Beyond Reforms - Structural Dynamics and Macroeconomic Vulnerability (Hardcover): Jose Antonio Ocampo Beyond Reforms - Structural Dynamics and Macroeconomic Vulnerability (Hardcover)
Jose Antonio Ocampo
R4,458 Discovery Miles 44 580 Ships in 10 - 15 working days

This collection presents the difficult challenges of the new economic era as well as a set of alternative economic policies for managing the open Latin American economies of the early twenty-first century. Ideas that were removed from the reform agenda over the past two decades are seen as critical to the improved economic and social performance that liberalization has so far failed to produce. These ideas include a role for counter-cyclical macroeconomic policies, including restrictions on capital mobility; active productive sector and technological development policies; and the need to pay greater attention not only to social policies, but also to the links between economic policies and social outcomes, in order to guarantee a desirable social performance. This collection sheds new light on issues that were largely overlooked during the reform period, and that must be faced squarely to overcome the deficiencies that Latin America has faced during its phase of liberalization and its dismal economic performance since the Asian crisis.

The Welfare State Revisited (Hardcover): Jose Antonio Ocampo, Joseph E. Stiglitz The Welfare State Revisited (Hardcover)
Jose Antonio Ocampo, Joseph E. Stiglitz
R1,757 R1,656 Discovery Miles 16 560 Save R101 (6%) Ships in 12 - 17 working days

The welfare state has been under attack for decades, but now more than ever there is a need for strong social protection systems-the best tools we have to combat inequality, support social justice, and even improve economic performance. In this book, Jose Antonio Ocampo and Joseph E. Stiglitz bring together distinguished contributors to examine the global variations of social programs and make the case for a redesigned twenty-first-century welfare state. The Welfare State Revisited takes on major debates about social well-being, considering the merits of universal versus targeted policies; responses to market failures; integrating welfare and economic development; and how welfare states around the world have changed since the neoliberal turn. Contributors offer prescriptions for how to respond to the demands generated by demographic changes, the changing role of the family, new features of labor markets, the challenges of aging societies, and technological change. They consider how strengthening or weakening social protection programs affects inequality, suggesting ways to facilitate the spread of effective welfare states throughout the world, especially in developing countries. Presenting new insights into the functions the welfare state can fulfill and how to design a more efficient and more equitable system, The Welfare State Revisited is essential reading on the most discussed issues in social welfare today.

The Palgrave Handbook of Development Economics - Critical Reflections on Globalisation and Development (Paperback, 1st ed.... The Palgrave Handbook of Development Economics - Critical Reflections on Globalisation and Development (Paperback, 1st ed. 2019)
Machiko Nissanke, Jose Antonio Ocampo
R6,725 Discovery Miles 67 250 Ships in 10 - 15 working days

This Handbook responds to the needs and aspirations of current and future generations of development economists by providing critical reference material alongside or in relation to mainstream propositions. Despite the potential of globalisation in accelerating growth and development in low and middle-income countries through the spread of technology, knowledge and information, its current practice in many parts of the world has led to processes that are socially, economically and politically and ecologically unsustainable. It is critical for development economists to engage with the pivotal question of how to change the nature and course of globalisation to make it work for inclusive and sustainable development. Applying a critical and pluralistic approach, the chapters in this Handbook examine economics of development paths under globalisation, focusing on sustainable development in social, environmental, institutional and political economy dimensions. It aims at advancing the frontier of development economics in these key aspects and generating more refined policy perspectives. It is critically reflective in examining effects of globalisation on development paths to date, and in terms of methodological and analytical approaches, as well as forward-thinking in policy perspectives with a view to laying a foundation for sustainable development.

International Policy Rules and Inequality - Implications for Global Economic Governance (Hardcover): Jose Antonio Ocampo International Policy Rules and Inequality - Implications for Global Economic Governance (Hardcover)
Jose Antonio Ocampo
R1,862 R1,689 Discovery Miles 16 890 Save R173 (9%) Ships in 12 - 17 working days

Over the past decades, the world has seen a dramatic increase in inequality. To what extent have the rules that govern the global economy, formally or informally, affected this trend? How can global governance arrangements be reformed to counteract them? In this book, an interdisciplinary group of prominent scholars scrutinizes how the rules of global economic governance-or the lack thereof-determine the extent and growth of inequality. Economists, political scientists, lawyers, and other experienced contributors bring together cutting-edge research on global rule making and inequality, exploring how international rules can exacerbate inequalities among and within countries to show the crucial interactions between policy choices and the distribution of income and wealth. They provide an in-depth examination of the rules governing foreign-investment protection, cross-border financial flows, and intellectual property rights, as well as the lack of standards governing international taxation and the channels through which they might affect inequality. With a focus on ambitious and achievable reforms, this book offers concrete steps toward global economic governance capable of counteracting inequitable wealth distribution and bringing about fairer economic growth.

Kevin P. Gallagher, Daniel Chudnovsky; Foreword by Jose Antonio Ocampo
R1,040 R949 Discovery Miles 9 490 Save R91 (9%) Ships in 10 - 15 working days

After almost twenty-five years of experimenting with the neo-liberal economic reforms collectively known as 'Washington Consensus' policies, Latin Americans are starting to re-assess the merits of these policies - at the voting booth. Many newly elected governments are beginning to scrutinize the role of foreign direct investment (FDI) in particular, and some nations have gone so far as to nationalize foreign firms. Without endorsing or condoning the actions taken by these governments, this volume demonstrates that it is quite rational for governments in the region to re-evaluate the role of FDI for their development paths.

The great promise of FDI by multinational corporations is that capital will flow into your country and be a source of dynamic growth. Beyond boosting income and employment, the hope was that manufacturing FDI would bring knowledge spillovers that would build the skill and technological capacities of local firms, catalyzing broad-based economic growth; and environmental spillovers that would mitigate the domestic ecological impacts of industrial transformation.

Consisting of country case studies and comparative analyses from Latin American and U.S.-based political economists, this volume finds that when FDI did materialize if often fell far short of generating the necessary linkages required to make FDI work for sustainable economic development.

Martin Guzman, Jose Antonio Ocampo, Joseph E. Stiglitz
R1,827 R1,645 Discovery Miles 16 450 Save R182 (10%) Ships in 12 - 17 working days

The current approach to resolving sovereign debt crises does not work: sovereign debt restructurings come too late and address too little. Though unresolved debt crises impose enormous costs on societies, many recent restructurings have not been deep enough to provide the conditions for economic recovery (as illustrated by the Greek debt restructuring of 2012). And if the debtor decides not to accept the terms demanded by the creditors, finalizing a restructuring can be slowed by legal challenges (as illustrated by the recent case of Argentina, deemed as "the trial of the century"). A fresh start for distressed debtors is a basic principle of a well-functioning market economy, yet there is no international bankruptcy framework for sovereign debts. While this problem is not new, the United Nations and the global community are now willing to do something about it. Providing guidance for those who intend to take up reform, this book assesses the relative merits of various debt-restructuring proposals, especially in relation to the main deficiencies of the current nonsystem. With contributions by leading academics and practitioners, Too Little, Too Late reflects the overwhelming consensus among specialists on the need to find workable solutions.

Leading governments undertook extraordinary measures to offset the 2008 economic crisis, shoring up financial institutions, stimulating demand to reverse recession, and rebalancing budgets to alleviate sovereign debt. While productive in and of themselves, these solutions were effective because they were coordinated internationally and were matched with sweeping global financial reforms. Unfortunately, coordination has weakened after these initial steps, indicating one of the crisis's adverse effects will be a significant reduction in development cooperation.

Urging advanced nations to improve their support for development, the contributors to this volume revisit the causes of the 2008 collapse and the ongoing effects of recession on global and developing economies. They reevaluate the international response to crisis and suggest more effective approaches to development cooperation. Experts on international aid join together to redesign the cooperation system and its governance, so it can accept new actors and better achieve the Millennial Development Goals of 2015 within the context of severe global crisis. In their introduction, Jos? Antonio Alonso and Jos? Antonio Ocampo summarize different chapters and the implications of their analyses, concluding with a frank assessment of global economic imbalance and the ability of increased cooperation to rectify these inequalities.

Growth and Policy in Developing Countries - A Structuralist Approach (Hardcover): Jose Antonio Ocampo, Codrina Rada, Lance... Growth and Policy in Developing Countries - A Structuralist Approach (Hardcover)
Jose Antonio Ocampo, Codrina Rada, Lance Taylor
R1,282 Discovery Miles 12 820 Ships in 10 - 15 working days

Economic structuralists use a broad, systemwide approach to understanding development, and this textbook assumes a structuralist perspective in its investigation of why a host of developing countries have failed to grow at 2 percent or more since 1960. Sensitive to the wide range of factors that affect an economy's strength and stability, the authors identify the problems that have long frustrated growth in many parts of the developing world while suggesting new strategies and policies to help improve standards of living.

After a survey of structuralist methods and post-World War II trends of global economic growth, the authors discuss the role that patterns in productivity, production structures, and capital accumulation play in the growth dynamics of developing countries. Next, it outlines the evolution of trade patterns and the effect of the terms of trade on economic performance, especially for countries that depend on commodity exports.

The authors acknowledge the structural limits of macroeconomic policy, highlighting the negative effects of financial volatility and certain financial structures while recommending policies to better manage external shocks. These policies are then further developed through a discussion of growth and structural improvements, and are evaluated according to which policy options-macro, industrial, or commercial--best fit within different kinds of developing economies.

Jose Antonio Alonso, Jose Antonio Ocampo
R4,043 Discovery Miles 40 430 Ships in 10 - 15 working days

This book is available as open access through the Bloomsbury Open Access programme and is available on bloomsburycollections.com. Attention is increasingly being paid to the conceptualization of the sustainable development agenda that should guide global development efforts beyond 2015. New trends are shaping the international environment, suggesting that the world emerging from the recent economic and financial crisis will probably be very different from the one we have known so far. The emerging issues demand new concerted responses and new international efforts, which will have to be framed by new rules and more democratic and inclusive mechanisms of global governance. Global Governance and Rules for the Post 2015 Era provides a unique assessment of global rules and governance, a reflection of how global rules have been shaping development experiences and outcomes, an identification of the shortcomings of current global governance mechanisms and innovative suggestions for reforming and improving them. The various chapters analyse whether current rules and governance structures enables the building of effective responses against international problems and promote a fair distribution of development opportunities among countries. This book is a timely contribution to the discussions on a new global development agenda undertaken under the leadership of the United Nations. It reflects the outcome of a research programme by a group of independent development experts brought together by the United Nations Committee for Development Policy (CDP), a subsidiary body of the Economic and Social Council. It will be of interest to policymakers worldwide, experts of international agencies, scholars, students and the wider public.

Beyond Reforms - Structural Dynamics and Macroeconomic Vulnerability (Paperback, illustrated edition): Jose Antonio Ocampo Beyond Reforms - Structural Dynamics and Macroeconomic Vulnerability (Paperback, illustrated edition)
Jose Antonio Ocampo
R920 Discovery Miles 9 200 Ships in 12 - 17 working days

This title argues that economic growth in developing countries is intrinsically tied to the dynamics of production structures and to the specific policies and institutions created to support it, especially those that facilitate the diffusion of innovations generated in the industrialized world (including, in particular, the development of new branches of production), and the creation of linkages among domestic firms and sectors. Avoiding macroeconomic instability is also essential, however, macroeconomic stability is not a sufficient condition for growth. The broader institutional context and the adequate provision of education and infrastructure are essential - framework conditions - but generally do not play a direct role in bringing about changes in the momentum of economic growth. This title makes extensive use of concepts elaborated by the old and the new development and growth literature. It is divided into four sections. Section 1 takes a look at some methodological issues and growth regularities. The second section focuses on the dynamics of production structures. The third provides a very simple model of the linkages between productive and macroeconomic dynamics. The last draws policy implications.

R3,119 Discovery Miles 31 190 Ships in 10 - 15 working days

As the world becomes increasingly globalized, the need for governments to continually cooperate to achieve global objectives has become irreversible. This book looks critically at global governance structures in the economic and social field in order to understand what has been done and what can be done better. A close look at the United Nations relationship with development cooperation and the provision of global public goods, provides a thorough understanding of the current status of the world's premier global governance structure. Additionally, analyses of official development assistance and the role of multilateral development banks cast a wider net to demonstrate the growing need for global cooperation and development beyond the borders of the UN. These six chapters have been written at a pivotal moment in global governance initiatives, when the Post-2015 UN Development Agenda is drawing international development into a new era. As this new agenda shifts the future of global development initiatives and increasingly relies on civil society, non-state actors, and regional and local governments to fulfil the sustainable development goals, how will international cooperation and development institutions be changed? And how can we make sure that these initiatives and institutions are innovating for the better?

The Oxford Handbook of Latin American Economics (Hardcover, New): Jose Antonio Ocampo, Jaime Ros The Oxford Handbook of Latin American Economics (Hardcover, New)
Jose Antonio Ocampo, Jaime Ros
R5,409 Discovery Miles 54 090 Ships in 10 - 15 working days

Latin America has been central to the main debates on development economics, ranging from the relationships between income inequality and economic growth, and the importance of geography versus institutions in development, to debates on the effects of trade, trade openness and protection on growth and income distribution. Despite increasing interest in the region there are few English language books on Latin American economics. This Handbook, organized into five parts, aims to fill this significant gap.
Part I looks at long-term issues, including the institutional roots of Latin America's underdevelopment, the political economy of policy making, the rise, decline and re-emergence of alternative paradigms, and the environmental sustainability of the development pattern. Part II considers macroeconomic topics, including the management of capital account booms and busts, the evolution and performance of exchange rate regimes, the advances and challenges of monetary policies and financial development, and the major fiscal policy issues confronting the region, including a comparison of Latin American fiscal accounts with those of the OECD. Part III analyzes the region's economies in global context, particularly the role of Latin America in the world trade system and the effects of dependence on natural resources (characteristic of many countries of the region) on growth and human development. It reviews the trends of foreign direct investment, the opportunities and challenges raised by the emergence of China as buyer of the region's commodities and competitor in the world market, and the transformation of the Latin America from a region of immigration to one of massive emigration. Part IV deals with matters of productive development. At the aggregate level it analyzes issues of technological catching up and divergence as well as different perspectives on the poor productivity and growth performance of the region during recent decades. At the sectoral level, it looks at agricultural policies and performance, the problems and prospects of the energy sector, and the effects on growth of lagging infrastructure development. Part V looks at the social dimensions of development; it analyzes the evolution of income inequality, poverty, and economic insecurity in the region, the evolution of labor markets and the performance of the educational sector, as well as the evolution of social assistance programs and social security reforms in the region.
The contributors are leading researchers that belong to different schools of economic thought and most come from countries throughout Latin America, representing a range of views and recognising the diversity of the region. This Handbook is a significant contribution to the field, and will be of interest to academics, graduate students and policy makers interested in economics, political economy, and public policy in Latin America and other developing economies.

Overcoming Developing Country Debt Crises (Paperback): Barry Herman, Jose Antonio Ocampo, Shari Spiegel Overcoming Developing Country Debt Crises (Paperback)
Barry Herman, Jose Antonio Ocampo, Shari Spiegel
R1,574 Discovery Miles 15 740 Ships in 10 - 15 working days

Developing country debt crises have been a recurrent phenomenon over the past two centuries. In recent times sovereign debt insolvency crises in developing and emerging economies peaked in the 1980s and, again, from the middle 1990s to the start of the new millennium. Despite the fact that several developing countries now have stronger economic fundamentals than they did in the 1990s, sovereign debt crises will reoccur again. The reasons for this are numerous, but the central one is that economic fluctuations are inherent features of financial markets, the boom and bust nature of which intensify under liberalized financial environments that developing countries have increasingly adopted since the 1970s. Indeed, today we are in the midst of an almost unprecedented global "bust."
The timing of the book is important. The conventional wisdom is that the international economic and financial system is broken. Policymakers in both the poorest and the richest countries are likely to seriously consider how to restructure the international trade and financial system, including how to resolve sovereign debt crises in a more effective and fair manner.
This book calls for the international reform of sovereign debt workouts which derives from both economic theory and real-world experiences. Country case studies underline the point that we need to do better. This book recognizes that the politics of the international treatment of sovereign debt have not supported systemic reform efforts thus far; however, failure in the past does not preclude success in the future in an evolving international political environment, and the book thus puts forth alternative reform ideas for consideration.

Stephany Griffith-Jones, Jose Antonio Ocampo, Joseph E. Stiglitz
R4,645 Discovery Miles 46 450 Ships in 10 - 15 working days

The financial crisis, which originated in developed country financial markets, quickly spread to developing countries. Governments and central banksthough taking many and costly measures were powerless to stop the global economic meltdown, as economies across the globe went into recession. The depth of the financial crisis means that the world economy is in unchartered territory. How do we restore robust growth and prevent another crisis? This book aims to systematically understand current major problems in the financial system, its governance, and in its links to global economic imbalances. It explains how both market actors and regulators behavior, and the prevailing ideology of extreme financial liberalization and deregulation, contributed to the financial crisis. This highly topical book focuses on the transparency and regulatory measures that are necessary to restore confidence in the financial system, to ensure that the financial system performs the roles that it should perform within both developing and developed countries, and to make a recurrence less likely. The book also describes reforms in the global financial architecture that might make the global financial system more stable and more equitable. The book presents sometimes radical, but specific, pragmatic, and politically feasible proposals to try to ensure a more stable, equitable, and growing world economy. Contributions come from both developed and developing countries and are written by leading authorities in their field, including senior nationalas well as internationalpolicy makers, practitioners from the private sector, and leading academics.
