Diese Probleme betreffen vor allem wachsende Haushalts- und Liquiditatsengpasse, wobei manche Stadte und Kommunen vor dem Problem stehen, wie sie die Aufgaben des offentlichen Sektors weiterhin mit ihrer engen Finanzlage erfullen konnen. Neuen Moglichkeiten der Gestaltung der Aufgaben des offentlichen Sektors und Alternativen zur herkommlichen Finanzierung der Aufgabe der Stadte, Lander, Kommunen und des Bundes kommt deshalb eine wachsende Bedeutung zu. In diesem Zusammenhang hat sich der Begriff des Public Private Partnerships (PPP) zu einem Modewort entwickelt. Diese PPPs bieten eine neue Moglichkeit fur den offentlichen Sektor, die ihm zufallenden Aufgaben weiterhin wahrzunehmen. Vor diesem Hintergrund geht es in der vorliegenden Arbeit um eine Vorstellung der Thematik der PPPs. Wesentlich ist dabei die Fragestellung, inwieweit durch PPPs das Verhaltnis zwischen offentlichem und privatem Sektor beeinflusst wird und wie eine Zusammenarbeit mit privatwirtschaftlichen Unternehmen konkret aussehen kann. Ausgangspunkt der Arbeit ist deshalb eine Darstellung des Begriffs Public Private Partnership," ein kurzer Abriss der Geschichte dieser Zusammenarbeit. In Kapitel 3 geht es dann um die Funktionsweise von PPPs und PPP in der Praxis. Abgeschlossen wird die Arbeit mit einer kritischen Wurdigung des PPP-Konzepts.
