Between Tyranny and Anarchy - A History of Democracy in Latin America, 1800-2006 (Paperback): Paul W. Drake Between Tyranny and Anarchy - A History of Democracy in Latin America, 1800-2006 (Paperback)
Paul W. Drake
R698 Discovery Miles 6 980 Ships in 12 - 17 working days

"Between Tyranny and Anarchy" provides a unique comprehensive history and interpretation of efforts to establish democracies over two centuries in the major Latin American countries. Drake takes an unusual interdisciplinary approach, combining history and political science with an emphasis on political institutions. He argues that, without a thorough examination of the historical roots and causes of Latin American democracy, most general theories can not adequately explain its failures, successes, and forms.
Latin America offers an extraordinary laboratory for the study of democratic experiments. Alongside a well-deserved reputation for authoritarianism, it boasts one of the world's deepest, richest histories of democratic movements, ideas, and institutions. Contrary to conventional wisdom, the region's leading democracies did not lag very far behind the United States and Western Europe in making numerous advances. In comparison with those countries, though, Latin America's democratic history has been distinctive because of its fundamental dilemma: how to reconcile political systems theoretically committed to legal equality with societies divided by extreme socio-economic inequalities.

Why would sovereigns ever grant political or economic liberty to their subjects? Under what conditions would rational rulers who possess ultimate authority and who seek to maximize power and wealth ever give up any of that authority? This book draws on a wide array of empirical and theoretical approaches to answer these questions, investigating both "why" sovereign powers might liberalize and "when."

The contributors to this volume argue that liberalization or democratization will only occur when those in power calculate that the expected benefits to them will exceed the costs. More specifically, rulers take five main concerns into account in their cost-benefit analysis as they decide to reinforce or relax controls: personal welfare, personal power, internal order, external order, and control over policy--particularly economic policy. The book shows that repression is a tempting first option for rulers seeking to maximize their benefits, but that liberalization becomes more attractive as a means of minimizing losses when it becomes increasingly certain that the alternatives are chaos, deposition, or even death. Chapters cover topics as diverse as the politics of seventeenth-century England and of twentieth-century Chile; why so many countries have liberalized in recent decades; and why even democratic governments see a need to reduce state power. The book makes use of formal modeling, statistical analysis, and traditional historical analysis.

The contributors are Paul Drake, Stephen Haggard, William Heller, Robert Kaufman, Phil Keefer, Brian Loveman, Mathew McCubbins, Douglass North, Ronald Rogowski, and Barry Weingast.

The Struggle for Democracy in Chile (Paperback, Revised): Paul W. Drake, Ivan Jaksic The Struggle for Democracy in Chile (Paperback, Revised)
Paul W. Drake, Ivan Jaksic
R989 Discovery Miles 9 890 Ships in 10 - 15 working days

This revised edition of "The Struggle for Democracy in Chile" should prove even more useful to the student of Latin American history and politics than the original. It updates important background information on the evolution of Chile's military dictatorship in the 1970s and its erosion in the 1980s. Brian Loveman, an authority on contemporary Chilean politics, offers a comprehensive examination of the transition to civilian government in Chile from 1990 to 1994 in a substantial new chapter. Loveman chronicles the rise of the "Concertacion" coalition, the strained relations between General Pinochet's military and President Alwyn's civilian government, and the roles of the National Women's Service (SERNAM), the Catholic Church, and the indigenous peoples of Chile. All eleven essays by the leading authorities on the Pinochet regime from the earlier edition have been retained. The bibliography has been updated and the index improved."" "The Struggle for Democracy in Chile" remains the first and foremost book on the transition over the last twenty-five years from dictatorship to democracy in Chile.

State and Society in Conflict - Comparative Perspectives on the Andean Crises (Paperback): Paul W. Drake, Eric Hershberg State and Society in Conflict - Comparative Perspectives on the Andean Crises (Paperback)
Paul W. Drake, Eric Hershberg
R1,475 Discovery Miles 14 750 Ships in 10 - 15 working days

"State and Society in Conflict" analyzes one of the most volatile regions in Latin America, the Andean states of Colombia, Venezuela, Ecuador, Peru, and Bolivia. For the last twenty-five years, crises in these five Andean countries have endangered Latin America's democracies and strained their relations with the United States. As these nations struggle to cope with demands from Washington on security policies (emphasizing drugs and terrorism), neoliberal economics, and democratic politics, their resulting domestic travails can be seen in poor economic growth, unequal wealth distribution, mounting social unrest, and escalating political instability.

The contributors to this volume examine the histories, politics, and cultures of the Andean nations, and argue that, due to their shared history and modern circumstances, these countries are suffering a shared crisis of deteriorating relations between state and society that is best understood in regional, not purely national, terms. The results, in some cases, have been semi-authoritarian hybrid regimes that lurch from crisis to crisis, often controlled through force, though clinging to a notion of democracy. The solution to these problems--whether through democratic, authoritarian, peaceful, or violent means--will have profound implications for the region and its future relations with the world.
