By giving rulings on preliminary references the European Court of Justice (ECJ) asserted the two central principles "supremacy" and "direct effect," which transformed the treaty into something like a constitution. The interaction between national judges and the ECJ through the preliminary reference procedure eased this process, but not all member states used this possibility in the same degree. Whereas German, Italian and Austrian judges widely used this procedure in recent years, other countries like France, Ireland, Spain and Portugal hardly did. In this empirical analysis, which is based on data covering all current member states, I try to find some general explanations and fundamental aspects of variance in preliminary references by applying Europeanization and political-institutional theory.

Dabei wird die normative Frage der Gerechtigkeit der Einkommensungleichheit nicht berucksichtigt, vielmehr wird das Augenmerk auf die Wirkungsbeziehung zwischen Einkommensverteilung und Wirtschaftswachstum gelegt. Daher liefert Kapitel 2 zuerst einen kurzen Uberblick uber die Verteilungsdynamik, bevor auf die beiden hauptsachlichen Forschungsrichtungen und weitere Theorien uber den Zusammenhang zwischen den beiden Variablen naher eingegangen wird. Der eine Forschungsstrang, gepragt durch Kuznets (1955), versucht den Effekt von Wirtschaftswachstum auf die Einkommensverteilung aufzudecken und zu systematisieren. Der andere beschaftigt sich mit dem umgekehrten Kausalzusammenhang und untersucht die Effekte von ursprunglicher Ungleichheit auf das Wachstum der Folgeperioden durch verschiedenste Einflusskanale. Werden beide Strange zusammengefuhrt ergibt sich eine Wechselwirkungsbeziehung. Wahrend in Kapitel 3 einige internationale Studien vorgestellt werden, die auf landerubergreifenden Querschnitt- bzw. Paneldaten beruhen, widmet sich Kapitel 4 der empirischen Analyse der Verhaltnisse in der Schweiz zwischen 1979/1980 und 1999/2000. ...]
