In light of the public and scholarly debates on the challenges and
problems of established democracies, such as a lack of
participation, declining confidence in political elites, and the
deteriorating capabilities of democratic institutions, this volume
discusses the question whether democracy as such is in crisis. On
the basis of the shared concept of embedded democracy, it develops
a range of conceptual approaches to empirically analyzing the
challenges of democracy and their potential transformation into
crisis phenomena. The book is divided into three parts, the first
of which highlights various aspects of political participation,
such as political inequality in voting. In turn, Part II focuses on
problems of political representation, while Part III assesses
whether processes such as globalization, deregulation, and the
withdrawal of the state from important policy areas have limited
the political control and legitimacy of democratically elected
governments.

Erodiert die Legitimitat der Demokratie in Deutschland? Obwohl die
Demokratie heute eine hohe Qualitat aufweist, steht ihre Stabilitat
infrage. Sie erscheint in mancher Hinsicht fragil. Die
gesellschaftlichen Diskurse sind polarisiert. Den politischen
Eliten schlagt haufig Verachtung, bisweilen auch Hass entgegen.
Regierung und Parlament verlieren die Zustimmung der Bevoelkerung.
Diese wiederum zweifelt daran, dass sie Politik beeinflussen kann
oder auch nur von ihr wahrgenommen wird. Die etablierten Parteien
haben Reprasentationslucken hinterlassen, die von neuen Parteien
gefullt werden. Das Buch untersucht empirisch, ob dadurch die
demokratische Legitimitat in Deutschland geschwacht wird.
Die Beitrage des Bandes untersuchen den expliziten und impliziten
Wandel des Grundgesetzes im Mehrebenensystem der Bundesrepublik
Deutschland unter erheblich veranderten politischen
Rahmenbedingungen. Die Zahl der fur den Verfassungswandel
relevanten Akteure ist in den letzten Jahren ebenso deutlich
angestiegen wie sich die traditionellen Kraftekonstellationen
zwischen ihnen verschoben haben. Nach konzeptionellen Einfuhrungen
in das Regieren im Mehrebenensystem sowie Formen des
Verfassungswandels zeigen die Analysen, wie Akteure auf der
europaischen, nationalen und subnationalen Ebene den impliziten und
expliziten Wandel des Grundgesetzes beeinflussen.
