Diese Thesen werden am Beispiel der FIFA WM 2006 untersucht und bewertet. Dazu werden Wirtschaftsstudien, die im Vorfeld zur WM 2006 in Deutschland erhoben wurden, solchen Wirtschaftsstudien, die nach der WM entstanden, gegenubergestellt. Da im Vorfeld dieser WM enorme Investitionen notig wurden und auch nach dem Event fortlaufende Unterhaltskosten/ Betriebskosten der Stadien zu Buche schlagen (Probleme der Nachnutzung), ist ein Zeitraum zur Beurteilung der gesamten Wirtschaftsleistung dieses Mega-Events zu definieren, um der Komplexitat eines Kosten-Nutzen-Vergleichs gerecht zu werden.

Dieser Wandel hat in allen Bereichen der Truppen angesetzt: vom Organisatorischen bis hin zur inneren Struktur. Die so veranderten Truppen wurden dann auch nicht mehr als Soldnerheere bezeichnet, sondern fanden mit der Terminologie der Stehenden Heere" Eingang in die Literatur. Wie sich nun der Umbruch in den Truppen vollzogen hat, in welchen Etappen und in welcher Zeit, ist die Frage, die sich diese Arbeit im Grundsatzlichen gestellt hat. Dabei kann man zwischen zwei gegensatzlichen Positionen unterscheiden: Die eine Position geht davon aus, dass das stehende Heer ein stehengebliebenes Heer ist, das in seinem Kern aus den Soldnerheeren des Dreissigjahrigen Krieges gebildet wurde. Die andere Position geht eher davon aus, dass es einen nahezu vollstandigen Bruch in der Armeeorganisation gegeben hat, u.a. bedingt durch einen Generationswechsel in der militarischen Elite, und dass die stehenden Heere des Absolutismus klar abzugrenzen sind von den ehemaligen Soldnertruppen. Dazu muss man allerdings einschrankend sagen, dass eine umfassende Arbeit uber das romische Heerwesen konsequenterweise einen Zeitraum von mehreren hundert Jahren umfassen musste. In dieser langen Zeitspanne war das Imperum Romanum und mithin sein Heer mehrfach politischen, gesellschaftlichen und wirtschaftlichen Anderungen unterworfen. Es wurde also den Rahmen der vorgegebenen Arbeit sprengen, die romische Armee durch ihre gesamte Geschichte zu begleiten, und samtliche Neuerungen bzw. Anderungen anzufuhren. Aus diesem Grund konzentriere ich mich auf die Zeit Caesars 100-44 v.Chr.], der sich ca.60 v. Chr. die Neuerungen der Heeresreform des Marius zu Nutze machte, um sich wahrend seiner Konsulnzeit in Gallien eine machtige Privatarmee' aufzubauen, die den Grundstock seiner spateren Macht legte. Meine Arbeit konzentriert sich auf die Frage, warum die romische Armee so erfolgreich war und in der ca. 1000-jahrigen Geschichte des romischen Reiches durch Eroberungsfeldzuge dazu beitrug, dass Rom von einem Stadtstaat zum romische Imperium heranwuchs. Dieses umfasste in seiner grossten Ausdehnung unter Kaiser Trajan (regierte von 98 bis 117 n. Chr.) den gesamten Mittelmeerraum, sowie Gallien, Britannien, den heutigen Balkan, die Turkei und Teile des nahen Ostens bis zum kaspischen Meer und dem persischen Golf. Ich nahere mich dem Gegenstand, die Armee Caesars, indem ich mich zunachst mit der Organisation der Armee befasse.
