
for the restructuring of UN activities.
