This paper applies business reengineering techniques to develop and
evaluate conceptual models for the AOC of the future. As opposed to
seeking incremental process improvement through technology,
business reengineering seeks radical improvement by discarding
previously held assumptions and developing new organization and
process structures. This approach was applied to define conceptual
models for the AOC of the future. The first step entailed
development of a vision, or end state, which described core mission
environment requirements. This end state shaped the criteria for
evaluating the current AOC model. The second step required
selection of reengineering enablers that formed the basis of the
model redesign. Through challenging the current paradigm for
airpower command and control and leveraging technology, two models
are proposed-a decentralized model and a centralized model.
Finally, both proposed models were assessed using the AOC end state
criteria. Although neither model fully complied with the desired
end state criteria, both models posit a threefold improvement over
today's AOC model. Given these results, further efforts to
reengineer the AOC may offer the best path for realizing the AOC of
the future.
