The sending of food aid can be questioned, because food aid often
does not get to the areas of greatest need, it is frequently stolen
en route by the military, and organizations are too slow to respond
to need.
Food aid has been historically a major element of development aid
to support longer-term development and the primary response to help
countries and people in crisis. Doubts about food aid are arising
because there is a growing mismatch between the new circumstances
produced by rapid political and economic change and the
international arrangements and institutions for food aid that are
predicated on an earlier reality.
In an environment of risks, uncertainty and rapid change,
prevailing in the early 1990s, food aid and other assistance have
increasingly been organized as part of efforts to assure human
security in terms of livelihoods, food, health, a sustainable
environment, personal and political security. However, to what
extent is this multiplicity of goals realized in practice? To what
extent do the modalities and institutional arrangement for aid
permit them to be realized? It is on institutional questions that
this examination of food aid focuses in particular.
The Barents Region in the Scandinavian and Russian Arctic is
emerging as one of the most dynamic and versatile East-West
initiatives in Europe. Its unique, two-pillared institutional
structure ensures that the state as well as local authorities are
drawn into deliberations, as are representatives from the European
Commission and the regional Saami organization. The region is
immensely rich in minerals, petroleum and fishery resources of
interest for Europe as a whole. It is the apex of the Cold War
structures: with over 200 naval nuclear reactors and with more
strategic nuclear weapons than anywhere else in the world, its
importance extends far beyond the confines of Arctic Europe. To
Russia, the Barents Region has become a link to Northern Europe and
potentially to the European Union, it may become an instrument to
stabilise its eastern borders in a militarily sensitive area. The
Barents Region surveys regional cooperation in Arctic Europe. With
contributions from leading Scandinavian and Russian scholars on
Northern affairs, this volume examines the Barents Region as a
political initiative, its historical and institutional architecture
and its contributions to economic and environmental management in
the North. Particular attention is paid to the impact of the
Barents Region on security in Arctic Europe and its relationship to
the wider process of European integration.
Global warming is the most severe environmental challenge faced by
humanity today and the costs of responding effectively will be
high. While Russia's ratification of the Kyoto Protocol ensures the
treaty's entry into force, lack of capacity, or incentives to
renege on their commitments, will impede mitigation efforts in many
countries. An important prerequisite for the proper functioning of
the Protocol is that its compliance system - which is spelled out
by the Marrakesh Accords - proves effective. Implementing the
Climate Regime describes and analyses Kyoto's compliance system.
Organized into four parts, Part I describes the emergence and
design of the compliance system, while Part II analyses various
challenges to its effective operation - such as the development of
norms, verification and the danger that the use of punitive
'consequences' may also hurt compliant countries. Part III
discusses the potential role of external enforcement, with
particular emphasis on trade sanctions. Part IV addresses the
relationship between Kyoto compliance on one hand, and
international governance, oil companies and green NGOs on the
other.

A new exploration of the impacts of Arctic regimes in such vital
areas as pollution, biodiversity, indigenous affairs, health and
climate change. The post-Cold War era has seen an upsurge in
interest in Arctic affairs. With new international regimes
targeting Arctic issues at both the global and regional levels, the
Northern areas seem set to play an increasingly prominent role in
the domestic and foreign policies of the Arctic states and actors -

up to manage marine living resources are adapting to the effects of
climate change on the geographic distribution of these resources.
In the Barents Sea, the world’s biggest cod stock is expanding
north-eastwards, while in the Nordic Seas significant changes in
abundance, distribution and migration patterns can be observed in
the world’s largest stocks for mackerel and herring. In the
Antarctic, increasing temperatures and the associated declines in
sea ice, ocean acidification and changes in circulation is likely
to affect the geographical distribution of krill, the keystone
