Accession to the EU in May 2004 was a historic milestone for the spatial and urban development of the new member states. Meanwhile, the social and economic transition during the pre-accession phase already brought about radical changes in national urban systems and new challenges for regional development. In this edited volume, a carefully selected and specially commissioned set of articles, written by experts from both the new and the old EU member states, presents a comprehensive assessment of emerging political and planning solutions at local, regional, national and EU levels. Topics include brownfield redevelopment in the Czech Republic, urban sprawl in Hungary, the upgrading and integration of marginalized Roma settlements in Eastern Slovakia and sustainable coastal management in Cyprus.

This edited volume covers the multiple changes concerning urban governance in the course of the progressive transformation of the Pearl River Delta mega-urban region in China. Looking at the megacities Guangzhou and Shenzhen, it analyzes the maturing of socio-economic, political and spatial structures after the first waves of economic globalization, political transformation, and their rapid expansion and urbanization. The initial claim and starting point of the book is the existence of a profound multidimensional shift in the coastal mega-urban region with a major tendency towards urban upgrading, economic restructuring and a clearly observable consolidation of political institutions. For the first time since the beginning of the reform and opening up after 1978, this has led to a stronger bias toward urban regeneration, an adaptive re-use of the building stock and an establishment of post-industrial knowledge-based creative industries. The book investigates these changes as a set of mutually dependent developments that have to be understood and analyzed in connection with one another. Thus, the backgrounds and underlying forces that shape physical restructuring in the developed urban cores of the mega-urban region and the ways in which the relevant actors and institutions are trying to both cope with and to influence each other are introduced here.

Dieser Sammelband prasentiert aktuelle methodische und theoretische Grundlagen sowie erste praktische Resultate fur die Zukunftsaufgabe urbane Resilienz, die einen immer groesseren Stellenwert fur die gesellschaftliche Transformation im Anthropozan gewinnt. Resiliente Stadte sind die wichtigste Gestaltungsaufgabe der Zukunft. In Reallaboren werden theoretische und praktische Wege der stadtischen Resilienz erprobt. Namhafte Forscher und Praktiker vereinen Positionen, die den internationalen Stand und die systemtheoretischen Zusammenhange ebenso reflektieren wie konkrete Anregungen fur eine stadt-regionale Resilienzpolitik. Dabei wird der Bogen von der Schwelle des UEbergangs vom Wachstum zur Resilienz bis zu Stadtlaboratorien im neuen Utopia gespannt.

Die etwa 2.000 Klein- und Mittelstadte in der Bundesrepublik Deutschland sind ein wichtiger Bestandteil unseres Siedlungsnetzes. In ihnen lebt etwa die Halfte der Einwohner des Landes. Zentrale Herausforderungen der Stadterneuerung in ihnen, wie der Strukturwandel in Handel und Gewerbe, der Verfall uberkommener historischer Substanz, die Zunahme von Leerstanden und Problemimmobilien und die allgemein sinkende Vitalitat, werden haufig nicht aktiv genug bearbeitet. Vielerorts gibt es zwar sehr aktive Burger*innen, die sich in Vereinen und informellen zivilgesellschaftlichen Netzwerken organisieren und intensiv in die Stadtentwicklung einbezogen werden wollen, doch Perspektivlosigkeit, UEberalterung und Nachwuchsmangel und der Mangel an Ressourcen begrenzen oft ihre Moeglichkeiten deutlich. Obwohl in den einzelnen Kommunen ein grosser Wissens- und Erfahrungsschatz uber neue Verfahren und Instrumente der Stadterneuerung vorhanden ist, sind gute Beispiele aus Klein- und Mittelstadten haufig wenig bekannt und wurden bisher nur in Ansatzen wissenschaftlich untersucht. Hier setzt der vorliegende Band mit seinem inhaltlichen Schwerpunkt auf der Situation der Stadterneuerung in Klein- und Mittelstadten an. Neben eher grundsatzlichen Beitragen widmet er sich auch Erfahrungen aus der Praxis in ganz unterschiedlichen Foerderkontexten.

Beinahe drei Jahrzehnte nach dem Fall der Mauer, der nachfolgenden Wiedervereinigung und der rechtlichen und wirtschaftlichen UEbertragung des Systems der Stadtebaufoerderung auf die neuen Bundeslander blicken wir auf eine Generation der Stadterneuerungspraxis zuruck. Inzwischen ist diese Zeitepoche fast langer und in vielerlei Hinsicht auch facettenreicher als die davor liegenden Jahre, in denen sich die Stadterneuerung seit den 1950er Jahren in der alten Bundesrepublik und der DDR auf ihre je eigene Weise herausgebildet und zum ersten Mal systematisch entfaltet hatte. Zum Zeitpunkt der "Wende" verlegte sich der Blick auf den erheblichen Sanierungsbedarf der ostdeutschen Altstadte. Hatte es anfangs noch geheissen, die Stadterneuerung in Ostdeutschland sei eine Aufgabe, die eine ganze Generation von Fachleuten fur Jahrzehnte beschaftigen wurde, so zeigt sich inzwischen ein voellig verandertes Bild.

Das vorliegende Jahrbuch blickt reflektierend auf 25 Jahre Stadterneuerung zuruck, zieht Bilanz und zeigt Zukunftsperspektiven auf. Im Jahr der deutschen Wiedervereinigung fand sich mit dem Arbeitskreis Stadterneuerung an deutschsprachigen Hochschulen eine Gruppe von Fachleuten zusammen, die durch die Herausgabe eines "Jahrbuchs Stadterneuerung" zu einer Institutionalisierung der fachlichen Debatte uber Stadterneuerung beitragen wollten. Dabei bezogen sie sich auf ein zwar nicht mehr junges, aber erst wenige Jahre zuvor leitbildhaft konsolidiertes Feld der Stadtentwicklung. Mit der Herausbildung der "behutsamen Stadterneuerung" hatte sich nach langeren Auseinandersetzungen in den 1980er Jahren in der alten Bundesrepublik ein Ansatz weitgehend durchgesetzt, der sowohl die stadtebaulich-architektonische Substanz als auch die vorhandenen Nutzungen und Bewohner/innen besonders respektiert. Er verkoerpert damit einen wesentlichen Ausdruck einer Wende in der Stadtplanung, bei der das rationale Planungsmodell durch ein eher kommunikatives ersetzt oder zumindest erganzt, das Gott-Vater-Modell von Planung stark in Frage gestellt sowie die stadtebaulich-architektonischen Leitbilder der "Moderne" durch Prinzipien einer "Nachmoderne" ersetzt wurden.
