European jihadism is a multi-faceted social phenomenon. It is not only linked to the extremist behavior of a limited group, but also to a much more global crisis, including the lack of a utopian vision and a loss of meaning among the middle classes, and the humiliation and denial of citizenship among disaffiliated young people in poor districts all over Western Europe. This book explores how European jihadism is fundamentally grounded in an unbridled and modern imagination, in an uneasy relationship with social, cultural, and economic reality. That imagination emerges among: young women and their longing for another family model; adolescents and their desire to become adults and to overcome the family crisis; people with mental problems for whom jihad is a catharsis; and young converts who seek contrast with a disenchanted secular Europe. The family and its crisis, in many ways, plays a role in promoting jihadism, particularly in families of immigrant origin whose relationship to patriarchy is different from that of the mainstream society in Europe. Exclusion from mainstream society is also a factor: at the urban level, a large proportion of jihadists come from poor, stigmatized, and ethnically segregated districts. But jihadism is also an expression of the loss of hope in the future in a globalized world among middle class and lower-class youth.
Being Black In The World, one of N. Chabani Manganyi’s first publications, was written in 1973 at a time of global socio-political change and renewed resistance to the brutality of apartheid rule and the emergence of Black Consciousness in the mid-1960s. Manganyi is one of South Africa’s most eminent intellectuals and an astute social and political observer. He has written widely on subjects relating to ethno-psychiatry, autobiography, black artists and race. In 2018 Manganyi’s memoir, Apartheid and the Making of a Black Psychologist was awarded the prestigious ASSAf (The Academy of Science of South Africa) Humanities Book Award. Publication of Being-Black-in-the-World was delayed until the young Manganyi had left the country to study at Yale University. His publishers feared that the apartheid censorship board and security forces would prohibit him from leaving the country, and perhaps even incarcerate him, for being a ‘radical revolutionary’. The book found a limited public circulation in South Africa due to this censorship and original copies were hard to come by. This new edition is an invitation to a younger generation of citizens to engage with early decolonialising thought by an eminent South African intellectual. While the essays in this book are clearly situated in the material and social conditions of that time, they also have a timelessness that speaks to our contemporary concerns regarding black subjectivity, affectivity and corporeality, the persistence of a racial (and racist) order and the possibilities of a renewed de-colonial project. Each of these short essays can be read as self-contained reflections on what it meant to be black during the apartheid years. Manganyi is a master of understatement, and yet this does not stop him from making incisive political criticisms of black subjugation under apartheid. The essays will reward close study for anyone trying to make sense of black subjectivity and the persistence of white insensitivity to black suffering. Ahead of its time, the ideas in this book are an exemplary demonstration of what a thoroughgoing and rigorous de-colonial critique should entail. The re-publication of this classic text is enriched by the inclusion of a foreword and annotation by respected scholars Garth Stevens and Grahame Hayes respectively, and an afterword by public intellectual Njabulo S. Ndebele.
Every year nine million people are diagnosed with tuberculosis, every day over 13,400 people are infected with AIDs, and every thirty seconds malaria kills a child. For most of the world, critical medications that treat these deadly diseases are scarce, costly, and growing obsolete, as access to first-line drugs remains out of reach and resistance rates rise. Rather than focusing research and development on creating affordable medicines for these deadly global diseases, pharmaceutical companies instead invest in commercially lucrative products for more affluent customers. Nicole Hassoun argues that everyone has a human right to health and to access to essential medicines, and she proposes the Global Health Impact (global-health-impact.org/new) system as a means to guarantee those rights. Her proposal directly addresses the pharmaceutical industry's role: it rates pharmaceutical companies based on their medicines' impact on improving global health, rewarding highly-rated medicines with a Global Health Impact label. Global Health Impact has three parts. The first makes the case for a human right to health and specifically access to essential medicines. Hassoun defends the argument against recent criticism of these proposed rights. The second section develops the Global Health Impact proposal in detail. The final section explores the proposal's potential applications and effects, considering the empirical evidence that supports it and comparing it to similar ethical labels. Through a thoughtful and interdisciplinary approach to creating new labeling, investment, and licensing strategies, Global Health Impact demands an unwavering commitment to global justice and corporate responsibility.
The #MeToo movement has catalyzed an international discussion about the routine challenges women face in their professional lives as a result of male-dominated industries and office cultures. These include well-documented cases of sexual harassment and assault, but also unequal opportunities, unequal pay, sexist stereotypes, and a devaluation of women's labor. While these are problems women face in all industries and at all levels, the political and technology sectors are particularly rife with them. Recoding the Boys' Club is a ground-breaking deep-dive into the work experiences of women in the political technology field in the United States. Political technology sits at the intersection of two fields dominated by men-politics and technology-and has become a cornerstone of operations in political campaigns and political institutions more generally. Drawing on a unique dataset of 1004 staffers working in political technology on presidential campaigns from 2004-2016, analysis of hiring patterns during the 2020 presidential primary cycle, and interviews with 45 women who worked on 12 different presidential campaigns, this book reveals the underrepresentation of women in political technology, especially leadership positions, as well as the struggle women face to have their voices heard within the "boys' clubs" and "bro cultures" of political technology. It chronicles the gendered expectations women face to provide emotional labor, stereotypes about women's competencies that shape their opportunities, the ways in which women's ideas are discredited, and the formal and informal forms of exclusion in campaign culture-leading to widespread feelings of "imposter syndrome" among women in this environment. These issues are often compounded by a mentality that the well-being of staffers must come secondary to the goals of the campaign, despite what campaigns might profess publically about gender and labor. Since these campaigns are important entry and training points for the wider field of political technology, the gendered inequities encountered within them have implications for women's professional experiences and careers long after campaigns have ended. This book aims to help political practitioners create more gender equitable and inclusive workplaces, ones that value the ideas and skills of all those who work to get candidates elected.
In recent decades, the issue of gender-based violence has become heavily politicized in India. Yet, Indian law enforcement personnel continue to be biased against women and overburdened. In Capable Women, Incapable States, Poulami Roychowdhury asks how women claim rights within these conditions. Through long term ethnography, she provides an in-depth lens on rights negotiations in the world's largest democracy, detailing their social and political effects. Roychowdhury finds that women interact with the law not by following legal procedure or abiding by the rules, but by deploying collective threats and doing the work of the state themselves. And they behave this way because law enforcement personnel do not protect women from harm but do allow women to take the law into their own hands.These negotiations do not enhance legal enforcement. Instead, they create a space where capable women can extract concessions outside the law, all while shouldering a new burden of labor and risk. A unique theory of gender inequality and governance, Capable Women, Incapable States forces us to rethink the effects of rights activism across large parts of the world where political mobilization confronts negligent criminal justice systems.
Why do world powers sometimes try to determine who wins an election in another country? What effects does such meddling have on the targeted elections results? Great powers have attempted for centuries to intervene in elections occurring in other states through various covert and overt methods, with the American intervention in the 2013 Kenyan elections and the Russian intervention in the 2016 US elections being just two recent examples. Indeed, the Americans and the Soviets/Russians intervened in one out of every nine national-level executive elections between 1946 and 2000. Meddling in the Ballot Box is the first book to provide a comprehensive analysis of foreign meddling in elections from the dawn of the modern era to the 2016 Russian intervention in the US election. Dov Levin shows that partisan electoral interventions are usually an "inside job" occurring only if a significant domestic actor within the target wants it. Likewise, a great power will not intervene unless it fears that its interests are endangered by an opposing party or candidate with very different preferences. He also finds that partisan electoral interventions frequently have significant effects on the results-sufficient in many situations to determine the winner. Such interference also tends to be more effective when it is conducted overtly. However, it is usually ineffective, if not counterproductive, when done in a founding election. A revelatory account that explains why major powers have meddled so frequently across the entire postwar era, Meddling in the Ballot Box also provides us with a framework for assessing the cyber-future of interference.

Citizens are asked to buy, and asked to consider to buy, goods of all sizes and all prices, nearly all of the time. Appeals to political decision-making are less common. In The Consumer Citizen, Ethan Porter investigates how the techniques of everyday consumer experiences can shape political behavior. Drawing on more than a dozen original studies, he shows that the casual conflation of consumer and political decisions has profound implications for how Americans think about politics. Indeed, Porter explains that consumer habits can affect citizens' attitudes about their government, their taxes, their politicians, and even whether they purchase government-sponsored health insurance. The consumer citizen approaches government as if it were just an ordinary firm. The Public's Law is a theory and history of democracy in the American administrative state. The book describes how American Progressive thinkers - such as John Dewey, W.E.B. Du Bois, and Woodrow Wilson - developed a democratic understanding of the state from their study of Hegelian political thought. G.W.F. Hegel understood the state as an institution that regulated society in the interest of freedom. This normative account of the state distinguished his view from later German theorists, such as Max Weber, who adopted a technocratic conception of bureaucracy, and others, such as Carl Schmitt, who prioritized the will of the chief executive. The Progressives embraced Hegel's view of the connection between bureaucracy and freedom, but sought to democratize his concept of the state. They agreed that welfare services, economic regulation, and official discretion were needed to guarantee conditions for self-determination. But they stressed that the people should participate deeply in administrative policymaking. This Progressive ideal influenced administrative programs during the New Deal. It also sheds light on interventions in the War on Poverty and the Second Reconstruction, as well as on the Administrative Procedure Act of 1946. The book develops a normative theory of the state on the basis of this intellectual and institutional history, with implications for deliberative democratic theory, constitutional theory, and administrative law. On this view, the administrative state should provide regulation and social services through deliberative procedures, rather than hinge its legitimacy on presidential authority or economistic reasoning.
International crimes cause widespread victimisation and destruction, leading to social disruption that may take generations to repair. Over the years, the international community has established international courts to end the culture of impunity in relation to such crimes and to enforce a culture of accountability. A critical success factor for these courts is to ensure that they are perceived as legitimate in post-conflict societies. Established after the 1994 genocide against the Tutsi ethnic group, the International Criminal Tribunal for Rwanda (ICTR) was active for 20 years and closed its doors in December 2015. This book identifies the legitimacy challenges faced by the ICTR, based in Arusha, Tanzania, and its subsequent legitimisation activities implemented to gain, maintain and repair legitimacy, while also examining which stakeholders the ICTR targeted in its efforts to establish and/or maintain its legitimacy. This book is intended for policy-makers and practitioners working in the fields of international criminal law, human rights and transitional justice. More specifically, it addresses professionals working for international criminal courts or tribunals, including those working at the International Residual Mechanism for Criminal Tribunals in Arusha and The Hague. This book also aims to reach individuals involved in the design and implementation of external relations activities and outreach programmes.
It has been well-established that many of the injustices that people around the world experience every day, from food insecurity to unsafe labor conditions and natural disasters, are the result of wide-scale structural problems of politics and economics. These are not merely random personal problems or consequences of bad luck or bad planning. Confronted by this fact, it is natural to ask what should or can we do to mitigate everyday injustices? In one sense, we answer this question when we buy the local homeless street newspaper, decide where to buy our clothes, remember our reusable bags when we shop, donate to disaster relief, or send letters to corporations about labor rights. But given the global scale of injustices related to poverty, environmental change, gender, and labor, can these individual acts really impact the seemingly intractable global social, political, and economic structures that perpetuate and exacerbate them? Moreover, can we respond to injustices in the world in ways that do more than just address their consequences? In this book, Brooke A. Ackerly both answers the question of what should we do, and shows that it's the wrong question to ask. To ask the right question, we need to ground our normative theory of global justice in the lived experience of injustice. Using a feminist critical methodology, she argues that what to do about injustice is not just an ethical or moral question, but a political question about assuming responsibility for injustice, regardless of our causal responsibility and extent of our knowledge of the injustice. Furthermore, it is a matter that needs to be guided by principles of human rights. As she argues, while many understand human rights as political goals or entitlements, they can also guide political strategy. Her aims are twofold: to present a theory of what it means to take responsibility for injustice and for ensuring human rights, as well as to develop a guide for how to take responsibility in ways that support local and global movements for transformative politics. In order to illustrate her theory and guide for action, Ackerly draws on fieldwork on the Rana Plaza collapse in 2013, the food crisis of 2008, and strategies from 125 activist organizations working on women's and labor rights across 26 countries. Just Responsibility integrates these ways of taking political responsibility into a rich theory of political community, accountability, and leadership in which taking responsibility for injustice itself transforms the fabric of political life.
The study of institutions, a core concept in comparative politics, has produced many rich and influential theories on the economic and political effects of institutions, yet it has been less successful at theorizing their origins. In Fixing Democracy, Javier Corrales develops a theory of institutional origins that concentrates on constitutions and levels of power within them. He reviews numerous Latin American constituent assemblies and constitutional amendments to explore why some democracies expand rather than restrict presidential powers and why this heightened presidentialism discourages democracy. His signal theoretical contribution is his elaboration on power asymmetries. Corrales determines that conditions of reduced power asymmetry make constituent assemblies more likely to curtail presidential powers, while weaker opposition and heightened power asymmetry is an indicator that presidential powers will expand. The bargain-based theory that he uses focuses on power distribution and provides a more accurate variable in predicting actual constitutional outcomes than other approaches based on functionalism or ideology. While the empirical focus is Latin America, Fixing Democracy contributes a broadly applicable theory to the scholarship both institutions and democracy.
In 1972, when Mahmood Mamdani came home to Uganda, he found a country transformed by ‘an orgy of violence’. Two years earlier, with support from the colonial powers of Great Britain and Israel, Idi Amin had forcefully cemented his rule. He soon expelled Uganda’s Indian inority in hopes of fostering a nation for Black Ugandans. The plan backfired. Amin was followed by Yoweri Museveni, who has now ruled for nearly four decades. Whereas Amin tried to create a Black nation out of the majority, Museveni sought to fragment this majority into multiple ethnic minorities, recreating a version of colonial indirect rule. Slow Poison is Mamdani’s firsthand account of the tragic unraveling of his country’s struggle for decolonialization. A witness to East Africa’s endlessly intricate power plays, and one of the most insightful political philosophers of his generation, Mamdani casts a learned and wary eye on Amin, internationally depicted as a buffoon, the radical scholar Museveni, and the global heavyweights that exploited and manipulated Uganda before and after its independence. Each leader made violence central to his project, but Mamdani sees a signal difference between Amin, who retained popular support to the end, and Museveni, who has not. The Asian expulsion made Amin a monster in the eyes of the West. In contrast, Museveni was hailed as standard bearer of the ‘war on terror’ in Africa and was protected from accountability for far greater crimes. In exchange for adopting the package of neoliberal reforms known as the Washington Consensus, he became Africa’s poster child. Amin, who aimed to create a nation of Black millionaires, never became one himself. Meanwhile, Uganda’s surrender to privatization has brought Museveni’s family immense wealth, even as the country remains one of the world’s poorest.
Contemporary scholarly and popular debate over the legacy of racial integration in the United States rests between two positions that are typically seen as irreconcilable. On one side are those who argue that we must pursue racial integration because it is an essential component of racial justice. On the other are those who question the ideal of integration and suggest that its pursuit may damage the very population it was originally intended to liberate. In An Impossible Dream? Sharon A. Stanley shows that much of this apparent disagreement stems from different understandings of the very meaning of integration. In response, she offers a new model of racial integration in the United States that takes seriously the concerns of longstanding skeptics, including black power activists and black nationalists. Stanley reformulates integration to de-emphasize spatial mixing for its own sake and calls instead for an internal, psychic transformation on the part of white Americans and a radical redistribution of power. The goal of her vision is not simply to mix black and white bodies in the same spaces and institutions, but to dismantle white supremacy and create a genuine multiracial democracy. At the same time, however, she argues that achieving this model of integration in the contemporary United States would be extraordinarily challenging, due to the poisonous legacy of Jim Crow and the hidden, self-reinforcing nature of white privilege today. Pursuing integration against a background of persistent racial injustice might well exacerbate black suffering without any guarantee of achieving racial justice or a worthwhile form of integration. Given this challenge, pessimism toward integration is a defensible position. But while the future of integration remains uncertain, its pursuit can neither be prescribed as a moral obligation nor rejected as intrinsically indefensible. In An Impossible Dream? Stanley dissects this vexing moral and political quandary.
From the men and women associated with the American Revolution and Civil War to the seminal figures in the struggles for civil and women's rights, Americans have been fascinated with and drawn to icons of great achievement, or at least reputation. But who spins today's narratives about American heroism, and to what ends? In a nation so wracked with division, is there any contemporary consensus about the enduring importance of our heroes or what traits they embody? Can heroes survive in our environment of 24/7 media coverage and cynicism about the motives of those who enter the public domain? In Where Have All the Heroes Gone?, Bruce G. Peabody and Krista Jenkins draw on the concept of the American hero to address these questions and to show an important gap between the views of political and media elites and the attitudes of the mass public. The authors contend that important changes over the past half century, including the increasing scope and power of new media and people's deepening political distrust, have drawn both politicians and producers of media content to the hero meme. However, popular reaction to this turn to heroism has been largely skeptical. As a result, the conversations and judgments of ordinary Americans, government officials, and media elites are often deeply divergent and even directly opposed. Exploring and being able to show these dynamics is important not just for understanding what U.S. heroism means today, but also in helping to wrestle with stubborn and distinctively American problems. Investigating the story of American heroes over the past five decades provides a narrative that can teach us about such issues as political socialization, institutional trust, and political communication.
A wide-ranging rethinking of the many factors that comprise the making of American Grand Strategy. What is grand strategy? What does it aim to achieve? And what differentiates it from normal strategic thought-what, in other words, makes it "grand"? In answering these questions, most scholars have focused on diplomacy and warfare, so much so that "grand strategy" has become almost an equivalent of "military history." The traditional attention paid to military affairs is understandable, but in today's world it leaves out much else that could be considered political, and therefore strategic. It is in fact possible to consider, and even reach, a more capacious understanding of grand strategy, one that still includes the battlefield and the negotiating table while expanding beyond them. Just as contemporary world politics is driven by a wide range of non-military issues, the most thorough considerations of grand strategy must consider the bases of peace and security-including gender, race, the environment, and a wide range of cultural, social, political, and economic issues. Rethinking American Grand Strategy assembles a roster of leading historians to examine America's place in the world. Its innovative chapters re-examine familiar figures, such as John Quincy Adams, George Kennan, and Henry Kissinger, while also revealing the forgotten episodes and hidden voices of American grand strategy. They expand the scope of diplomatic and military history by placing the grand strategies of public health, race, gender, humanitarianism, and the law alongside military and diplomatic affairs to reveal hidden strategists as well as strategies.
From Gandhi's movement to win Indian independence to the Arab Spring uprisings of 2011, an expanding number of citizens have used nonviolent action to win political goals. While such events have captured the public imagination, they have also generated a new surge of scholarly interest in the field of nonviolence and civil resistance studies. Although researchers have produced new empirical data, theories, and insights into the phenomenon of nonviolent struggle, the field is still quite unfamiliar to many students and scholars. In Nonviolent Struggle: Theories, Strategies, and Dynamics, sociologist Sharon Nepstad provides a succinct introduction to the field of civil resistance studies, detailing its genesis, key concepts and debates, and a summary of empirical findings. Nepstad depicts the strategies and dynamics at play in nonviolent struggles, and analyzes the factors that shape the trajectory and outcome of civil resistance movements. The book draws on a vast array of historical examples, including the U.S. civil rights movement, the Indonesian uprising against President Suharto, the French Huguenot resistance during World War II, and Cesar Chavez's United Farm Workers. An intra-ethnic study of Latina/o fiction written in the United States from the early 1990s to the present, Forms of Dictatorship examines novels that depict the historical reality of dictatorship and exploit dictatorship as a literary trope. This literature constitutes a new sub-genre of Latina/o fiction, which the author calls the Latina/o dictatorship novel. The book illuminates Latina/os' central contributions to the literary history of the dictatorship novel by analyzing how Latina/o writers with national origin roots in the Caribbean, Mexico, and Central and South America imaginatively represent authoritarianism. The novels collectively generate what Harford Vargas terms a "Latina/o counter-dictatorial imaginary" that positions authoritarianism on a continuum of domination alongside imperialism, white supremacy, heteropatriarchy, neoliberalism, and border militarization. Focusing on novels by writers such as Junot Diaz, Hector Tobar, Cristina Garcia, Salvador Plascencia, and Francisco Goldman, the book reveals how Latina/o dictatorship novels foreground more ubiquitous modes of oppression to indict Latin American dictatorships, U.S. imperialism, and structural discrimination in the U.S., as well as repressive hierarchies of power in general. Harford Vargas simultaneously utilizes formalist analysis to investigate how Latina/o writers mobilize the genre of the novel and formal techniques such as footnotes, focalization, emplotment, and metafiction to depict dictatorial structures and relations. In building on narrative theories of character, plot, temporality, and perspective, Harford Vargas explores how the Latina/o dictatorship novel stages power dynamics. Forms of Dictatorship thus queries the relationship between different forms of power and the power of narrative form-that is, between various instantiations of repressive power structures and the ways in which different narrative structures can reproduce and resist repressive power.
The way that movements communicate with the general public matters for their chances of lasting success. Devo Woodly argue that the potential for movement-led political change is significantly rooted in mainstream democratic discourse and specifically in the political acceptance of new issues by news media, the general public, and elected officials. This is true to some extent for any group wishing to alter status quo distributions of rights and/or resources, but is especially important for grassroots challengers who do not already have a place of legitimated influence in the polity. By examining the talk of two contemporary movements, the living wage and marriage equality, during the critical decade after their emergence between 1994-2004, Woodly shows that while the living wage movement experienced over 120 policy victories and the marriage equality movement suffered many policy defeats, the overall impact that marriage equality had on changing American politics was much greater than that of the living wage because of its deliberate effort to change mainstream political discourse, and thus, the public understanding of the politics surrounding the issue. |
