Mark Twain soll daher wahrend des Goldrauschs in Kalifornien im 19. Jahrhundert folgende Feststellung getroffen haben: Whisky is for drinking, water is for fighting over. 1995 griff der damalige Weltbank-Vizeprasident Ismail Serageldin diesen Spruch in einer spater oft zitierten Prognose wieder auf: Wenn es in den Kriegen dieses Jahrhunderts um Ol ging, so wird es in den Kriegen des nachsten Jahrhunderts um Wasser gehen.
