Reports of NATO's death have been greatly exaggerated. Characterizations of NATO as a "relic" of the past do not square with the fact that the Alliance is busier today than at any time in its history. As Europe has become more unified and more democratic, NATO has assumed new layers of significance in the global security environment. In a post-September 11 world, the old 1990s debate about what is "in area" and what is "out of area" is a luxury that the Alliance can no longer afford. Decisions made at the 2004 Istanbul summit aimed at enhancing NATO's partnerships with the states of Central Asia and extending the partnership concept to the Greater Middle East reflect the Alliance's new, more global presence as do new military missions in Afghanistan, Iraq, and Sudan. Moore argues that a careful analysis of NATO's new, more global focus suggests that it's not the nature of NATO's mission that has changed, but rather its scope. NATO is approaching its new "out of area" missions with the political tools developed after the Soviet threat faded in the early 1990s when the Allies agreed that, rather than merely defend an old order, they would now create a new one grounded in liberal democratic values, including individual liberty and the rule of law. Indeed, the mission of projecting stability eastward was understood to be inextricable from the promotion of these values. This new mission required that NATO devote greater attention to its political dimension. In fact, as the United States turned to promoting democracy around the world in the wake of September 11, it ultimately sought to enlist NATO in its mission of extending democracy beyond Europe to Central Asia and the Middle East. AsMoore demonstrates in her attempt to provide a full and comprehensive understanding of the new NATO, while divisions within the Alliance persist as to just how global NATO should be, the post-September 11 security environment ensures that NATO's survival depends upon its willingness to project security beyond Europe. They include personal media like MP3 players and mobile phones, public information systems, commercial advertising, and more. How do these media shape, interconnect, or constitute physical public space, and how do they connect to virtual public spaces? How should we understand these phenomena? Is this simply a process of ever greater degradation of the public as direct face-to-face communication is replaced by ever more mediated and commercialized forms of communication among strangers? Beginning 50,000 years ago, contributors consider how the region's warm weather, abundant water, and geography have long been optimal for the habitation of people. New data are provided here for many sites, including evidence for human settlement before the Clovis period at the famous Topper site in South Carolina. As the NATO Alliance enters its seventh decade, it finds itself involved in an array of military missions ranging from Afghanistan to Kosovo to Sudan. It also stands at the center of a host of regional and global partnerships. Yet, NATO has still to articulate a grand strategic vision designed to determine how, when, and where its capabilities should be used, the values underpinning its new missions, and its relationship to other international actors such as the European Union and the United Nations.

The drafting of a new strategic concept, begun during NATO's 60th anniversary summit, presents an opportunity to shape a new transatlantic vision that is anchored in the liberal democratic principles so crucial to NATO's successes during its Cold War years. Using James Truslow Adams' definition of the American dream, this book investigates whether black African immigrants in Texas are achieving the American dream. Almost all of the study participants Moore interviewed considered America a land of opportunity. Additionally, most of the black African immigrants' definitions of the American dream focused on material aspects. Although participants mostly reported that the United States had been good to them, they nonetheless felt that they had not yet achieved the American dream. Additionally, they reported that their lives in the United States had been, at best, incomplete. They also encountered other challenges which mainly reflected the moralistic aspect of the definition of the American dream. They reported experiences such as not being fully accepted by native-born Americans in general and by white Americans in particular, being discriminated against, and being unappreciated. In fact, all of these challenges created a sense of marginalization among study participants. However, aware of the benefits of migration, they were willing to endure these challenges.

My interest in the 'refugee question' of the 1930s stemmed initially from time spent as an undergraduate at Manchester University, an interest which has been expanded, via a doctoral thesis, to the writing of this book. In wri ting about the German and Austrian refugees who fled to the Netherlands before the country was occupied in May 1940, the main aim has been to re turn the 'refugee question' of the 1930s into its pre-war context, a context from which it has often been dragged to provide an introduction to the events of the war period and the policies carried out by the Germans in oc cupied Europe. A study of the Netherlands provides the opportunity to look at refugees as a whole, not just as Jews, social democrats or communists, and also to examine the reaction and response of an European government to what was essentially a unique problem. I take great pleasure in recording my gratitude to the many people who have helped me in the course of my work.
