The Vaccines For Children Program (VFC) was the Clinton
administration' first shot in the battle to pass the Health
Security Act. Envisioned as a symbol of President Clinton's
commitment to social change, the program was designed to be a
single-payer system for childhood vaccines, covering everyone up to
the age of eighteen. Today the program is in disarray.
