Der staufische Kaiser Friedrich II. (1194 - 1250), der uber das deutsche Reich und das Regnum Sicilie herrschte, entwickelte in Suditalien ein zentralistisches Staatswesen, das die Geschichte Deutschlands und Italiens nicht unwesentlich beeinflusst hat.
