Dollars and Votes goes beyond the partial, often misleading, news stories and official records to explain how our campaign system operates. The authors conducted thorough interviews with corporate \u0022government relations\u0022 officials about what they do and why they do it. The results provide some of the most damning evidence imaginable. What donors, especially business donors, expect for their money is \u0022access\u0022 and access means a lot more than a chance to meet and talk. They count on secret behind-the-scenes deals, like a tax provision that applies only to a \u0022corporation incorporated on June 13, 1917, which has its principal place of business in Bartlesville, Oklahoma.\u0022 After a deal is worked out behind closed doors, one executive explains, \u0022it doesn't much matter how people vote afterwards.\u0022 Ordinary contributions give access to Congress; megabuck \u0022soft money\u0022 contributions ensure access to the President and top leaders. The striking truth revealed by these authors is that half the soft money comes from fewer than five hundred big donors, and that most contributions come, directly or indirectly, from business. To discuss work and family is also to discuss gender. Ranging from California's Silicon Valley to a remote fishing village in the northeast, part one shows how new work arrangements have created new expectations for what it means to be a woman or a man, and how slow and uneven the pace of change can be. Nowhere are the tensions of work and family more potent than around childcare. Part two takes up these tensions, showing how various "solutions" to caring for children of all ages (whether infants or teenagers) create new problems. Parts three and four turn outward to show how the new relationships between families and work are changing the relationships between families and the communities in which they live and generating new social policy dilemmas.

This book makes the argument, supported by rich and extensive historical research into original sources, that it is possible to revolutionize work so that it can be, in the author's words, "satisfying, creative, and stimulating at the same time that it is materially productive: we can have material abundance along with interesting work." Rather than argue the issue in the abstract, Clawson investigates the development of industrial management in the late nineteenth-century United States, when inside contracting and the craft system dominated production. He examines the way in which the imposition of the factory system increased the capitalists' control over the labor process, and describes the impact of modern technology on the class struggle, concluding that the struggle is very much alive and remains the only means by which to bring about a future socialist organization of work.

Even if the AFL-CIO could organize twice as many members per year as it now does, it would take thirty years to return to the levels of union membership that existed when Ronald Reagan was elected president. In contrast, labor membership more than quadrupled in the years from 1934 to 1945. For there to be a new upsurge, Clawson asserts, labor must fuse with social movements concerned with race, gender, and global justice. The new forms may create a labor movement that breaks down the boundaries between "union" and "community" or between work and family issues. Clawson finds that this is already happening in some parts of the labor movement: labor has endorsed global justice and opposed war in Iraq, student activists combat sweatshops, unions struggle for immigrant rights. Innovative campaigns of this sort, Clawson shows, create new strategies--determined by workers rather than union organizers-that redefine the very meaning of the labor movement. "The Next Upsurge presents a range of examples from attempts to replace "macho" unions with more feminist models to campaigns linking labor and community issues and attempts to establish cross-border solidarity and a living wage.
