ABOUT THIS BOOK This book is intended for researchers who want to keep abreast of cur rent developments in corpus-based natural language processing. It is not meant as an introduction to this field; for readers who need one, several entry-level texts are available, including those of (Church and Mercer, 1993; Charniak, 1993; Jelinek, 1997). This book captures the essence of a series of highly successful work shops held in the last few years. The response in 1993 to the initial Workshop on Very Large Corpora (Columbus, Ohio) was so enthusias tic that we were encouraged to make it an annual event. The following year, we staged the Second Workshop on Very Large Corpora in Ky oto. As a way of managing these annual workshops, we then decided to register a special interest group called SIGDAT with the Association for Computational Linguistics. The demand for international forums on corpus-based NLP has been expanding so rapidly that in 1995 SIGDAT was led to organize not only the Third Workshop on Very Large Corpora (Cambridge, Mass. ) but also a complementary workshop entitled From Texts to Tags (Dublin). Obviously, the success of these workshops was in some measure a re flection of the growing popularity of corpus-based methods in the NLP community. But first and foremost, it was due to the fact that the work shops attracted so many high-quality papers."

The first session of psychotherapy is critical in determining the course of successful treatment because the possibility of engaging a patient is at its height during the initial contact. This book offers guidelines to enhance the clinician's ability to conduct an effective first session. Retention is a primary concern for the U.S. Air Force today, and the Air Force needs to explore all avenues of retention for its officers. The Air Force should carefully evaluate the impact of changing demographics on its officer retention. A review of the demographic studies performed by the Air Force Chaplain Office in the early 1980s and the National Families and Work Institute in 1997 reflect the trend towards an increasing concern for a work/life balance among both military members and their civilian counterparts. As the labor shortage for professional skills continues, the Air Force must look for innovative ways to retain its officers. The private sector leads the way with creative programs that are diversified enough to attract both the career professionals who aspire to be a CEO one day, and the career-family professionals who more highly value the balance of a strong family and successful career. Many of the programs begun by private industry are viable options for the Air Force; it only depend son how high a priority the Air Force places on retaining its professional corps. The Air Force should also consider adopting family support programs implemented by other armed forces, such as the Royal Australian Air Force. Improving family support programs is an important step in modifying the current career progression plan for officers. Implementing a dual-track career progression program will allow officers to choose options that provide a better career/family balance without sacrificing certain career success. This career flexibility, which has already proven successful in the private sector, will be one more strong factor in retaining quality officers.
This monograph analyzes the effects of globalization on the international system as reflected in the changing nature of war. The difficulties that the United States leadership is having with creating and communicating a strategy for the Global War on Terror is indicative of inadequacies within the Westphalian Paradigm for conducting analysis and research of the international system. The driving force behind the shifting paradigm is globalization which is integrating and interconnecting people, thoughts, ideas, and technology around the world despite national boundaries. The United States Military's efforts to transform to meet emergent threats continues to use Westphalian Paradigm to conduct analysis and research despite indications that a paradigm shift, fueled by globalization, has occurred. While there are numerous similarities between the Japanese attack of Pearl Harbor in 1941 and the attacks of 11 September 2001, the differences are more critical to understanding the drastic changes that have occurred over the past fifty years. An analysis of the differences between the two attacks highlights the differences between World War II and the Global War on Terror and the changes that globalization has caused on the international system in general. Analyzing the traditional American concept of war shows that three aspects of war have undergone significant changes within the past fifty years. State-on-state war has become the anomaly with United States military forces conducting operations other than war more frequently than they have in the past.
