The scholarly and political attention for fisheries in general within Europe is predominantly focused on problems of controlling catch. In this book it is not the problems of harvesting which are taken as the starting point, but opportunities in fisheries as a whole: catch, processing, market and consumption of fish and fish products. The discussion is broadened to include the management of fisheries from the perspective of governance rather than management or policy. Governance is a new and important concept currently being developed in several areas of social science, in this book the governance concept is related to the creation of new opportunities of fisheries in Europe. The combination of these two approaches is not only important for fisheries (in Europe) but also to the governance of natural resources more generally where the shift from a problem to an opportunity and from a management or a governance approach might shed new light and stimulate new actions. Drawing on more than 30 case studies from around the world, this book offers a multitude of examples for improving the governance of small-scale fisheries. Contributors from some 36 countries argue that reform, transformation and innovation are vital to achieving sustainable small-scale fisheries - especially for mitigating the threats and vulnerabilities of global change. For this to happen, governing systems must be context-specific and the governability of small-scale fisheries properly assessed. Following from Fish for Life - Interactive Governance for Fisheries (Kooiman et al., 2005), which presents an interdisciplinary and intersectoral approach to the governance of capture and aquaculture fisheries, this volume pursues what interactive governance theory and the governability perspective contribute to the resolution of key fisheries problems, these include overfishing, unemployment and poverty, food insecurity, and social injustice. Since these problems are varied and can be felt among governments, resource users and communities globally, the diagnosis must be holistic, and take account of principles, institutions, and operational conditions. The authors argue that 'wicked problems' and institutional limitations are inherent to each setting, and must be included in the analysis. The volume thereby offers a new lens and a systematic approach for analysing the nature of problems and challenges concerning the governance of fisheries, explores where these problems are situated, and how potential solutions may be found. Millions of them are poor, and often they are socially and politically marginalized. Macro-economic and institutional mechanisms are essential to address these poverty and vulnerability problems; however, interventions at the local community level are also necessary. This requires deep understanding of what poverty means to the fishers, their families and communities; how they cope with it; and the challenges they face to increase resiliency and improve their lives for the better. This book provides a global perspective, situating small-scale fisheries within the broad academic discourse on poverty, fisheries management and development. In-depth case studies from fifteen countries in Latin America, Europe, South and Southeast Asia, and sub-Saharan Africa, demonstrate the enormously complex ecological, economic, social, cultural and political contexts of this sector. In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This book asks whether states can successfully "walk the talk," and provides advice as to how they can do so. The collection of case studies sets the platform for an interactive dialogue space for researchers, policy makers, civil society and small-scale fishing communities to start the conversation about the monitoring and evaluation of the implementation of the SSF Guidelines at local, national, regional and global levels.
