Are politics local? Why? Where? When? How do we measure local versus national politics? And what are the effects? This book provides answers to these questions, within an explicitly comparative framework, including both advanced and developing democracies. It does so by using a statistically-based and graphical account of party nationalization, providing methodology and data for legislative elections covering scores of parties across dozens of countries. The book divides party nationalization into two dimensions - static and dynamic - to capture different aspects of localism, both with important implications for representation. Static nationalization measures the consistency in a party's support across the country and thus shows whether parties are able to encompass local concerns into their platforms. Dynamic nationalization, in turn, measures the consistency among the districts in over-time change in electoral results, under the presumption that where districts differ in their electoral responses, local factors must drive politics. Each of the two dimensions, in sum, considers representation from the perspective of the mix of national versus local politics.
Using the United States as a basis of comparison, this book makes extensive use of roll call data to explore patterns of legislative politics in Argentina, Brazil, Chile and Uruguay. It distinguishes among parties, factions, coalitions and delegations based on the extent to which they are unified in their voting and/or willing to form policy coalitions with other legislative 'agents'. It discusses the voting unity and ballot systems that allow voters to identify an agent, and describes the degree to which those agents have been flexible with regards to the formation of policy coalitions. It also shows that the US parties have exhibited higher levels of unity but less flexibility in recent years, and thus contrast the prevailing pattern in Latin America. The book focuses its explanation for the patterns on the role of candidate nominations, other aspects of the electoral system and the legislators' ideological alignments.

Analyses of formal governmental institutions and electoral laws have considerably advanced our understanding of how politics works in Latin America. However, these analyses largely overlook the process of candidate recruitment and selection, an issue intricately tied to political outcomes and the functioning of democracy. In this volume, a team of experts uses a common analytic framework developed by the editors to analyze the recruitment and selection of executive and legislative candidates in six major countries: Argentina, Brazil, Chile, Colombia, Mexico, and Uruguay. It does so from two perspectives. First, as a dependent variable, the volume explores the party and legal factors that drive the recruitment and selection process, thus producing particular types of candidates. It then considers candidate type as an independent variable, analyzing the impact of candidate type on campaigns, political parties, and the behavior of legislators and presidents once elected. The result is the first fully comparative inquiry into a central, but largely neglected, determinant of politics in Latin America.
