This book traces the evolution of the UN Security Council's actions against terrorism and extremism. The work examines the progression of the UN Security Council's fight against international terrorism and its development of practices to prevent radicalisation and extremism. It also looks at the consequences of these processes and how they have deeply moulded global counter-terrorism. The book looks at the discursive construction of a global threat and tracks how this construction evolved in relation to the Council's establishment of legal practices and bodies, and by its Members' discourses. It argues that the very specific definition the Council provided on international terrorism in the 2000s is profoundly shaped by global hegemonies, relations of power shaping the international community, and its own identity. To demonstrate this, it offers a long genealogical perspective of the structure of the UN since the 1930s and then focuses specifically on the developments taking place in the 2000s. The book thus looks at the Security Council's fight against international terrorism as a global, globalised, and globalising enterprise. This book analyses the usefulness of terrorist profiling utilised by law enforcement officers as a pre-emptive means to assist them in the detection, prevention and deterrence of terrorism and/or its preparatory activities. It explores two main themes arising from the phenomenon of terrorist profiling: the lawfulness of terrorist profiling and the utility of profiling. These two themes are explored in three separate parts. Firstly, the book begins by drawing upon human rights concerns arising from the use of terrorist profiling by law enforcement officers. Secondly, an analytical framework capable of making determinations on the usefulness of terrorist profiling. This framework develops a profiling spectrum that ranges from formal and informal manifestations of terrorist profiling that forms the basis for evaluating its usefulness. Finally, the book presents an examination of various manifestations of terrorist profiling by separating the analysis of the 'construction' of profiles on the one hand, from their 'application,' on the other, so as to be able to identify and examine profiling's usefulness as a technique to assist law enforcement officers make predictions about likely offender characteristics. This book ultimately concludes that terrorist profiling should only be conducted by undertaking a systematic assessment of the construction of profiles separate from the application of profiles whilst simultaneously taking into account fundamental human rights concerns with the practice of terrorist profiling. The work will be an essential resource for academics, law enforcement officers and lawyers in the disciplines of law, criminology, human rights, criminal justice and policing. This book represents the first attempt to evaluate the first two decades of the EU counterterrorism policy. It aims to assess the collective securitization process in EU counterterrorism, evaluating this as a process between a construction of security threats and the development of supranational governance through crisification. Compared to the lack of shared perception of the terrorist threat and the virtual absence of counterterrorism cooperation amongst European states in the 1970s and 1980s, the existence of EU-wide debates, legislative instruments and practical cooperation nowadays is particularly remarkable. The chapters in this volume explore this change and seek to explain it by drawing upon the concept of 'collective securitization'. The book posits that EU counterterrorism needs to be analysed as a process driven by collective securitization as part of an ongoing process of crisification that leads to increased supranational governance. This book explains how colonial legacies and the postcolonial state of Pakistan negatively influenced the socio-political and cultural dynamics and the security situation in Pakistan's Pashtun 'tribal' areas, formerly known as the Federally Administered Tribal Areas (FATA). It offers a local perspective on peace and conflict resolution in Pakistan's Pashtun 'tribal' region. Discussing the history and background of the former-FATA region, the role of Pashtun conflict resolution mechanism of Jirga, and the persistence of colonial-era Frontier Crimes Regulations (FCR) in the region, the author argues that the persistence of colonial legacies in the Pashtun 'tribal' areas, especially the FCR, coupled with the overarching influence of the military on security policy has negatively impacted the security situation in the region. By focusing on the Jirga and Jirga-based Lashkars (or Pashtun militias), the book demonstrates how Pashtuns have engaged in their own initiatives to handle the rise of militancy in their region. Moreover, the book contends that, even after the introduction of constitutional reforms and FATA's merger with the Khyber Pakhtunkhwa province, little has changed in the region, especially regarding the treatment of 'tribal' Pashtuns as equal citizens of Pakistan. This volume provides insights on how recruitment patterns develop for two related types of criminal networks: organized crime and terrorism.
