The essays presented in this volume describe a phenomenon so widespread in human time and space that its importance is easily overlooked. City walls shaped the history of warfare; the mobilization of manpower and resources needed to build them favored some kinds of polities over others; and their massive strength, appropriately ornamented, created a visual language of authority. Chapters by historians and art historians explore how separate traditions throughout the world illustrate universal themes of defensive strategy and the symbolism of power, each time embedded in a distinctive local context.
How did state power impinge on the religion of the ordinary person? This perennial issue has been sharpened as historians uncover the process of 'confessionalization' or 'acculturation', by which officials of state and Church collaborated in ambitious programs of Protestant or Catholic reform, intended to change the religious consciousness and the behaviour of ordinary men and women. In the belief that specialists in one area of the globe can learn from the questions posed by colleagues working in the same period in other regions, this 2005 volume sets the topic in a wider framework. Thirteen essays, grouped in themes affording parallel views of England and Europe, Tsarist Russia, and Ming China, show a spectrum of possibilities for what early modern governments tried to achieve by regulating religious life, and for how religious communities evolved in new directions, either in keeping with or in spite of official injunctions.
Emperor Charles V (1500-1558) asserted his princely authority by deciding at times to lead his own armies to war, despite the misgivings of advisers. Since Europe's wars were fought with money borrowed against future revenues, even an emperor had to share power with his bankers, and his parliaments. This 2002 book examines all three dimensions of European warfare. Charles's role as commander-in-chief is evaluated by measuring the strategic aims of his personal campaigns. The process by which bankers took control of the finances of the Habsburg lands becomes clear from an examination of where the money came from to pay for Charles's campaigns. Finally, a comparison of the realms that provided most of Charles's revenues - Castile, Naples, and three Low Countries provinces - shows how some parliamentary bodies, if not all, successfully pursued long-term local interests by exploiting the dynasty's need for money.

Under what conditions were limited forms of self-government possible in medieval and early modern Europe? While many historians have sought an answer by investigating the development of parliamentary institutions in emerging national monarchies and the wider autonomy enjoyed by various city-states within their own borders, James D. Tracy concentrates instead on a relatively neglected phenomenon at an intermediate level of political organization-the self-governing province. Focusing on the province of Holland during the reigns of Charles V and Philip II (1506-1566), Tracy argues convincingly that Holland effectively underwent an apprenticeship in self-government. The seven provinces of the Dutch Republic-among which Holland was the richest and most populous-were the first in history to govern themselves by a consensus among their towns and nobles. The foundations for this internal cohesion were put in place long before the Dutch Revolt; first by medieval provincial dynasties, then by the dukes of Burgundy, and finally by the House of Habsburg. At the turn of the sixteenth century, Holland was urbanized to a surprising degree, with over forty percent of its population residing in some thirty small and mid-sized towns. Forced by external threats to rise above their economic rivalries, the towns joined together through the forum of the provincial parliament, or States of Holland, which came to assume a primary role in the management of public finances. While noting that the growing autonomy of Holland did not make the Dutch Revolt inevitable, Tracy points out that the revolt could hardly have succeeded without provinces that already had a tradition of managing their own affairs. In the broader context of European political institutions, the circumstances that permitted the provincial states to assume many of the functions of government illustrate not only the capacity for self-government but also the formation of genuine body politics. Distinguished scholar James D. Tracy shows how the Ottoman advance across Europe stalled in the western Balkans, where three great powers confronted one another in three adjoining provinces: Habsburg Croatia, Ottoman Bosnia, and Venetian Dalmatia. Until about 1580, Bosnia was a platform for Ottoman expansion, and Croatia steadily lost territory, while Venice focused on protecting the Dalmatian harbors vital for its trade with the Ottoman east. But as Habsburg-Austrian elites coalesced behind military reforms, they stabilized Croatia's frontier, while Bosnia shifted its attention to trade, and Habsburg raiders crossing Dalmatia heightened tensions with Venice. The period ended with a long inconclusive war between Habsburgs and Ottomans, and a brief inconclusive war between Austria and Venice. Based on rich primary research and a masterful synthesis of key studies, this book is the first English-language history of the early modern Western Balkans. More broadly, it brings out how the Ottomans and their European rivals conducted their wars in fundamentally different ways. A sultan's commands were not negotiable, and Ottoman generals were held to a time-tested strategy for conquest. Habsburg sovereigns had to bargain with their elites, and it took elaborate processes of consultation to rally provincial estates behind common goals. In the end, government-by-consensus was able to withstand government-by-command.

This compromise, a product of the Reformations, though not willed by the reformers, was the historical foundation of modern, pluralistic society.
