American Exceptionalism provokes intense debates culturally, economically, politically, and socially. This collection, edited by Charles W. Dunn of Regent University's Robertson School of Government, brings together analysis of the idea's origins, history and future. Contributors include: Hadley Arkes, Michael Barone, James W. Ceasar, Charles W. Dunn, Daniel L. Dreisbach, T. David Gordon, Steven F. Hayward, Hugh Heclo, Marvin J. Folkertsma, William Kristol, and George H. Nash. While many now argue against the policies and ideology of American Exceptionalism as antiquated and expired, the authors collected here make the bold claim that a closer reading of our own history reveals that there is still an exceptional aspect of American thought, identity and government worth advancing and protecting. It will be the challenge of the coming American generations to both refine and examine what we mean when we call America "exceptional," and this book provides readers a first step towards a necessary understanding of the exceptional purpose, progress and promise of the United States of America.

The Illusion Of Presidential Government (Paperback): Hugh Heclo, Lester M. Salamon The Illusion Of Presidential Government (Paperback)
Hugh Heclo, Lester M. Salamon
R1,396 Discovery Miles 13 960 Ships in 12 - 19 working days

"Presidential government is an illusion. It is an image that misleads presidents no less than the media and the American public." Thus begins this realistic look at the presidency, in which nine leading presidential scholars examine how and why we are under the illusion of presidential government and ask such questions as: What is the president's actual role? What has happened to his traditional tools of executive leadership? How is the office of the president organized to deal with domestic, economic, and national security affairs? is federal regulation an area of potential power for the president? And, if "presidential government" is indeed a myth, what can be done to help the presidency play a more effective part in constitutional government? Each chapter probes a different facet of the image of presidential government by looking at the major operations of the modern presidency-from struggles with Congress for control of administrative detail to problems of managing the economy and national security. The book closes with the final report of the National Academy of Public Administration's Panel on Presidential Management. Not surprisingly, the authors do not always agree; nevertheless, they are united in the view that the managerial role of the president must be seen as a whole-and without illusions.

A Government of Strangers - Executive Politics in Washington (Paperback): Hugh Heclo A Government of Strangers - Executive Politics in Washington (Paperback)
Hugh Heclo
R653 Discovery Miles 6 530 Ships in 12 - 19 working days

"How do political appointees try to gain control of the Washington bureaucracy? How do high-ranking career bureaucrats try to ensure administrative continuity? The answers are sought in this analysis of the relations between appointees and bureaucrats that uses the participants' own words to describe the imperatives they face and the strategies they adopt. Shifting attention away form the well-publicized actions of the President, High Heclo reveals the little-known everyday problems of executive leadership faced by hundreds of appointees throughout the executive branch. But he also makes clear why bureaucrats must deal cautiously with political appointees and with a civil service system that offers few protections for broad-based careers of professional public service. The author contends that even as political leadership has become increasingly bureaucratized, the bureaucracy has become more politicized. Political executives-usually ill-prepared to deal effectively with the bureaucracy-often fail to recognize that the real power of the bureaucracy is not its capacity for disobedience or sabotage but its power to withhold services. Statecraft for political executives consists of getting the changes they want without losing the bureaucratic services they need. Heclo argues further that political executives, government careerists, and the public as well are poorly served by present arrangements for top-level government personnel. In his view, the deficiencies in executive politics will grow worse in the future. Thus he proposes changes that would institute more competent management of presidential appointments, reorganize the administration of the civil service personnel system, and create a new Federal Service of public managers. The twenty-first-century mind deeply distrusts the authority of institutions. It has taken several centuries for advocates of critical thinking to convince western culture that to be rational, liberated, authentic, and modern means to be anti-institutional. In this mold-breaking book, Hugh Heclo moves beyond the abstract academic realm of thinking about institutions to the more personal significance and larger social meaning of what it is to think institutionally. His account ranges from Michael Jordan's respect for the game of basketball to Greek philosophy, from twenty-first-century corporate and political scandals to Christian theology and the concept of office and professionalism. Think what you will about one institution or another, but after Heclo, no reader will be left in doubt about why it matters to think institutionally.

Religion Returns to the Public Square - Faith and Policy in America (Paperback): Hugh Heclo, Wilfred M McClay Religion Returns to the Public Square - Faith and Policy in America (Paperback)
Hugh Heclo, Wilfred M McClay
R674 Discovery Miles 6 740 Ships in 12 - 19 working days

Despite talk of a "naked public square," religion has never really lost its place in American public life. As the twenty-first century opened, it was re-emerging in unexpected and paradoxical ways. Religious institutions were considered for expanded roles in welfare and education, at the same time that the limits of religious pluralism--as, for example, in the relation of Islam to American values--became a question of urgent public concern.

"Religion Returns to the Public Square;Faith and Policy in America" explores how and why religion has to be mixed up with American politics. Uncovering philosophical, historical, legal, and social roots of this relationship, these essays go beyond hot-button issues to reflect on the current interactions and future possibilities of religion and politics in America.

Christianity and American Democracy (Paperback): Hugh Heclo Christianity and American Democracy (Paperback)
Hugh Heclo; Contributions by Mary Jo Bane, Michael Kazin, Alan Wolfe; Foreword by Theda Skocpol
R735 Discovery Miles 7 350 Ships in 12 - 19 working days

Christianity, not religion in general, has been important for American democracy. With this bold thesis, Hugh Heclo offers a panoramic view of how Christianity and democracy have shaped each other.

Heclo shows that amid deeply felt religious differences, a Protestant colonial society gradually convinced itself of the truly Christian reasons for, as well as the enlightened political advantages of, religious liberty. By the mid-twentieth century, American democracy and Christianity appeared locked in a mutual embrace. But it was a problematic union vulnerable to fundamental challenge in the Sixties. Despite the subsequent rise of the religious right and glib talk of a conservative Republican theocracy, Heclo sees a longer-term, reciprocal estrangement between Christianity and American democracy.

Responding to his challenging argument, Mary Jo Bane, Michael Kazin, and Alan Wolfe criticize, qualify, and amend it. Heclo's rejoinder suggests why both secularists and Christians should worry about a coming rupture between the Christian and democratic faiths. The result is a lively debate about a momentous tension in American public life.
