L'obiettivo fondamentale del tema del CG28 e quello di aiutare tutta la Congregazione ad approfondire, per quanto possibile, qual e e quale dovrebbe essere il profilo del salesiano capace di dare risposta ai giovani di oggi, a tutti i giovani, specialmente i piu poveri e bisognosi, gli esclusi e gli scartati, i piu fragili e quelli privati dei diritti fondamentali. E questo in un mondo sempre piu complesso e che sperimenta rapidi cambiamenti.

El Rector Mayor, Don Angel Fernandez Artime, con la carta circular del 24 de mayo de 2018 (Cf. ACG 427), convocaba el Capitulo General 28 Degrees sobre el tema: "?Que Salesianos para los jovenes de hoy?". El objetivo fundamental pretende ayudar a toda la Congregacion a profundizar lo mas posible, acerca de cual es y debe ser el perfil del salesiano capaz de dar respuesta a los jovenes de hoy, a todos los jovenes, especialmente a los mas pobres y necesitados, a los excluidos y descartados, a los mas fragiles y privados de derechos. Y esto en un mundo cada vez mas complejo y que experimenta cambios velozmente (ACG 427, 6). El tema de estos Ejercicios Espirituales dara un matiz especial a los ejercicios clasicos que realizamos cada ano como bautizados, religiosos, consagrados y salesianos. En la vida de todo creyente los Ejercicios Espirituales suponen un espacio de renovacion de vida creyente, de conversion del corazon y de confirmacion de las opciones de vida.
