Originally published in 1987 this book examines attempts by successive individuals and governments to overcome slum conditions and homelessness, to reform landlord-tenant relations and to provide sound modern dwellings with full amenities for those who need them. Its focus is on how those responsible for public housing concentrated their energies on buildings rather than management, on property rather than people, in sharp distinction to the women who played such an innovative and humanizing role in the early days of housing reform. Efforts to resolve public housing problems are examined in a study of twenty housing estates, and of the initiatives that local authorities have taken to reverse the sometimes overwhelming decay.

Originally published in 1979, this book was the first to provide a comprehensive political-economic analysis of the historical origins and 20th Century experience of state housing in the UK. The first part describes the growth of municipal housebuilding in the context of slum clearance before 1914 and the cycle of boom and slump between the wars. Part 2 covers 1945- 1980 with chapters on : site acquisition and residential densities; the housebuilding industry and its standards; the balance between rehabilitation and redevelopment and the rise and fall of the high-rise flat. Sources and costs of capital finance and the management of the stock of council dwellings is also discussed. The final part reviews the development of state housing policy since the War, within a broad political and macro-economic context.
Originally published in 1982, this is a companion volume to State Housing in Britain. Together the 2 volumes cover the tenure of some 85% of all British households in much of the 20th Century. The development of the tenure between 1918 and 1970 with special reference to its position in state housing policies is examined. Subsequent chapters analyse effective demand since 1970, both with respect to its demographic base and as regards the capacity to buy. In particular the question of why people want to buy is asked and the supply of housing (both council houses and former private rented accommodation) as well as the output of speculative housebuilders is considered. A detailed survey of the perturbations in the housing market during the volatile experience of the British economy since 1970 is also covered.

The twenty-first century has so far been characterized by ongoing realignments in the organization of the economy around housing and real estate. Markets have boomed and bust and boomed again with residential property increasingly a focus of wealth accumulation practices. While analyses have largely focussed on global flows of capital and large institutions, families have served as critical actors. The economic system of competitive capitalism has proven to be both resilient and flexible over time and has contributed to the economic welfare of citizens in liberal and coordinated market economies in diverse regions and countries. At the same time, over the entire post-World War II period, there has been a notable endemic shortage of affordable housing in many advanced economies. This book points at both the causes and the consequences of this circumstance and provides an integrated economic and legal view of how housing production is dependent on housing finance, which, in turn, means that legal conditions and the sovereign state play an active role. Further, the book contributes to the literature from two otherwise partially separated disciplines-housing and urban development studies on the one hand and the institutional centrality of the finance industry in the contemporary economic system on the other. The author asserts that although somewhat assimilated due to the ambitions of policy makers to optimize social and economic welfare for their constituencies, the combining of these two realms of expertise generates many favorable outcomes, but also some costs derived from finance industry instabilities. In Begging for Their Daily Bread, Zhenya Gurina-Rodriguez formulates a beggars-centric hermeneutic and interprets Matthew 6 through this lense, arguing that this text could be both engaging and alienating to beggars in the first-century Jesus movement. Gurina-Rodriguez establishes that beggars come from different backgrounds and diverse perspectives on their realities of life while sharing particular life experiences marked by destitution, homelessness, lack of any safety net, and controversial reactions from the public to their means of survival. Gurina-Rodriguez constructs three beggar characters, explores the differences and similarities in their possible interpretations of a portion of the Sermon on the Mount, and brings to our attention some of the blind spots that many traditional readings of the text written by non-poor Western scholars have concerning life in poverty.
This radical book aims to inject new insight and urgency into the discourse on the retrofitting of commercial and residential buildings in the face of the climate emergency. It is about the why, how and who should take the lead in revolutionising buildings in the face of serious climate and social change. Buildings contribute very significantly to the output of carbon, particularly in developed countries where the stock is old, but it is neither feasible nor desirable to demolish them all and start again! If existing buildings cannot in be replaced in the short-term by new zero carbon stock, retrofitting and adaptation of the existing building stock is critical and urgent. This book explains why and how the improvement of buildings requires a complex, holistic approach that brings all stakeholders together with respect and understanding. Yet to do this against a limited time frame is challenging. The book analyses what must be done, explores how it could be achieved and sets out a manifesto for action by all those engaged: from policy makers, to educationalists, designers, constructors, investors, funders and occupiers. By bringing together authors from across the built environment disciplines, the book stimulates debate within policy, practice and education circles which must lead to action if we are to avoid catastrophe. This work assesses the possibilities and limitations of reducing poverty among families with children by increasing the work effort of the adults in those families. Following a historical review of family poverty since 1995, the authors present several policy simulations, including increased employment, a higher minimum wage, more generous tax credits, a child allowance, and reduced childcare or medical expenses. Specific policy proposals-including the proposals of the Biden Administration-are assessed using four criteria: reducing child poverty; equitable treatment of the poorest groups; promotion of self-sufficiency; and cost-effectiveness. The authors conclude that while no single policy is able to reduce family poverty by half while meeting the other criteria, several combinations of policies have the potential to do so.

Focusing on the intersection of spatial justice, child rights, and planning policy, this book investigates the challenges of resettlement in East Africa, where half of those displaced are children. The challenges created by displacement and resettlement are often considered from an adult-centric perspective by planners and humanitarian and development experts. The spatial injustice of displacement and resettlement, the agency of children, and the application of tools such as Child Participatory Vulnerability Index (CPVI) is siloed, commonly overlooked, or discounted. This book uses a CPVI and rights-based assessment of land-use policies, to investigate resettlement due to conflict and settlement in northern Uganda, floods due to climate change in Dar es Salaam, Tanzania, and urban to rural migration of children due to the aids pandemic in Western Kenya. Case studies from over a decade of field research are integrated with examples from applied planning projects and policy development in the East Africa region. This book uses spatial justice theory to show how child-friendly planning approaches can positively promote child rights in the context of resettlement. With urban poverty rising and affordable housing disappearing, the
homeless and other "disorderly" people continue to occupy public
space in many American cities. Concerned about the alleged ill
effects their presence inflicts on property values and public
safety, many cities have wholeheartedly embraced "zero-tolerance"
or "broken window" policing efforts to clear the streets of
unwanted people. Through an almost completely unnoticed set of
practices, these people are banned from occupying certain spaces.
Once zoned out, they are subject to arrest if they
return-effectively banished from public places.
Homelessness is obviously a global problem. It has been a major focus of the UN-sponsored conferences Habitat I (1987) and Habitat II (1996). Reports from 144 countries for Habitat I demonstrated that over one billion people worldwide lived without adequate shelter of which at least 40 million were estimated to be homeless. Given the increased austerity conditions imposed by governments and international lending agencies as well as economic and political upheavals, this figure is sure to have increased dramatically. Homelessness and attitudes toward homelessness take different forms in developed and developing countries and from nation to nation, but the global dimensions of homelessness are accentuated by the economic and political disparities among nations. More and more refugees are mixing with displaced people from local communities in an ever-expanding series of global population flows. Understanding and addressing this new development requires more than the narrow, nationally-based studies that comprise most of the literature on the problem of homelessness. The present volume attempts to provide cross-cultural analysis by bringing together scholars from a variety of countries and investigating the operations of certain market economies, state policies, and community practices that contribute to the marginalization of large segments of the world's population as well as private and governmental remediation efforts.

The last thirty years have witnessed an urban renaissance in America. Major cities have managed to drive down the murder rate, improve the schools, restore the built environment, and revitalize their economies. Middle class families are putting down roots in neighborhoods once given up for dead. But solutions to homelessness have eluded even the most successful cities. While the South Bronx was once synonymous across the globe for "slum," now, San Francisco and Los Angeles are just as internationally notorious for their homelessness crises. Indeed, the same cities with the worst homelessness crises rank among America's most successful. One of the crisis' more perplexing features is how cities that have met with so much success with respect to economic development, crime and public education have failed to even ease their homelessness crisis, much less end it. In Homelessness in America, Stephen Eides examines the history, governmental and private responses, and future prospects of this intractable challenge. The "chronic" nature of the challenge should be understood, he argues, by reference to American history and American ideals. The history of homelessness is bound up with industrialization and urbanization, the closing of the West, the Great Depression, and the post WWII decline and subsequent revival of great American cities. Though we've used different terms ("tramp" "hobo" "bum") at other times, something like homelessness has always been with us and the debate over causes and solutions has always involved conflicts over fundamental values.
