This book constitutes the proceedings of the 6th International Conference on Social Computing, Behavioral-Cultural Modeling and Prediction, SBP 2013, held in Washington, DC, USA in April 2013. The total of 57 contributions, which consists of papers and posters, included in this volume was carefully reviewed and selected from 137 submissions. This conference is strongly committed to multidisciplinarity, consistent with recent trends in computational social science and related fields. The topics covered are: behavioral science, health sciences, military science and information science. There are also many papers that provide methodological innovation as well as new domain-specific findings.

Progressive Besteuerung kann nicht nur als ein Instrument zur Optimie- rung einer sozialen Wohlfahrtsfunktion gesehen werden, sondern auch als Ergebnis einer Minimierung bestimmter negativer Querbeziehungen von Menschen zueinander. Diese Deutung einer progressiven Einkommen- steuer bietet eine alternative Erklarung des Umverteilungsstaates. Hierbei ist das Menschenbild des Einzelnen dtisterer als das der neo- klassischen Tradition. Wird doch implizit angenommen, daB es ftir den Einzelnen nicht erwtinscht sei, wenn andere in einer Position sind, die er lieber hatte. Aber, woher kommt eigentlich dieser bias der Neoklas- sik, daB sie einseitig egozentrische Menschen in ihrem Menschenbild der Praferenzrelationen akzeptiert, daB sie auch noch bereit ist, alt- ruistische Menschen anzunehmen, aber eine psychologische Erscheinung wie den Neid verdrangen mochte? Moglicherweise liegt der Grund darin, daB man ein gewisses AusmaB an Nejd als leistungserhohende Triebkraft eines Menschen ansieht, also sogar positiv zu bewerten bereit ist. Dies andert aber nichts daran, daB zunehmender Neid die noch naher zu erklarende "Supernutzenfunktion" der einzelnen Individuen in einer Gesellschaft reduziert, so daB auch eine Gesellschaft mit hohem Sozial- produkt, aber sehr intensiven Neidbeziehungen insgesamt wohlfahrtsmaBig ungtinstiger dastehen kann als eine mit niedrigerem Sozialprodukt, aber Reduzierung der Neidbeziehungen.

The topic of this book has fascinated me for a long time. I have given lectures on the economic theory of public enterprise as professor at the universities of Bonn, Vienna and Graz since 1974 and as visiting professor at the London School of Economics since 1976. I discussed particular problems at scientific conferences. This book is the result of all this scientific business. I have greatly benefited from discussing various ideas with my colleagues. In Germany and Austria, above all N.Andel, Ch.B.Blankart, D.Elixmann, B.Genser, G.Gyarfas, R. Holzmann , Ch.Seidl, J.Tillmann, R.Watzke, W.Wiegard and G.Winckler have to be mentioned. At London School of Economics, discussions with A.Atkinson, Ch.Foster, S.Glaister, A.R.Prest, D.Quarmby, W.H.Robson, A.Sen, R.Turvey and A.A. Walters have been indicative for me. Last not least my thanks go to my German, Austrian and British students, especially to the critical ones among them. Needless to say that mentioning these discussion partners only means thanking them. The responsibility for any remaining faults is only at me.

Es besteht kein consensus omnium, ob der nie zuvor gekannte Wohlstand der westlichen Industrienationen durch oder trotz Keynesianischer Wirtschaftspolitik entstanden ist. Ein Kon- sens scheint eher in der Auffassung zu liegen, daB die Wirt- schaftspolitik, so wie sie in den vergangenen zehn Jahren in den meisten Industrielandern betrieben wurde, kaum Erfolge fUr die Zukunft verspricht. Allein die Verneinung des Keynesianismus bringt jedoch noch keine theoretische Grund- lage fUr kUnftige Wirtschaftspolitik hervor. Der Vorteil der Keynesianischen Wirtschaftstheorie fUr die Konzeption einer Wirtschaftspolitik lag nicht zuletzt in der Simplizitat der ihr im Kern zugrunde liegenden makrookonomi- schen Verhaltensannahmen. Die Keynesianische Theorie hat je- doch den Nachteil, eine im Ursprung statische Theorie zu sein, deren Dynamisierung nur formal Uberzeugen kann. Der Keynesia- nismus hatte und konnte seine BlUte wohl auch nur zu einer Zeit relativ stabiler Makroverhaltensfunktionen erreichen. Mit der Renaissance der Gedanken von Max Weber und Joseph A. Schumpeter ist in den letzten Jahren wieder die Frage ge- stellt worden, was Menschen letztlich zur Arbeit, zum Produ- zieren veranlaBt. In Koinzidenz entstand in der Wirtschafts- theorie eine neue Problemsicht, in der der Markt als System von incentives aufgefaBt, und die Anreiz-Kompatibilitat wirtschaftspolitischer Eingriffe etwa auf moral hazard- Verhalten und Arbeits/Freizeit-Entscheidungen untersucht wird. Vielleicht ist es wichtiger, statt nach der Grenz- leistungsfahigkeit des Kapitals nach der Grenzleistungs- willigkeit des Menschen zu fragen.
