This book assesses critically the British approach to hazard
management and emergency planning. It identifies the principal
legal, organizational and cultural impediments to more effective
hazard management and emergency planning, postulates explanations
for the shortcomings in the British approach and examines a number
of promising avenues for improving current practice. It comprises
18 chapters written by experts with a wide range of practical
experience in the many different aspects of the field. Many of the
authors introduce international perspectives and comparisons. From
it all, the editors conclude, sadly: 'The overall hazard and
emergency management approach currently adopted in Britain appears
to be inadequate and current standards of protection appear to be
inefficient for the 1990s and beyond'

A new 'Multi-Coloured Manual' This book is a successor to and
replacement for the highly respected manual and handbook on the
benefits of flood and coastal risk management, produced by the
Flood Hazard Research Centre at Middlesex University, UK, with
support from Defra and the Environment Agency. It builds upon a
previous book known as the "multi-coloured manual" (2005), which
itself was a synthesis of the blue (1977), red (1987) and yellow
manuals (1992). As such it expands and updates this work, to
provide a manual of assessment techniques of flood risk management
benefits, indirect benefits, and coastal erosion risk management
benefits. It has three key aims. First it provides methods and data
which can be used for the practical assessment of schemes and
policies. Secondly it describes new research to update the data and
improve techniques. Thirdly it explains the limitations and
complications of Benefit-Cost Analysis, to guide decision-making on
investment in river and coastal risk management schemes.

JEFFERSON'S MASTERPIECE is the amazing and compelling story of why
and how the Declaration of Independence became America's birth
certificate. Young readers go on an exciting and important
historical journey between June 11 and August 2, 1776. They learn
why and how Thomas Jefferson wrote the Declaration of Independence.
It was not an assignment that he wanted. "All eyes were fixed on
Jefferson, who sat with his head bowed. The only sound in the room
was the ticking of the grandfather clock that stood beside the
window. He raised his head and looked momentarily into the face of
each man. They watched as he crossed his arms and cupped his chin
with his left hand. He stared at the floor in front of him. More
time passed until he scanned the face of each man again. 'If you
are determined, ' he finally said, 'I will do as well as I can.' "
Young readers also follow the debate in the Second Continental
Congress when the 13 colonies declare their independence from Great
Britain, and watch the delegates edit, approve and sign the
Declaration of Independence. The author included in the narrative
the military conflicts that took place between the American
Continental Army and the British Redcoats in order to show his
young readers that the fight for America's freedom took place in
the halls of Congress and on the battlefield. In addition to a
finely crafted story, the Declaration of Independence Library - the
appendix - provides young readers with an extensive digest of
information that will enhance their understanding and appreciation
of the Declaration of Independence and the signers. The Thomas
Jefferson Foundation's Monticello Classroom recommends JEFFERSON'S
MASTERPIECE to students and teachers.
