Technically, one could call this a war movie. With the bombing of London in 1940, children there are being evacuated to homes in country areas. Three such kids find themselves under the reluctant care of Miss Eglantine Price (Angela Lansbury;) a whimsy-minded lady who, in the interests of winning the war, is learning to be a witch – by means of a correspondence course under the tutelage of bogus Professor Emelius Brown (David Tomlinson.) To Brown’s astonishment, some of the spells actually work – though not always quite as intended – and this leads to a series of delightful adventures that involve the children as well as the two adults. One of the many highlights is the professor’s volunteering to referee a hilarious cartoon soccer match, played by two teams of animals, in which the rules are flexible – as long as the king’s side wins! And suffice to say that a climactic attempted German invasion is thwarted by Miss Price’s amazing “substitutionary locomotion” spell. Yes, this one works perfectly (full marks for special effects!) Its still Disney magic at its best, and the all-too-soon ending leaves the way wide open for a sequel – which, inexplicably, was never made.
