Over the past decade, the public's opinion of Congress has declined--election after election--to record lows. Mark J. Rozell examines the electorate's ongoing disgust with its legislature and the reasons for it. Putting recent Congresses in historical perspective, he notes that our modern representatives are actually "less" corrupt than those of the past, due in large measure to increased public scrutiny and ongoing tightening of ethics and conflict of interest rules. Still, the public remains skeptical, indeed hostile, toward that most representative of our national institutions. Rozell finds that much of the blame goes to highly negative press coverage of the Congress, and government in general, and that while Congress has always been a favorite target of critics and comedians, healthy skepticism has now largely been replaced by a debilitating cynicism that undermines the foundations of representative government. There have been many serious abuses of presidential power in recent decades, including Watergate, the Iran-Contra scandal, and the Lewinsky affair, subsequently Americans have demonstrated renewed interest in discussing the relationship between character and political leadership. Through an investigation of the life and career of George Washington, often considered the exemplary moral president, the chapters offer a balanced scholarly contribution to this analysis. Fishman, Pederson, Rozell, and their contributors examine the legacy of Washingtons presidency. Leading political scientists and historians describe and evaluate the impact of Washington's leadership on the institution of the presidency and on those who have since occupied the Oval Office. In the contemporary era of almost endless speculation about the role of character in presidential leadership, an analysis of Washington's character and the model he established is especially germane. This essay collection is a retrospective analysis of the Washington administration's importance to the understanding of the modern presidency. Contemporary presidential scholarship gives little attention to the enormous impact that Washington's actions had on establishing the presidency. Most contemporary literature starts with 1933 and, although FDR's impact on the development of the modern institution of the presidency is undeniable, Washington's actions in office also established standards for practices that continue to this day. This analysis of the Washington presidency begins with an examination of Washington's leadership and its relevance to the modern presidency. The second group of essays looks at different aspects of presidential powers and the precedents established by the Washington administration. The third section examines Washington's press coverage, looking at the origins of Washington's image and the various myths in the press as well as the president's difficult relations with his contemporary press. A thoughtful and important corrective that will be of interest to scholars, students, and researchers involved with the American presidency and its history.
African American candidates for state and federal office in the United States face unique challenges, given the nation's complicated racial dynamics. To date, there have been only two elected African American governors in the country, the first elected in Virginia in 1989 and the second in Massachusetts in 2006. While Black candidates running statewide have been elected in increasing numbers in many areas of the country, there have been fewer successes in the US South. The relative lack of success in the South for Black candidates is puzzling given that, as a percentage of the population, the South has the highest concentration of African American citizens. This book examines the campaigns of Black statewide candidates in the South to untangle the factors that led to their electoral successes as well as the factors that continue to stymie positive electoral results. Looking at broader regional demographic and political trends, the authors project that the South is on the threshold of a major breakthrough for African American statewide candidates, who will have a substantial role in not only fundamentally changing the political dynamics of the region, but the nation as well. This change will be driven not only by Black candidates and voters, but a rising regional coalition of racial minority and white voters who are increasingly willing to vote for Black candidates.
"The Press and the Bush Presidency" is the third book by political scientist Mark Rozell to examine modern presidential press relations. It offers the first comprehensive review of press coverage of the Bush presidency and a comparative analysis of the relations between modern presidents and the press. Based on an analysis of the coverage in six leading print sources, as well as interviews with administration officials, Rozell describes and analyzes how journalists struggled over four years to interpret and define the presidency of George Bush and how his administration, during that period, attempted to deal with the media. What journalists write about the Bush presidency reveals much about the underlying values of presidential leadership and those of the modern press. Rozell, therefore, makes an important contribution both to presidential studies and to political communication.
The unique political history of the Southern United States is rooted in the fact that it is the only region to have ever taken up arms against the national government. While the resources of the North prevailed after the four bloody years of the Civil War, the consequences of the practice of slavery and the bitter loss experienced by the South continue to shape southern politics a century and a half later. The twenty-three essays included in The Oxford Handbook of Southern Politics present a definitive view of the factors that contribute to this region's distinctive politics, examining these factors in the context of the South's political development since World War II. Following an introductory essay by editors Charles S. Bullock III and Mark J. Rozell, five chapters survey the past seventy-five years of the region's political history, looking in particular at the Civil Rights Movement, urbanization of the South, and the area's economy and changing demographics. Four chapters will then take a closer look at the influence of particular demographics, including religious conservatives, women, and Latinos. This will be followed by chapters on the rise of the Republican Party, southern political attitudes, and political and economic development in the Southern Black Belt. Subsequent chapters will examine political parties, voting and elections, including party organizations and activists, the mainstreaming of the Republican Party, realignment, party building, and Deep South politics. The five chapters of the final section will look at the South's impact on national politics, at the executive and congressional levels, legislatively and on the nation more generally.
In the wake of the Clinton-Lewinsky scandal, the Christian Right expected major victories in the 1998 elections. Instead, many of its allies lost close contests, and the movement was seen as a liability in some high-profile campaigns. In the only in-depth study of the Christian Right's role in these races, leading scholars analyze the role of the movement in fourteen key states, from Maine to California, and address speculations that the movement is fading from the American political scene. The book focuses on elections on the state and local levels, where the Christian Right is most influential, and it describes the movement's niche in some detail. Although each campaign described in the book had its unique characteristics, the editors have drawn some broad conclusions about the 1998 elections. While the movement was weak in the areas of candidate recruitment and fundraising, they say, the outcome may have also been related to external factors including a broader turnout of typically Democratic constituencies and the country's boredom with the scandal that conservatives had made the centerpiece of their campaign. Despite the setbacks of 1998, the contributors argue, the Christian Right continues to have an enormous influence on the political dialogue of the country. Written from an unbiased, nonpartisan perspective, this volume sheds light on a topic that is too frequently mired in controversy.
In God at the Grassroots 2016: The Christian Right in American Politics, a distinguished group of political scientists, many of whom have been studying the Christian Right for more than two decades, assess the 2016 elections from the standpoint of religious conservative activism. This study is a revision of my doctoral dissertation written at the University of Virginia. As a student of the American presidency I became interested in how presidential leadership is defined, analyzed and assessed. Students of the presidency spend a great deal of time studying leadership theory and debating the merits of different measures of leadership "success." These students draw inspiration for their ideas from noted presidency scholars such as Edward S. Corwin, Clinton Rossiter, and Richard Neustadt.

This book examines the evolution of the Catholic vote in the United States and the role of Catholic voters in the 2020 national elections more specifically. There is a paucity of academic books on Catholic voters, even though Catholics comprise nearly one-quarter of the US national popular vote and commonly are called the "swing vote." Scholars of religion and politics tend to focus heavily on the evangelical right, thus overlooking the powerful influence of Catholic voters who, by the accounts in this volume, were critical to the presidential election of President Joe Biden. To understand the intersection of religion, politics, and election outcomes in the US requires an analysis of the role played by Catholics. Among key topics covered in this volume are whether Biden's Catholic identity was key to his achieving a larger percentage of the Catholic vote than achieved by Hillary Clinton in 2016; the role of the Catholic bishops in US elections; the critically important role of the Catholic Latino vote in US elections; the conservative Catholic and evangelical alliance in US politics; and the distinctive politics of social justice Catholics and socially conservative Catholics.

Catholic political identity and engagement defy categorization. The complexities of political realities and the human nature of such institutions as church and government often produce a more fractured reality than the pure unity depicted in doctrine. Yet, in 2003 under the leadership of then-prefect Joseph Cardinal Ratzinger (now Pope Benedict XVI), the Congregation for the Doctrine of the Faith issued a "Doctrinal Note on Some Questions Regarding the Participation of Catholics in Political Life". The note explicitly asserts, "The Christian faith is an integral unity, and thus it is incoherent to isolate some particular element to the detriment of the whole of Catholic doctrine. A political commitment to a single isolated aspect of the Church's social doctrine does not exhaust one's responsibility toward the common good". "Catholics and Politics" takes up the political and theological significance of this "integral unity", the universal scope of Catholic concern that can make for strange political bedfellows, confound predictable voting patterns, and leave the church poised to critique narrowly partisan agendas across the spectrum. "Catholics and Politics" depicts the ambivalent character of Catholics' mainstream "arrival" in the U.S. over the past forty years, integrating social scientific, historical and moral accounts of persistent tensions between faith and power. Divided into four parts - Catholic Leaders in U.S. Politics; The Catholic Public; Catholics and the Federal Government; and, International Policy and the Vatican - it describes the implications of Catholic universalism for voting patterns, international policymaking, and partisan alliances. The book reveals complex intersections of Catholicism and politics and the new opportunities for influence and risks of cooptation of political power produced by these shifts. Contributors include political scientists, ethicists, and theologians. Conservative Protestants are mentioned repeatedly in the ongoing conversation about social capital, individualism, and community in the United States. The Christian Right never ceases to surprise professional observers of American politics. With the Christian coalition in disarray, many expected that the movement would play less of a role in the 2004 elections. But when exit polls reported that "moral values" were the most commonly cited reason for presidential vote choice, pundits immediately proclaimed the importance of the "values vote." Yet the role of the Christian Right, of statewide referenda on same-sex marriage, and of religious mobilization remained the subject of debate. "The Values Campaign? The Christian Right and the 2004 Elections" reaches well beyond the instant analyses of the post-election period to provide an assessment of the role of the religious right in 2004. I have an Article II,' Donald Trump has announced, citing the US Constitution, 'where I have the right to do whatever I want as president.' Though this statement would have come as a shock to the framers of the Constitution, it fairly sums up the essence of 'the unitary executive theory.' This theory, which emerged during the Reagan administration and gathered strength with every subsequent presidency, counters the system of checks and balances that constrains a president's executive impulses. It also, the authors of this book contend, counters the letter and spirit of the Constitution. In their account of the rise of unitary executive theory over the last several decades, the authors refute the notion that this overweening view of executive power has been a common feature of the presidency from the beginning of the Republic. Rather, they show, it was invented under the Reagan Administration, got a boost during the George W. Bush administration, and has found its logical extension in the Trump administration. This critique of the unitary executive theory reveals it as a misguided model for understanding presidential powers. While its adherents argue that greater presidential power makes government more efficient, the results have shown otherwise. Dismantling the myth that presidents enjoy unchecked plenary powers, the authors advocate for principles of separation of powers - of checks and balances - that honor the Constitution and support the republican government its framers envisioned. This book examines both the evolution of the Catholic vote in the US and the role of Catholic voters in the historic 2016 elections. There is a paucity of academic works on Catholics and US politics-scholars of religion and US politics tend to focus on evangelical Protestant voters-even though Catholics are widely considered the swing vote in national elections. The 2016 presidential election proves that the swing vote component of that group matters in close elections. What Trump gained from his impressive showing among Catholics, he could certainly lose in 2020 (should he seek re-election), just as Hillary Clinton lost the clear advantage among Catholics achieved by Barack Obama in 2008 and 2012. The book begins by analyzing the ideological patterns in the politics of U.S. Catholics as well as key alliances, and concludes by studying the political influences of the U.S. Catholic Bishops and the Holy See.
A strong case can be made that the South has had the greatest impact of any region on the transformation of U.S. politics and government. Since 1968, we have seen the demise of the "solid (Democratic) South" and the rise of the Republican-dominated South; the rise of the largely southern white evangelical religious right movement; and demographic changes that have vastly altered the political landscape of the region and national politics. Overriding all of these changes is the major constant of southern politics: race. Since the 1990s, the Republican Party has dominated politics in the Southern United States. Race relations were a large factor in this shift that began about a half century ago, but nonetheless, race and demographic change are once again realigning party politics in the region, this time back toward an emergent Democratic Party. Membership in the Southern Democratic Party is majority African American, Latino, and Asian, and rapidly expanding with an influx of immigrants, primarily Latino. While race continues to shape politics in the region, population growth is, as this book argues, the major factor affecting politics in the South. In fact, the populations of Georgia, North Carolina, South Carolina, and Virginia have grown more rapidly than the population of the nation as a whole over the past half century-and each of these states has gained at least one seat in Congress. These growth states are the ones in which populations are diversifying, economies are surging, and Democrats are making headway. They, along with Florida and Texas, are also among the most competitive states with the largest numbers of Electoral College votes in the region. It is likely, therefore, that among the key battlegrounds for determining the presidency will be the southern states with the fastest growing populations. This will especially be the case once the Latino population in Texas mobilizes. This book describes and analyzes the ways in which demographic change has shaped politics in the South since the late 1960s and may enable the Democratic Party in the future to re-take politics in the region, and even shut out Republicans from the nation's highest office.
