Prof. Dr. H. C. Klaus Vogel turned 70 in December 2000. For his
students, colleagues and friends all around the world he has been
not only a teacher and academic, but also a researcher and mentor,
and this occasion provided the opportunity to honour him with a
Festschrift. This celebratory volume, with contributions in German
and in English, is published under the title Staaten und Steuern
(States and Taxes) by C.F. Muller Verlag in Heidelberg. With the
permission of the publisher, the present volume contains the
English language contributions as a separate publication. The
following articles are included.
This textbook analyses from an economic perspective the phenomena
of public law, the constitution, the democratic and political
process, federalism, NGOs, administration and state decisions. It
also examines selected fields of administrative law, including
finance and tax law, public economic law and environmental law.
Although the book uses examples from different legal orders, it
maintains a focus on continental European law, as it aims to
advance the law and economics approach in Europe.
This book analyses the potential for active stakeholder engagement
in the energy transition in the Baltic Sea Region (BSR) in order to
foster clean energy deployment. Public acceptability and bottom-up
activities can be critical for enduring outcomes to an energy
transition. As a result, it is vital to understand how to unlock
the potential for public, community and prosumer participation to
facilitate renewable energy deployment and a clean energy
transition – and, consequently, to examine the factors
influencing social acceptability. Focussing on the diverse BSR,
this book draws on expert contributions to consider a range of
different topics, including the challenges of social acceptance and
its policy implications; strategies to address challenges of
acceptability among stakeholders; and community engagement in clean
energy production. Overall, the authors examine the practical
implications of current policy measures and provide recommendations
on how lessons learnt from this ‘energy lab region’ may be
applied to other regions. Reflecting an interdisciplinary approach
in the social sciences, this book is an essential resource for

Dieses Buch eroeffnet eine kritische Perspektive auf das
OEffentliche Recht, das die Beziehungen des Einzelnen zum Staat und
staatlichen Einrichtungen zueinander regelt. Der Standpunkt, von
dem aus diese Perspektive eingenommen wird, liegt ausserhalb des
OEffentlichen Rechts, ja des Rechts uberhaupt. Die Analyse bedient
sich wirtschaftswissenschaftlicher Methoden, es geht daher um eine
oekonomische Analyse des OEffentlichen Rechts; im
angloamerikanischen Sprachraum spricht man von "law and economics".
Der offentliche Personennahverkehr und seine zukunftige Entwicklung
sind gegenwartig Gegenstand grundlegender Diskussionen. Die
Europaische Kommission versucht seit Langerem, diesen bedeutenden
Wirtschaftszweig fur mehr privaten Wettbewerb zu offnen.
Insbesondere die bisherigen offentlichen Anbieter sehen hierdurch
wichtige offentliche Verkehrsinteressen, den staatlichen
Daseinsvorsorgeauftrag und Umweltbelange gefahrdet. Die neue
Verordnung 1370/2007 der Europaischen Union versucht, diese Kluft
mit einer Kompromissformel zu uberbrucken. Die Tragfahigkeit dieser
Brucke und alternative Wege hin zu einem zukunftsfahigen OPNV
werden im vorliegenden Band von namhaften Fachleuten aus den
Bereichen Verkehrsokologie, Verkehrswissenschaft, Verkehrsokonomie
und Verkehrsrecht sowie aus verschiedenen Landern kritisch
beleuchtet. Das Greifswalder Forum "Umwelt und Verkehr" ist eine
Fachtagung des Alfried Krupp Wissenschaftskollegs und wird durch
die Alfried Krupp von Bohlen und Halbach-Stiftung gefordert.
