Human genetic enhancement, examined from the standpoint of the new field of political bioethics, displaces the age-old question of truth: What is human nature? This book displaces that question with another: What kind of human nature should humans want to create for themselves? To answer that question, this book answers two others: What constraints should limit the applications of rapidly developing biotechnologies? What could possibly form the basis for corresponding public policy in a democratic society? Benjamin Gregg focuses on the distinctly political dimensions of human nature, where politics refers to competition among competing values on which to base public policy, legislation, and political culture. Most people, in other words, presume that human rights come from nature, God, or the United Nations. This book argues that reliance on such putative sources actually undermines human rights. Benjamin Gregg envisions an alternative; he sees human rights as locally developed, freely embraced, and indigenously valid. Human rights, he posits, can be created by the average, ordinary people to whom they are addressed, and that they are valid only if embraced by those to whom they would apply. To view human rights in this manner is to increase the chances and opportunities that more people across the globe will come to embrace them.

At the center of pluralistic societies like the United States is the question of how to make broadly consensual social policy in light of the different moral values held by a heterogeneous population varying in ethnicity, sexual identity, religion, and political belief. In" Thick Moralities, Thin Politics" Benjamin Gregg develops a new approach to dealing with conflicting values in the policymaking process. Arguing that public policy suffers when politics are laden with moral doctrines, Gregg contends that "thickly" moral public philosophies cannot be the basis of a successful political process. He offers a "thin" model of political decision-making which brackets moral questions (within the public sphere), deliberately working around them whenever possible--not toward political consensus, but rather the more realistic goal of mutual accommodation. "Thick Moralities, Thin Politics" grapples with the work of
theorists from both sides of the Atlantic, including Jurgen
Habermas, Anthony Giddens, and Niklas Luhmann, as well as George
Herbert Mead, Erving Goffman, and Harold Garfinkel. Gregg develops
a model of validity for arguments made in the public sphere, for
understanding among competing worldviews, and for adjudicating
disputes generated by normative differences. He applies his theory
of politics to specific issues of contemporary social life,
including those relating to the place of women, minorities, and
multiculturalism in American and European society today. He also
addresses the scientific study of religion, issues of legal
interpretation, and the critique of ideology, in each case
illuminating how different epistemic systems, as well as competing
value systems, can achieve some understanding of one another. Gregg
demonstrates, ultimately, that thin politics actually further,
rather than reduce, citizens' engagement in the political
process.
The nation state operates on a logic of exclusion: no state can offer citizenship and legal rights to all comers. From the logic of exclusion a state derives its sovereign power. Yet this exclusivity undermines the project of advancing human rights globally. That project operates on a logic of inclusion: all people, regardless of citizenship status or territorial location, would everywhere be recognized as bearers of human rights. In practice, human rights are afforded, if at all, then only to citizens of those few states that sometimes regard human rights as moral necessities of domestic commitments-or for states that find that stance politically expedient for the moment. This discouraging reality in the first decades of the twenty-first century prompts the question: What political arrangement might better conduce the local embrace and enduring practice of human rights? In The Human Rights State, Benjamin Gregg challenges the conviction that the nation state can only have a zero-sum relationship with human rights: national sovereignty is possible or human rights are possible, but not both, not in the same place, at the same time. He argues that the human rights project would be more effective if established and enforced at local levels as locally valid norms, and from there encouraged to expand outward toward overlaps with other locally established and enforced conceptions of human rights grown in their own local soils. Proposing a metaphorical human rights state that operates within or alongside a nation state, Gregg describes networks of activists that encourage local political and legal systems to generate domestic obligations to enforce human rights. Geographic boundaries and national sovereignties would remain intact but diminished to the extent necessary to extend human rights to all persons, without reservation, across national borders, by rendering human rights an integral aspect of the nation state's constitution.
This important study of the relationship between historical developments and the work of the scholars associated with the Frankfurt Institute for Social Research yields fascinating insights into the actual workings of the Institute and the relationships among its members. The book has already had a major impact in Germany, where it has opened up the subject for argument and analysis by a new generation of scholars. Theory and Politics first explores the effect of political experience on the process of theory construction from 1930 to 1945. The central figure in this examination is Max Horkheimer, whose work is seen as the key to the shift in the Frankfurt School's focus from materialism to Critical Theory to a "critique of instrumental reason." Within each of the three periods defined by these foci the author examines external historical-political events (including the School's emigration to America) and their reflection in the group's changing conception of the relation of theory to practice as well as in its detailed theoretical position. Along the way he helps to clarify such questions as the School's evolving attitudes toward the Soviet Union, fascism, science, and the desired utopia. The book then examines what may have been the strongest stage of Critical Theory - the program for interdisciplinary research that emerged in the early 1930s. The author acutely portrays Horkheimer's conception of a synthesis between philosophy and empirical social science that would result in a form of social research relevant to the central problems of the day.
