Technological Change and Mature Industrial Regions explicitly adopts an inter-disciplinary approach to analysing the structural transformation of mature regions. This book explores the relationship between the location of the firm, the location of its markets and suppliers, and the inventory holding behaviour of the firm. Space costs and time costs are manifested in inventory costs. The examination of these inventory costs allows new insights into the reasons for observed industrial location behaviour. In particular, we see that transport costs are only a small part of total distance costs, and that the values of the goods being shipped and the value-added by the firm, are crucial location determinants. This approach is then extended to an analysis of Just-In-Time (JIT) production.

Smart specialisation is the new policy approach to the development of regional innovation systems across Europe and it involves fostering innovative and entrepreneurial initiatives which are well tailored to the local context. The different technologies, skills profiles, business activities, institutions and sectors which reflect a region's economic strengths and potential are to be fostered and encouraged to diversify in ways which also exploit the region's linkages with broader global value-chains. Yet, the ideas contained in the smart specialisation agenda have until now been primarily conceptual in nature. The Empirical and Institutional Dimensions of Smart Specialisation draws together some of the leading regional economists and scientists in Europe to analyse how smart specialisation is working in practice. This book investigates different dimensions of the agenda as it is developing across parts of Europe from both quantitative and qualitative perspectives. The reforms to the EU Cohesion Policy contain many different elements each of which interlink in order to provide a cohesive overall framework. Some of the key elements in the reforms, however, relate to the conditionalities employed and their effects on policy governance and the control mechanism, the smart specialization approach to policy prioritization and resource allocation, the underlying place-based logic of the policy, and the overall results orientation and evaluation emphasis of the policy. In each of the areas of the EU Cohesion Policy reforms, many different scholars from the fields of regional studies, regional science and economic geography have played important roles in shaping the new policy, and the chapters here highlight these increasing interactions between the policy and academic spheres of debate. The motivation for this book comes from the apparent inability of existing orthodox location theory to throw light on a series of location-production problems which are typically faced by modem manufacturing and distribution ftrms. These problems are related to the treatment of time by ftrms, who normally view time costs in terms of inventory costs. From this perspective, traditional industrial location and linkage analysis can be re-cast in a form in which space time problems can be dealt with in a unifted manner. The role played by input factor prices and market prices in location behaviour becomes dependent on the relationship between the frequency of shipment and the distance of shipment. This approach provides new insights into the relationship between the optimal location of the ftrm and the value-added by the ftrm, under conditions of either ftxed or varying local factor prices. The approach can then also be extended to discuss the of the spatial changes involved in the new Just-In-Time (JIT) production question philosophy. In recent years, the United Kingdom has become a more and more divided society with inequality between the regions as marked as it has ever been. In a landmark analysis of the current state of Britain's regional development, Philip McCann utilises current statistics, examines historical trends and makes pertinent international comparisons to assess the state of the nation. The UK Regional-National Economic Problem brings attention to the highly centralised, top down governance structure that the UK deploys, and demonstrates that it is less than ideally placed to rectify these inequalities. The 'North-South' divide in the UK has never been greater and the rising inequalities are evident in almost all aspects of the economy including productivity, incomes, employment status and wealth. Whilst the traditional economic dominance of London and its hinterland has continued along with relative resilience in the South West of England and Scotland, in contrast the Midlands, the North of England, Northern Ireland and Wales lag behind by most measures of prosperity. This inequality is greatly limiting national economic performance and the fact that Britain has a below average standard of living by European and OECD terms has been ignored. The UK's economic and governance inequality is unlikely to be fundamentally rebalanced by the current governance and connectivity trends, although this definitive study suggests that some areas of improvement are possible if they are well implemented.
