In competitive and contested democratic elections, insuring integrity is critical. Evaluating Elections shows why systematic analysis and reporting of election performance is important and how data-driven performance management can be used by election officials to improve elections. The authors outline how performance management systems can function in elections and their benefits for voters, candidates and political parties. Journalists, election administrators and even candidates often ask whether recent elections were run well, whether there were problems in the administration of a particular state's elections and how well elections were run across the country. The authors explain that such questions are difficult to answer because of the complexity of election administration and because there is currently no standard or accepted framework to assess the general quality of an election.
This volume brings together a number of essays that citizens, academics, election officials, policy makers, and other stakeholders can read to become better informed about procedures that used today to audit elections and election administration, and to learn more about new approaches to improve existing election audit procedures.

This book tells the story of how the way in which we conduct elections has changed after the Florida recount litigation of 2000. Some of the nation's leading experts look at various aspects of election administration, including issues of ballot format, changes in registration procedures, the growth in the availability of absentee ballot rules and other forms of convenience voting, and changes in the technology used to record our votes. They also look at how the Bush v. Gore decision has been used by courts that monitor the election process and at the consequences of changes in practice for levels of invalid ballots, magnitude of racial disparities in voting, voter turnout, and access to the ballot by those living outside the United States. The editors, in their introduction, also consider the normative question of exactly what we want a voting system to do. An epilogue by two leading election law specialists looks at how election administration and election contest issues played out in the 2012 presidential election."
"Whether responding to a CNN.com survey or voting for the NFL All-Pro team, computer users are becoming more and more comfortable with Internet polls. Computer use in the United States continues to grow-more than half of all American households now have a personal computer. The next question, then, becomes obvious. Should Americans be able to use the Internet in the most important polls of all? Some advocates of Internet voting argue that Americans are well suited to casting their ballots online in political elections. They are eager to make use of new technology, and they have relatively broad access to the Internet. Voting would become easier for people stuck at home, at the office, or on the road. Internet voting might encourage greater political participation among young adults, a group that stays away from the polling place in droves. It would hold special appeal for military personnel overseas, whose ability to vote is a growing concern. There are serious concerns, however, regarding computer security and voter fraud, unequal Internet access across socioeconomic lines (the ""digital divide""), and the civic consequences of moving elections away from schools and other polling places and into private homes and offices. After all, showing up to vote is the most public civic activity many Americans engage in, and it is often their only overt participation in the democratic process. In Point, Click, and Vote, voting experts Michael Alvarez and Thad Hall make a strong case for greater experimentation with Internet voting. In their words, ""There is no way to know whether any argument regarding Internet voting is accurate unless real Internet voting systems are tested, and they should be tested in small-scale, scientific trials so that their successes and failures can be evaluated."" In other words, you never know until you try, and it's time to try harder. The authors offer a realistic plan for putting pilot remote Internet voting programs into effect nationwide. Such programs would allow U.S. voters in selected areas to cast their ballots over any Internet connection; they would not even need to leave home. If these pilot programs are successful, the next step is to consider how they might be implemented on a larger scale in future elections. "
The methodologies used to study public opinion are now in flux. The primary polling method of the last half-century, the telephone survey, is rapidly becoming obsolete as a data collection method. At the same time, new methods of contacting potential respondents and obtaining their response are appearing, providing a variety of options for scholars and practitioners. Generally speaking, we are moving from a polling world that was largely interviewer driven over the phone and face-to-face to predominantly interviewer driven self-administered poll environments, New methods of data collection, however, must still deal with fundamental questions to polling methodology and total survey error including sampling, selection bias, non-response error, poststratification weighting, and questionnaire design features. The Oxford Handbook on Polling and Survey Methods brings together a unique mixture of academics and practitioners, from various backgrounds, academic disciplines, and experiences. In some sense, this is reflective of the interdisciplinary nature of the polling and survey industry: polls and surveys are widely used in academia, government, and the private sector. Designing, implementing, and analyzing high quality, accurate, and cost-effective polls and surveys requires a combination of skills and methodological perspectives. Despite the well-publicized issues that have cropped up in recent political polling, a great deal is known today about how to collect high quality polling and survey data even in complex and difficult environments. Divided into four main sections, the Handbook draws on the existing research and explores data collection methods. It then addresses data analysis and the methods available for combining polling data with other types of data. The next section covers analytic issues, including the new approaches to studying public opinion (ie social media, the analysis of open-ended questions using text analytic tools, and data imputation). The final section focuses on the presentation of polling results, an area where there is a great deal of innovation. A comprehensive overview of the topic, this volume highlights current polling trends provides ideas for the development of new and better approaches for measuring, modeling, and visualizing public opinion and social behavior.
The integrity of democratic elections, both in the United States and abroad, is an important problem. In this Element, we present a data-driven approach that evaluates the performance of the administration of a democratic election, before, during, and after Election Day. We show that this data-driven method can help to improve confidence in the integrity of American elections.

A theory underlies these legal changes: the reformers tend to believe that 'more open' primary laws will produce more centrist, moderate, or pragmatic candidates. The 'top-two' primary, just implemented in California, represents the future of these antiparty efforts. Nonpartisan Primary Election Reform examines California's first use of the top-two primary system in 2012. R. Michael Alvarez and J. Andrew Sinclair evaluate the primary from a variety of perspectives and using several different methodologies. Although the first use of this primary system in California did not immediately reshape the state's politics, it also did not have many of the deleterious consequences that some observers had feared. This study provides the foundation for future studies of state primary systems.

Making up 14.2 percent of the American population, Hispanics are now the largest minority group in the United States. Clearly, securing the Hispanic vote is more important to political parties than ever before. Yet, despite the current size of the Hispanic population, is there a clear Hispanic politics? Who are Hispanic voters? What are their political preferences and attitudes, and why? The first comprehensive study of Hispanic voters in the United States, "New Faces, New Voices" paints a complex portrait of this diverse and growing population. Those who seek to accurately gauge public opinion must first ask themselves: Why are certain opinions highly volatile while others are relatively fixed? Why are some surveys affected by question wording or communicative medium (e.g., telephone) while others seem immune? In "Hard Choices, Easy Answers," R. Michael Alvarez and John Brehm develop a new theory of response variability that, by reconciling the strengths and weaknesses of the standard approaches, will help pollsters and scholars alike better resolve such perennial problems. Working within the context of U.S. public opinion, they contend that the answers Americans give rest on a variegated structure of political predispositions--diverse but widely shared values, beliefs, expectations, and evaluations. Alvarez and Brehm argue that respondents deploy what they know about politics (often little) to think in terms of what they value and believe. Working with sophisticated statistical models, they offer a unique analysis of not just what a respondent is likely to choose, but also how variable those choices would be under differing circumstances. American public opinion can be characterized in one of three forms of variability, conclude the authors: ambivalence, equivocation, and uncertainty. Respondents are sometimes ambivalent, as in attitudes toward abortion or euthanasia. They are often equivocal, as in views about the scope of government. But most often, they are uncertain, sure of what they value, but unsure how to use those values in political choices.

Advocates say they enhance the accuracy of vote counts and make casting ballots easier--and ultimately foster greater political participation. Allegations of fraud have marred recent elections around the world, from Russia and Italy to Mexico and the United States.
