Das Buch bietet einen systematischen Gesamtentwurf der Allgemeinen Ethik und damit für den interessierten Leser einen Zugang zu den wichtigsten Fragestellungen der Disziplin Ethik. Dazu werden im Anschluß an eine systematische und historische Einleitung propädeutische Fragen behandelt und die bekannten drei Paradigmen ethischer Reflexion (Tugendethik, Nutzenethik und Verpflichtungsethik) in Orientierung an den klassischen Texten dargestellt. Darauf aufbauend wird die mögliche Komplementarität dieser Paradigmen im Sinne eines Filtermodells sukzessiver ethischer Urteilsbildung entwickelt. Disparate perceptions and conceptual frameworks of environment and the relationship between humans and nature often lead to confusion, constraints on co-operation and collaboration and even conflict when society tries to deal with today's urgent and complex environment research and policy challenges. Such disparities in perception and "world view" are driven by many factors. They include differences in culture, religion, ethical frameworks, scientific methodologies and approaches, disciplines, political, social and philosophical traditions, life styles and consumption patterns as well as alternative economic paradigms. Distribution of poverty or wealth between north and south may thus be seen as consequence of the above mentioned disparities, which is a challenge for it's universal reasoned evaluation. This volume discusses a wide range of factors influencing "Environment across Cultures" with a view to identifying ways and means to better understand, reflect and manage such disparities within future global environmental research and policy agendas for bridging the gap between ecology and economy as well as between societies. The book is based upon the results of a scientific symposium on this topic and covers the following sections: Cross Cultural Perception of Environment; Ethics and Nature; Environment, Sustainability and Society. Corresponding contributions were made by well-known scientific authors representing different cultural spheres in accordance with the inter-cultural approach of this effort.

The rapid growth of the world population - nearly six-fold over the last hundred years - combined with the rising number of technical installations especially in the industrialized countries has lead to ever tighter and more strained living spaces on our planet. Because ofthe inevitable processes oflife, man was at first an exploiter rather than a careful preserver of the environment. Environmental awareness with the intention to conserve the environment has grown only in the last few decades. Environmental standards have been defined and limit values have been set largely guided, however, by scientific and medical data on single exposures, while public opinion, on the other hand, now increasingly calls for astronger consideration of the more complex situations following combined exposures. Furthermore, it turned out that environmental standards, while necessarily based on scientific data, must also take into account ethical, legal, economic, and sociological aspects. A task of such complexity can only be dealt with appropriately in the framework of an inter disciplinary group."

The setting of limit values for environmental noxae is essentially based on measurements and data from single exposures. To an increasing degree, however, there are demands also to consider combined exposures. Hence, in this study, the necessity and feasability of environmental standards for combined exposures have been examined from the scientific, medical, economic, legal, sociological and philosophical/ethical perspective. Starting from effect mechanisms, criteria have been established which, in spite of the complexity of the issues, enable us to set limit values in order to achieve given environmental quality targets. This study endeavours to reveal and explain gaps in knowledge and to point to possible solutions from the scientific and medical point of view. The results should support efforts to shape a practical legal framework and viable economic procedures for environmental standards on combined exposures, taking into consideration the standards and perceptions existing in our communities.

Damit verbinden sich hohe gesellschaftliche Erwartungen, aber auch Sorgen hinsichtlich einer schleichenden Entmundigung des Menschen. Am Beispiel des Forschungssektors lotet dieser Band die Optionen, Entwicklungschancen und Risiken von KI-Techniken fur die Zukunft des wissenschaftlichen Erkenntnisprozesses und der darauf beruhenden technischen Entwicklungen aus. Zu diesem Zweck wird zunachst der Stand der KI-Technik und ihrer Anwendungen dargestellt. Es folgen wissenschaftsphilosophische Untersuchungen zur Frage der Ersetzbarkeit des forschenden Menschen durch KI und zu erwartenden Veranderungen in der wissenschaftlichen Forschung. Weitere Abschnitte widmen sich den Folgen fur die Arbeitswelt von Forschern/Forscherinnen sowie den durch KI erzeugten neuen Herausforderungen fur die rechtliche Regulierung im Spannungsfeld von Wissenschaftsfreiheit und Datenschutz. Radioactive waste (above all highly radioactive wastes from nuclear installations) caused by research, medicine and technology must be disposed of safely. However both the strategies disputed for the disposal of radioactive waste as well as concrete proposals for choosing a location for final waste disposal are highly debatable.
An appropriate disposal must conform to both complex, technical requirements and fulfill the radio-biological conditions to appropriately protect man and nature. Ethical, legal and social conditions must also be considered. An interdisciplinary team from various, relevant fields compiled the current status-quo and developed criteria and strategies, which on the one hand meet the requirements of optimal warning and prevention of risk for present and future generations, and additionally on the other hand meet the needs of what current society agrees what is expected to be allowed.

Die Gesundheitsreform ist in aller Munde. Die Parteien streiten sich, die Verbande wollen ihre Besitztumer erhalten und das Volk ist betroffen und klagt. Die Berlin-Brandenburgische Akademie der Wissenschaften (BBAW) hat in einer interdisziplinaren Arbeitsgruppe "Gesundheitsstandards" seit dem Jahr 2000 eine fundamentale Studie erarbeitet, die jetzt als Buch mit dem Titel "Gesundheit nach Mass?" vorliegt. Die Analyse der Lage ist evident: Das deutsche Gesundheitssystem sieht sich wie das der europaischen Nachbarlander mit dramatischen Herausforderungen konfrontiert. Weithin besteht Einigkeit, dass diese Herausforderungen erhebliche Veranderungen nach sich ziehen mussen. Zwischen dem Einvernehmen in der Defizitanalyse und der Systemdiagnose einerseits und unterschiedlichen Reformvorstellungen andererseits treten jedoch erhebliche Diskrepanzen auf. An wissenschaftlichen Studien zur Reform des deutschen Gesundheitssystems besteht dabei kein Mangel. Sie haben jedoch nicht dazu gefuhrt, dass Kontroversen uber Reformbedarf, Reformziele und Reformschritte durch Konsense abgelost wurden. Das nahrt den Verdacht, dass der Diskussion um das Gesundheitssystem Friktionen zugrunde liegen, die in bloss organisationspragmatischen und finanzierungstechnischen Uberlegungen nicht manifest werden. Die Studie "Gesundheit nach Mass?" versucht, entsprechende grundlegende Fragen und Probleme hinter der aktuellen Reformdebatte aufzudecken, Vorschlage fur die Systemgestaltung zu gewinnen. Es geht um eine Untersuchung derjenigen Fragen und Probleme, die fur ein ethisch gerechtfertigtes, medizinisch fachgerechtes, wirtschaftlich vernunftiges und rechtlich kompatibles Gesundheitssystem massgebend sind. Die Gesichtspunkte bei den Uberlegungen im Sinne einer Bestandsaufnahme waren: demographischer Wandel, medizinischer Fortschritt, zunehmende Finanzierungsdefizite, Intransparenz der Finanzstrome und unkoordinierte Versorgungs-, Finanzierungs- und Vergutungsstrukturen. Die vorliegende Studie hat sich im Gegensatz zu den Empfehlungen etwa der Rurup- oder Herzog-Kommission, die vorrangig Vorschlage zur Reparatur systemimmanenter Schwierigkeiten des deutschen Gesundheitssystems zu machen, eine andere, in gewisser Weise komplementare Aufgabe gestellt. Sie versucht, auf der Basis grundlegender philosophischer, medizinischer, rechtlicher und okonomischer Uberlegungen ein Modell zu entwickeln, das geeignet sein konnte, wirkliche Reformschritte aus dem gegenwartigen System heraus zielorientiert abzuleiten. Eckpunkte eines solchen Reformmodells betreffen ordnungspolitische Veranderungen, wie neue Partizipationsstrukturen, eine Mindestversicherungspflicht fur alle Burger mit individueller Wahlfreiheit hinsichtlich des Versicherers auf der einen Seite, eine neue Anbieterpluralitat mit Kontrahierungszwang auf der anderen Seite. Die Rolle des Staates soll sich in Richtung einer reinen Gewahrleistungsaufsicht verandern. Bezuglich der Finanzierung setzt sich die Studie fur Personen- ('Kopf-')Pauschalen ein. Der soziale Ausgleich soll durch Ubernahme der Pauschalen fur die Kinder und Umverteilungsmassnahmen bei niedrigen Einkommen erfolgen. Grundsatzlich soll das Gesundheitssystem durch mehr Kapitaldeckung gegen unvorhersehbare Ausschlage gesichert werden. Die Studie tritt ferner fur eine Veranderung der Vergutungsstrukturen im Wege einer weiteren Liberalisierung des Vertragsrechts ein. Dies schliesst vor allem eine qualitatsorientierte Vergutung ein, durch die ein wesentliches Instrument der Qualitatssicherung medizinischer Leistungen geschaffen werden soll. Wie bei einer Passacaglia hat sich bei den Uberlegungen zu den Grundlagen eines zukunftigen dauerhaften Gesundheitssystems ein durchgangiges Grundthema gezeigt: der Antagonismus zwischen der Singularitat des Arzt-Patient-Verhaltnisses einerseits und dem gesundheitsokonomischen Druck zu einer moglichst weitgehenden Standardisierung der medizinischen Leistungen andererseits. Hierbei geht es nur vordergrundig um partikulare Interessen sozialer Gruppen, etwa von Arzten und anderen Leistungserbringern auf der einen und von Patienten und Beitragszahlern auf der anderen Seite. Vielmehr tragt jeder Teilnehmer am Gesundheitssystem den Antagonismus in sich: Es ist der gleiche Patient, der eine moglichst weitgehende Rucksichtnahme auf seine individuellen Bedurfnisse erwartet und der als Beitragszahler moglichst kostenarm davonkommen mochte. Die Frage nach dem richtigen Mass betrifft das Verhalten des einzelnen, die Regeln der Interaktion von Arzt und Patient, aber auch die Organisationsprinzipien eines Gesundheitssystems als anonymer Grossinstitution in einer hochkomplexen Gesellschaft. Die Frage nach dem rechten Mass bot sich daher als Titel fur die Studie an."
