In Regulating Vessel Discharges on the International and EU Level, Alexander Proelss and Valentin J. Was sind die wesentlichen Funktionsbedingungen unabhangiger Verfassungsgerichtsbarkeit? Diesem Thema widmet sich der vorliegende Band aus rechtsvergleichender Perspektive. Er fasst die Vortrage einer rechtswissenschaftlichen Tagung zusammen, die in Kooperation zwischen dem Institut fur Rechtspolitik, Trier, und dem Landtag Rheinland-Pfalz am 20. Oktober 2017 im Mainzer Plenarsaal stattgefunden hat. Das Institut fur Rechtspolitik nahm die Tagung zum Anlass, diese Diskussion im Rahmen des Vortragsformats "Rechtspolitische Kolloquien an der Universitat Trier fortzufuhren und weitere Rechtsysteme in die UEberlegungen mit einzubeziehen. Auch diese Vortrage finden sich in diesem Band. Die Zusammenfuhrung samtlicher Vortrage soll einen rechtsvergleichenden Blick auf die Systeme der Verfassungsgerichtsbarkeit verschiedener europaischer Staaten ermoeglichen und Erkenntnisse fur die Frage eroeffnen, welche Regelungen fur eine effektive gerichtliche Kontrolle der Verfassungsmassigkeit staatlichen Handelns nach dem Prinzip der Gewaltenteilung erforderlich oder wenigstens foerderlich sind.

Der Band umfasst die Ansprachen, Vortrage und Diskussionen der Tagung "Transparenzgesetz fur Rheinland-Pfalz". Diese fand anlasslich des 15-jahrigen Bestehens des Instituts fur Rechtspolitik an der Universitat Trier am 24. April 2015 statt. Das rheinland-pfalzische Transparenzgesetz trat Ende 2015 in Kraft. Die Ministerprasidentin des Landes halt in ihrem Grusswort ein Pladoyer fur den beschrittenen Weg zu mehr Information und einer offeneren Verwaltung im Rahmen einer modernen elektronischen Kommunikation. Die anschliessenden Vortrage beleuchten die rechtlichen und praktischen Probleme aus wissenschaftlicher und politischer Sicht. In der abschliessenden Podiumsdiskussion eroertern Vertreter aus Landespolitik, Verwaltung und Wirtschaft das Transparenzgesetz.
