Before passing up a career in law for the writing life, Richard Matthews Hallett lived an exciting life of adventure, that included a stint as a police officer, and as a seaman aboard a schooner bound for Australia. He then trekked across that country and lived by his wits in England for a time before returning to the States. Later, he was a deck officer on warships convoying soldiers and horses across the Atlantic in WW I, and facing U-boat attacks. Over is life, Hallett wrote several novels and more than 200 short stories that were published in the most widely read magazines of the day, including the Saturday Evening Post, Harper's, Atlantic, Collier's, Everybody's, and American Legion Monthly. The stories gathered here, published in the first half of the twentieth century, include vivid tales of the sea, both in the days of sail and in the midst of war, often built around ship-board tensions and tumult; and stories of Maine and New England and their small town values and rivalries.

Black families in America face special and grave problems. Widespread unemployment, single parent circumstances, adolescent pregnancies, substance abuse, and violence are only some of the problems posing challenges. The authors, convinced that the conventional perspective used in the past to analyze black families is deficient, propose a holistic approach. That perspective takes into account the totality of black family life rather than measuring isolated factors. Using black families as the central unit of analysis, the authors identify fundamental issues requiring concentrated attention and policy changes. Both factors external to the black family and consideration internal to it are studied. The former include economic factors---racism, demographics, and governmental policies. The latter involve such aspects as black family structure, changes in the community, and widespread changes in values at the individual level. The authors provide practical recommendations for improving the conditions of black families through policy changes and revised priorities.

This collection of essays examines Zambia's efforts to promote economic reform during the 1990s. Following the restoration of democratic rule, the Government of Zambia adopted an ambitious program designed to stabilize the economy and lay the foundation for sustained growth and development. These essays describe the adjustment program, highlighting the attempts to reform the budget, the tax system, the financial system, agriculture and mining, and to create the human capacity to sustain the reforms. Major improvements in economic performance occurred from 1992 to 1995. After that, however, economic performance deteriorated as a result of the Government's selective abandonment of key elements of the reform program and the emergence of major governance problems. In response to international pressure, by 2001 the Government completed the sale of the copper mines and qualified for large-scale debt relief. The long delays involved seriously undermined economic performance. The volume concludes that for economic reform to succeed in Zambia, the Government should scale back its development agenda to match its financial and human capacities, reduce dependence on foreign aid, adopt and maintain prudent macroeconomic policies, and support the expansion of both mining and agriculture.
