A comprehensive study of the nexus between democratization and security in the Mediterranean, which are seen as essentially complementary yet threatened by political trends witnessed since the September 2001 attacks. Contributors from a variety of European and Mediterranean countries address the impact of a restructured security system, Europe's effort to establish an autonomous security and defence policy, and attempts among the Mediterranean Partner Countries (MPCs) to build regional security regimes.

An unprecedented number of people is currently on the move seeking refuge in Europe. Large parts of European societies respond with anxiety and mistrust to the influx of people. Nationalist, anti-migrant parties from Slovakia over Germany to the UK have gained increasing support among the electorate and challenge the political mainstream. Europe is struggling how to respond. While the search for solutions is ongoing one pattern seems to be emerging: Fortress Europe is in the making. Unfortunately, few of these discussions and measures consider the structural root causes and dynamics of migration, the motives of migrants or societal challenges more thoroughly. This book seeks to address this deficit. Taking migration and asylum policies as a starting point, it analyses the various dimensions underpinning migration. In doing so, it identifies why receiving countries are in many ways part of the problem. To eschew an overtly Euro-centric perspective and stimulate a debate between science and politics, it contains contributions by academics and practitioners alike from both shores of the Mediterranean.

Bislang hat die EU im Rahmen ihrer externen Demokratiefoerderung im sudlichen Mittelmeerraum die Agenda sakularer Frauenrechtsgruppen unterstutzt. Dies geschah im stillen Einvernehmen mit den autoritaren arabischen Regimen, die in einem sakularen Staatsfeminismus ein probates Mittel im Kampf gegen den politischen Islam sahen. Seit dem Arabischen Fruhling ist die bisherige Foerderpraxis der EU diskreditiert und verlangt eine Anpassung an die neuen politischen Realitaten.

Seit Dezember 2010 haben die Arabellion"s" Nordafrika und die gesamte Region des Nahen und Mittleren Ostens erfasst. Als stabil geltende autoritare Machtstrukturen wurden massiv erschuttert, wenn auch nicht uberall auf gleiche Weise. Ziel des Bandes ist es, Ursachen und Verlaufsformen der Proteste im spezifischen Kontext der jeweiligen Lander sowie regional ubergreifender politischer und sozio-okonomischer Faktoren zu analysieren. Dabei wird sowohl den Gemeinsamkeiten nachgespurt, die die wellenartige Ausbreitung der Arabellion"s" erklaren, als auch den landerspezifischen Besonderheiten, die die Vielgestaltigkeit von Protest und Revolte verstehbar machen. Es wird aufgezeigt, warum man nicht uberall von Revolution sprechen kann, welche Formen autoritarer Resilienz vorherrschen und wo es Chancen auf eine friedliche Transformation gibt. Daruber hinaus wird verdeutlicht, dass die politischen, gesellschaftlichen und okonomischen Konsequenzen der Arabellion"s" weit uber die Region hinausstrahlen.

Der Arabische Fruhling wird haufig als Zasur nicht nur fur die Region, sondern auch fur die euro-mediterranen Beziehungen wahrgenommen, nach der sich vermeintlich "alles" anderte. Annette Junemann und Julia Simon stellen diese Annahme in Zweifel und untersuchen, welche zentralen Determinanten die Mittelmeerpolitik der Europaischen Union (EU) seit den 1990er Jahren bestimmten. Von diesen Determinanten leiten die Autorinnen Erklarungsansatze fur das normative wie realpolitische Versagen der EU ab. In einem zweiten Schritt analysieren sie die Reaktionen der EU auf die Umbruche in ihrer Nachbarschaft. Ausgehend vom Logics of Action-Ansatz identifizieren sie sowohl Wandel als auch Persistenz in den Handlungslogiken der EU-Mittelmeerpolitik und messen daruber die Lernfahigkeit der EU in unterschiedlichen Bereichen ihrer Regionalpolitik. Ein grundlegender Paradigmenwechsel ist noch nicht erkennbar.
