Democracy Works asks how we can learn to nurture, deepen and consolidate democracy in Africa. By analyzing transitions within and beyond the continent, the authors identify a 'democratic playbook' robust enough to withstand threats to free and fair elections. However, substantive democracy demands more than just regular polls. It is fundamentally about the inner workings of institutions, the rule of law, separation of powers, checks and balances, and leadership in government and civil society. It is also about values and the welfare and well-being of its citizens, and demands local leadership with a plan for the country beyond simply winning the popular vote.

This volume addresses the political, economic and extreme demographic challenges that Africa faces. In 1960, the GDP per capita in South East Asian countries was nearly half of that of Africa. By 1986, the gap had closed and today the trend is reversed, with more than half of the world’s poorest now living in Sub-Saharan Africa.

The agricultural and rural crisis besetting Africa is the result of both policy failures and inadequacies and the product of structural rigidities inhibiting access to and control of vital resources. The challenge of leadership in the agricultural sector is how to design and implement policies which would help induce growth and development in this sector. It is against this background that the Africa Leadership Forum convened in Ota, Ogun State, Nigeria in July of 1989 to explore a broad range of parameters to be addressed in the formulation of successful policies. Increasingly marginalized since the end of the Cold War, the continent of Africa is struggling to identify both the root causes and possible solutions to the maladies that continue to plague it. The problems read like a laundry list of misrule in the aftermath of decolonization: rampant political corruption, internecine wars, widespread disease, underdevelopment, and economic collapse. In the early 1990s, a group of statesmen, academics, and civil leaders from all over Africa gathered to put together a comprehensive plan to make the continent become less dependent on the rest of the world and prepare it to compete in the new globalizing economy. Those who gathered to write what would come to be known as the Kampala Document envisioned an organization which would succeed where the Organization for African Unity (OAU) had failed. This new organization, the Conference on Security, Stability, Development and Cooperation in Africa (CSSDCA), will provide a forum for discussion of democratization, security issues, and sustainable development. This new book by noted scholars Francis Deng and I. William Zartman provides a "mid-course" appraisal of the progress of the CSSDCA, as well as charting its future in relation to other regional organizations. With a preface by President Olusegun Obasanjo, this book will undoubtedly become an important tool in understanding Africa's present and future. The editor of this volume has compiled transcriptions of the Nigerian President's key speeches delivered between May 2000 and May 2001.
