around the turn of the century. Proposals to relocate Russian Jews
in America, and the efforts of the Jewish lobby to repeal the
treaty of commerce between Russia and the United States are
examined. Best's book is the story of the emergence of
international human rights as a concern of U.S. foreign policy.
