commercial businesses in broadcasting, music and film-has given
governments reasons to regulate and further develop cultural
policy. But the arts struggle to grow their support base and the
business models face confronting challenges. This essay looks at
policies developed in other parts of the world that seek broader
evidence of how creativity might be integrated into the wider
economy and society.
