This book explores what drives value politics and the way in which it redraws political conflict at EU level. Based on case studies and analyses of statistical data, the book shows what the uses and roles of values have been at EU level over the past decades in both market-related policies and in identity, cultural and morality policies. The euro crisis, several sovereign debt crises, the Great Recession, the refugee crisis, and Brexit have all challenged Europeans' willingness to show solidarity with other European citizens and member states of the European Union. European Solidarity in Times of Crisis provides a clear theoretical framework to understand European solidarity for the first time. It offers a systematic empirical approach to determine the strength and causes of European solidarity. The authors distinguish between four domains of solidarity and test a set of theoretically derived criteria with a unique dataset to investigate European solidarity. Based on a survey conducted in thirteen EU member states in 2016, the empirical analysis leads to some unanticipated results. Europeans display a notably higher degree of solidarity than many politicians and social scientists have presumed so far. This especially applies to the support of people in need (welfare solidarity) and the reduction of territorial disparities between rich and poor EU countries (territorial solidarity), but also to the domain of fiscal solidarity (financial support of indebted EU countries). This optimistic view is less true for the domain of refugee solidarity. While citizens of western and southern EU countries accept the accommodation of refugees and their allocation between European countries, the majority of people in eastern European countries do not share this point of view. The book addresses the impact of the European Union (EU) on subnational mobilization in small unitary states. Located at the intersection of contributions from the literatures on multilevel governance and Europeanization, this book offers a new theoretical framework to account for state rescaling processes in small unitary states. By means of a comparative analysis of eight small unitary states in Europe, this book shows that the impact of the EU on subnational mobilization is filtered through domestic mediating factors which can lead to three possible outcomes: decentralization, recentralization or no change. The book offers a balanced combination of analytical clarity and the richness of empirical accounts in a wide diversity of case studies. It sheds a new light on the 'hybrid nature' of the European polity and demonstrates that member state governments have remained the most important pieces of the European puzzle. Overall, it arrives at two conclusions: first, that we are witnessing a 'transformation of the state' rather than its demise; second, the notion of a 'Europe of the Regions' in small unitary states was no more than a 'damp squib'. The global financial, economic and sovereign debt crisis since 2008 has led to increases in political disaffection among citizens, a loss of legitimacy of political institutions, the discredit of mainstream parties and the rise of extremist or anti-system political alternatives. This comparative volume sheds greater light on this critical juncture in the recent history of the European Union (EU) by focusing on the evolution of attitudes of national political elites. It examines whether the crisis has affected the legitimacy of the EU integration project as perceived by national political elites and, consequently, if the elite consensus that constituted one of the most solid fundamentals supporting that project has been eroded. The aim of this study is to examine the extent to which the end of the Cold War led to Europeanisation in the Common Security and Defence Policy (CSDP). The analysis takes into consideration previous studies on Europeanisation and its impact on the transformation of national security and defence, and attempts to account for the development of Europeanisation and related mechanisms. These mechanisms, which have been described as framing mechanisms and negative integration, incorporate all the major relevant factors identified here (i.e. a common Strategic Culture, new security identity, domestic political decision-making, industrial base and defence-spending decline) that contributed to the realisation of the CSDP. The relevance of these factors for CSDP Europeanisation is examined through an historical and empirical analysis, and the relationship between the CSDP and North Atlantic Treaty Organization (NATO) is also explored. This approach facilitates analysis of the debate concerning the emergence of the CSDP and throws light on the political shift that led European Union (EU) leaders to support the CSDP. Another aspect of this study is the empirical examination of the dynamics and limitations of the European defence sector. The changes which took place in this sector facilitated the emergence of the CSDP and are therefore analysed in the light of globalisation issues, economies of scale, economic crises, military autonomy, new security strategy and Research and Development (R&D) impact. During the European elections of 2014, one of the main issues raised by the media was the electoral performance of so called 'populist parties'. The electorate confirmed its deep dissatisfaction with mainstream political parties, voting for far right parties in parliamentary elections in Northern Europe (Austria, Denmark, Sweden), Eastern Europe (Hungary, where the deeply anti-Semitic Jobbik party gained votes) and in France (where the French National Front won about a quarter of the vote), while in the Southern European countries, battered by austerity policies, it was the radical right and left in Greece (Golden Dawn and Syriza) and the radical left in Spain (Podemos) that obtained excellent scores. The EU seeks to define a role for itself in power politics while remaining firm in its rejection of power politics. In order to make power compatible with the European project, EU debate has appended a number of progressive adjectives to the word "power," adjectives like "civilian" and "normative," among others. This book asks what is power, such that it can be modified, tamed, and modulated by adjectives, yet remain "powerful"? Loriaux passes EU debate on power through the mill of phenomenological and post-phenomenological analysis, juxtaposing it against writings by Machiavelli, Agamben, Thucydides, Nietzsche, Patocka, and Levinas. The book locates power in "power/play," the theatrical, staged representation of threat that generates aesthetic effect and undecidability. Power/play endows the word "power" with perlocutionary force, which the adjectives of EU "qualified" power actually enhance rather than moderate. Loriaux argues that EU discourse on power therefore risks inviting EU "exceptionalism," or risks lapsing into an expression of EU ressentiment, rather than advancing a new, progressive understanding of "power." If European Union is to remain steadfast in its opposition to power politics, it must represent itself as "anti-power."
