The chapters in this book are reworkings of presentations given during a conference held in 2018 at the German Embassy to the Netherlands in The Hague on the occasion of the 20th anniversary of the adoption of the Rome Statute. They provide an in-depth analysis of major points of contention the International Criminal Court (ICC) is currently facing, such as, inter alia, head of state immunities, withdrawal from the Rome Statute, the exercise of jurisdiction vis-a-vis third-party nationals, the activation of the Court's jurisdiction regarding the crime of aggression, as well as the relationship of the Court with both the Security Council and the African Union, all of which are issues that have a continued relevance and carry a particular controversy. The collection provides insights from both practitioners, including judges of the ICC, and diplomats who participated in the negotiations leading to the adoption of the Rome Statute, as well as well-known academics from various parts of the world working in the field of international criminal law. The aim of the book is not only to inform and stimulate academic debate on the topic, but also to serve as an instrument for lawyers involved in the practice of international criminal law. Gerhard Werle is Professor at the Faculty of Law of the Humboldt-University in Berlin, Germany and Andreas Zimmermann is Professor at the Faculty of Law of the University of Potsdam in Germany. Jurgen Bering, who worked on this book as assistant editor, is an Associate at Dentons, Berlin and a PhD candidate at the Martin Luther University, Halle-Wittenberg, Germany.
This edited volume examines the role of international law in a changing global order. Can we, under the current significantly changing conditions, still observe an increasing juridification of international relations based on a universal understanding of values? Or are we, to the contrary, facing a tendency towards an informalization or a reformalization of international law, or even an erosion of international legal norms? Would it be appropriate to revisit classical elements of international law in order to react to structural changes, which may give rise to a more polycentric or non-polar world order? Or are we simply observing a slump in the development towards an international rule of law based on a universal understanding of values? In eleven chapters, distinguished scholars reflect on how to approach these questions from historical, system-oriented and actor-centered perspectives. The contributions engage with the rise of European international law since the 17th century, the decay of the international rule of law, compliance as an indicator for the state of international law, international law and informal law-making in times of populism, the rule of environmental law and complex problems, human rights in Europe in a hostile environment, the influence of the BRICS states on international law, the impact of non-state actors on international law, international law's contribution to global justice, the contestation of value-based norms and the international rule of law in light of legitimacy claims.
Over the past 150 years, the International Committee of the Red Cross (ICRC) has been one of the main drivers of progressive development in international humanitarian law, whilst assuming various roles in the humanization of the laws of war. With select contributions from international experts, this book critically assesses the ICRC's unique influence in international norm creation. It provides a detailed analysis of the workings of the International Red Cross, Red Crescent Movement and ICRC by addressing the milestone achievements as well as the failures, shortcomings and controversies over time. Crucially, the contributions highlight the lessons to be learnt for future challenges in the development of international humanitarian law. This book will be of particular interest to scholars and students of international law, but also to practitioners working in the field of international humanitarian law at both governmental and non-governmental organizations.

Each part of the book on human rights, international environmental law and arms control contain a general introduction and case studies of the relevant treaties in the field. Nach dem Ende der Dekolonisierung schien es uber lange Zeit hinweg so, als habe das Recht der Staatennachfolge in voelkerrechtliche Vertrage zumindest weitgehend seine praktische Bedeutung verloren. Die deutsche Wiedervereinigung, der Zerfall der UdSSR und der Sozialistischen Foederativen Republik Jugoslawien sowie die Teilung der CSFR belegen jedoch die erneute Aktualitat der Fragestellung. Vor diesem Hintergrund legt der Autor nunmehr die bislang einzige umfassende Analyse der neueren Staatenpraxis vor, die anhand der Wiener Konvention uber das Recht der Staatennachfolge in voelkerrechtliche Vertrage zugleich untersucht, unter welchen Vorgaben sich eine voelkerrechtliche Kodifikation auch praktisch durchzusetzen vermag.
Vorliegende Arbeit wurde im Wintersemester 1993/94 von der Juristi schen Fakultat der Universitat Heidelberg als Dissertation angenommen. Sie hat ihre Grundlage in einem Gutachten, welches der Verfasser ge meinsam mit Herrn Prof. Dr. lochen Abr. Frowein im Sommer 1992 im Vorfeld der Reform des deutschen Asylrechts rur das Bundesministerium der Justiz erstellt hatl. Ihm sei an dieser Stelle sowohl rur die Uber nahme der Zweitkorrektur als auch rur die Bereitschaft gedankt, das Gutachten als Grundstock rur vorliegende Arbeit nutzen zu konnen. Meinem, Doktorvater, Herrn Prof. Dr. Helmut Steinberger, danke ich fur die Betreuung der Arbeit, manches fachliche und personliche Ge sprach und das Verstandnis und die Gewahrung des notigen Freiraums, welche es ermoglicht haben, die Arbeit in einem verhaltnismiillig engen zeitIichen Rahmen erstellen zu konnen. Seven papers from the session on Lithics and the Early and Middle Neolithic Chronology in France given at the EAA conference in Lyon in 2004. Work on lithic materials in the widest sense has developed considerably over the last two decades, leading to an almost complete renewal of methods and objectives. From the 1980s onwards there emerged methods which have become classic: investigation of raw materials, creation of reference collections (lithotheques), characterization of procurement modes, studies of technology and analyses of use-wear. Relative chronology, mainly established through study of decorated ceramics, is still an essential aspect of our discipline and new data have stimulated debate on the relations between various cultural groups de fined on stylistic grounds. This volume aims to review the contribution of lithic studies in both France and neighbouring regions for establishing the cultural sequences of the early and middle N Papers in French and English.

Protection of fundamental rights in Europe takes place in a tense balance between EU law, the Convention on Human Rights, and national constitutions. The author draws potential parallels to the relationship between the Federal Constitutional Court and the European Court of Justice, and proposes a dogmatic model for the complimentary protection of fundamental rights.
