Three months later, a badly injured young man (Stephen Dorff) is found washed up on a beach. He appears unable to remember any thing about his past or identity, and the only clue is a tattoo on his neck marked 'XIII'. Could he be the presidential assassin for whom the American governement is desperately searching?
