Die vorliegende Arbeit gibt einen Uberblick uber die institutionelle Ausgestaltung des SWP. Vor dem Hintergrund einer steigenden Anzahl von Defizitverfahren wegen Verstossen gegen die Konvergenzkriterien wird der Frage nachgegangen, ob der SWP Anreize zu einer soliden Finanzpolitik in den Mitgliedslandern setzen kann, und ob er Konsolidierungen defizitarer Staatshaushalte anstossen kann. Zu diesem Zweck wird im zweiten Kapitel ein kurzer geschichtlicher Uberblick uber die Entwicklung der Europaischen Gemeinschaft zum Vertrag der Europaischen Union" gegeben, welcher die Basis der Europaischen Wirtschafts- und Wahrungsunion(EWWU) und damit auch des SWP darstellt. Das dritte Kapitel beschaftigt sich mit den Grundzugen der Europaischen Wahrungsunion (EWU). Darauf aufbauend werden die Grundzuge des SWP aufgezeigt und anschliessend dessen institutioneller Aufbau bei seiner Grundung im Jahr 1997 offen gelegt. Zuletzt wird in diesem dritten Kapitel die Reform des Paktes im Jahr 2005 beschrieben. Das Vierte Kapitel widmet sich der okonomischen Analyse der Wirkungen des SWP. Als viel beachtetes und kontrovers diskutiertes Beispiel lasst sich die Verlagerungsentscheidung des finnischen Mobilfunkgerateherstellers Nokia anfuhren, die zur Schliessung des Werksstandortes in Bochum und damit zum Wegfall von 2.300 Arbeitsplatzen fuhren wird. Doch im direkten Gegenzug kundigen andere Hightech-Unternehmen wie Rolls-Royce oder GlaxoSmithKline an, grosse Investitionsvolumina am Standort Deutschland zu tatigen. Die folgende Arbeit beleuchtet das Phanomen der Ruckverlagerung in der sozialen Marktwirtschaft, d.h. inwieweit der Staat als treibende Kraft in der sozialen Marktwirtschaft den bestehenden Rahmen fur Ruckverlagerungen beeinflussen und verbessern kann. Zunachst wird das Phanomen der Ruckverlagerung definiert und in seiner Form und Phasen beschrieben. Dann werden basierend auf theoretischen Erklarungsansatzen Ausmass und Argumente fur Ver- und Ruckverlagerungen offen gelegt. Diese Argumente werden anhand des Beispiels eines deutschen Ruckverlagerers in der Praxis beschrieben. Abschliessend werden einige Probleme des Standortes Deutschland im Rahmen der sozialen Marktwirtschaft aufgezeigt und Handlungsempfehlungen herausgearbeitet, die den Standort Deutschland und die Bedingungen fur Ruckverlagerungen verbessern konnten.
