The Mental capacity Act 2005 provides a statutory framework for people who lack the capacity to make decisions for themselves, or for people who want to make provision for a time when they will be unable to make their own decisions. This code of practice, which has statutory force, provides information and guidance about how the Act should work in practice. It explains the principles behind the Act, defines when someone is incapable of making their own decisions and explains what is meant by acting in someone's best interests. It describes the role of the new Court of Protection and the role of Independent Mental Capacity Advocates and sets out the role of the Public Guardian. It also covers medical treatment and the way disputes can be resolved.

This code of practice, issued under Part II of the 1996 Act, sets out information on the procedures to be used by police officers to record, retain and reveal to the prosecutor material obtained in a criminal investigation. The code extends only to England and Wales, and covers the following topics: definitions; general responsibilities; recording of information; retention of material; preparation and revelation of material to the prosecutor; subsequent action and certification by the disclosure officer; and disclosure of material to the accused. This publication supersedes the 1997 edition (ISBN 0113411634).
As part of a long-standing collaboration on nuclear nonproliferation, the National Academy of Sciences and the Russian Academy of Sciences held a joint workshop in Moscow in 2003 on the scientific aspects of an international radioactive disposal site in Russia. The passage of Russian laws permitting the importation and storage of high-level radioactive material (primarily spent nuclear fuel from reactors) has engendered interest from a number of foreign governments, including the U.S., in exploring the possibility of transferring material to Russia on a temporary or permanent basis. The workshop focused on the environmental aspects of the general location and characteristics of a possible storage site, transportation to and within the site, containers for transportation and storage, inventory and accountability, audits and inspections, and handling technologies.

especially in developing nations or wherever land is scarce.
The military, political, and economic preeminence of the United States during the post-World War II era is based to a substantial degree on its superior rate of achievement in science and technology, as well as on its capacity to translate these achievements into products and processes that contribute to economic prosperity and the national defense. The success of the U.S. scientific enterprise has been facilitated by many factors, important among them the opportunity for American scientists and engineers to pursue their research-and to communicate with each other-in a free and open environment. During the last two administrations, however, concern has arisen that the characteristically open U.S. scientific community has served as one of the channels through which critical information and know-how are flowing to the Soviet Union and to other potential adversary countries; openness in science is thus perceived to present short-term national security risks in addition to its longer-term national security benefits in improved U.S. military technology. The Panel on Scientific Communication and National Security was asked to examine the various aspects of the application of controls to scientific communication and to suggest how to balance competing national objectives so as to best serve the general welfare. The Panel held three two-day meetings in Washington at which it was briefed by representatives of the departments of Defense, State, and Commerce, and by representatives of the intelligence community, including the Central Intelligence Agency, the Federal Bureau of Investigation, the Defense Intelligence Agency, and the National Security Agency. The Panel also heard presentations by members of the research community and by university representatives. In addition to these briefings, the Rand Corporation prepared an independent analysis of the transfer of sensitive technology from the United States to the Soviet Union. To determine the views of scientists and administrators at major research universities, the Panel asked a group of faculty members and administrative officials at Cornell University to prepare a paper incorporating their own views and those of counterparts at other universities. The main thrust of the Panel's findings is completely reflected in this document. However, the Panel has also produced a classified version of the subpanel report based on the secret intelligence information it was given; this statement is available at the Academy to those with the appropriate security clearance.

Farming is an important feature of our way of life. It shapes the landscape we enjoy, provides much of our food and is a vital part of maintaining and improving a healthy, thriving and diverse natural environment. The agricultural sector faces a number of challenges. Demand for crops will increase as the global population rises. However, agricultural practices including the use of fertilisers have the potential to damage the natural environment by polluting water courses, releasing greenhouse gases and ammonia to the air and by damaging the soil. This manual aims to help farmers and land managers better assess the fertiliser required for the range of crops they plan to grow, by suggesting what level of nutrients are required to provide the best financial return for the farm business. The manual aims to help ensure that proper account is taken of both mineral fertilisers and other sources of nutrients such as manures and slurries.
There are over 20 million young people of color in the United States whose representation in STEM education pathways and in the STEM workforce is still far below their numbers in the general population. Their participation could help re-establish the United States (TM) preeminence in STEM innovation and productivity, while also increasing the number of well-educated STEM workers. There are nearly 700 minority-serving institutions (MSIs) that provide pathways to STEM educational success and workforce readiness for millions of students of color "and do so in a mission-driven and intentional manner. They vary substantially in their origins, missions, student demographics, and levels of institutional selectivity. But in general, their service to the nation provides a gateway to higher education and the workforce, particularly for underrepresented students of color and those from low-income and first-generation to college backgrounds. The challenge for the nation is how to capitalize on the unique strengths and attributes of these institutions and to equip them with the resources, exceptional faculty talent, and vital infrastructure needed to educate and train an increasingly critical portion of current and future generations of scientists, engineers, and health professionals. Minority Serving Institutions examines the nation (TM)s MSIs and identifies promising programs and effective strategies that have the highest potential return on investment for the nation by increasing the quantity and quality MSI STEM graduates. This study also provides critical information and perspective about the importance of MSIs to other stakeholders in the nation (TM)s system of higher education and the organizations that support them.
"Protecting our Water, Soil and Air: A Code of Good Agricultural Practice for Farmers, Growers and Land Managers" presents a practical guide to help farmers, growers and land managers protect the environment in which they operate. All farmers are required to have access to the Code and to be familiar with the key actions that can be taken to protect and enhance the quality of water, soil and air. The Code applies in England and replaces the separate Water, Air and Soil Codes published by the Ministry of Agriculture, Fisheries and Food and the Welsh Office Agricultural Department. The Code has been written by technical specialists from the Department for Environment, Food and Rural Affairs (Defra) and Natural England. The Code offers practical interpretation of legislation and provides good advice on best practice. The term 'good agricultural practice' means a practice that minimises the risk of causing pollution while protecting natural resources and allowing economic agriculture to continue. This Code provides an important point of reference based around the main operations that farmers, growers and land managers might undertake, but also management plans, farm infrastructure and waste management. Sections on water pollution are of particular note as, by 2015, the Water Framework Directive will require an integrated approach to managing water quality and quantity. The legal requirements and good practices within this Code will help farmers to achieve the new standards. Sections of the Code also form a Statutory Code under Section 97 of the Water Resources Act 1991.
This publication contains a commentary on the voluntary, non-binding norms of responsible State behaviour from the 2015 report of the United Nations Group of Governmental Experts (GGE) on Developments in the Field of Information and Telecommunications in the Context of International Security. In an open call for comments, scholars, experts and enthusiasts were invited to submit recommendations, comments and guidance for understanding and interpreting the recommendations of the United Nations GGE. An array of academics, scholars and experts responded to this call and were involved in drafting this synthesis of views and perspectives.
The rapid evolution of information technology (IT) is transforming our society and its institutions. For the most knowledge-intensive entities of all, research universities, profound IT-related challenges and opportunities will emerge in the next decade or so. Yet, there is a sense that some of the most significant issues are not well understood by academic administrators, faculty, and those who support or depend on the institutiona (TM)s activities. This study identifies those information technologies likely to evolve in the near term (a decade or less) that could ultimately have a major impact on the research university. It also examines the possible implications of these technologies for the research universitya "its activities (learning, research, outreach) and its organization, management, and financinga "and for the broader higher education enterprise. The authoring committee urges research universities and their constituents to develop new strategies to ensure that they survive and thrive in the digital age.
An NRC committee was established to work with a Russian counterpart group in conducting a workshop in Moscow on the effectiveness of Russian environmental NGOs in environmental decision-making and prepared proceedings of this workshop, highlighting the successes and difficulties faced by NGOs in Russia and the United States.

What should be the PhD of the future? These and other questions are addressed in this book by a blue-ribbon panel of scientists and engineers. Recommendations are aimed at creating a new PhD that would retain the existing strengths of the current system while substantially increasing the information available, the potential versatility of students, and the career options afforded to them by their PhD education.
