On July 7, 1948, U.S. military aircraft chased a fast-moving, 90-foot-diameter silver disc across Texas before watching it crash about 30 miles south-southwest of Laredo, Texas. A military retrieval team reportedly recovered the UFO and the body of its non-human occupant from the impact site. Known as the "Laredo UFO Crash," this case occurred almost exactly one year after the famous Roswell UFO Incident and holds much of the same mystery and intrigue. En este trabajo se hace un estudio de las principales tecnicas y herramientas para el Levantamiento de Requisitos que tribute a la calidad del producto. Se toma como muestra el proyecto de Cooperacion Integral del Convenio Cuba-Venezuela (CCV) como fuente especifica de informacion, en cuanto al desarrollo del Levantamiento de Requisitos. A partir de este estudio se definen los principios y premisas que debe cumplir la propuesta a desarrollar en esta investigacion, la cual esta orientada a realizar una guia para el buen desarrollo de la captura de la informacion en el comienzo de un software, determinando las etapas de la Ingenieria de Requisitos como Elicitacion, Analisis, Especificacion y Validacion.
