Historic preservation is an issue of growing importance and public commitment. Federal and state mechanisms have been established to identify and support historic buildings/sites, while local governments have been active in supporting and protecting historic resources. Communities across the country have established designation programs whereby individual buildings or districts of historical-architectural significance are accorded landmark status. Designation activity has been accompanied by growing interest in other local incentives/disincentives to the support of historic buildings. In this regard, the property tax is viewed as either a possible powerful drawback to or a catalyst of preservation. This study examines the relationship between historic preservation and the property tax, focusing on the question of how designated buildings should be assessed for real taxation purposes. Listokin focuses on New York City in considering the effects of historic status on property value and in evaluating assessment practices. But this book's findings are transferrable to other communities because the base conditions are similar. Many other cities have designation programs modeled on New York City's. In addition, New York's property-tax system and administrative processes resemble those found in communities across the nation. To enhance the transferability of this study's findings, Listokin refers to the national experience and literature, typically on a side-by-side basis with the New York City counterpart.

Although it was written at a time of national self-criticism, The Supreme Court on Trial remains a classic examination of the place of the Supreme Court in the American political system. When originally published, the American people were engaged in a severe examination of their basic commitments, their way of life, and the direction they appeared to be going. The contemporary literature--over the air, in newspaper editorials and columns, in books and articles--was heavy with protest, admonition, and exhortation. Although the times are different, the issues raised in this volume continue to be important. The American system exalts the American citizen as common man, with claims to the dignity of citizens, and pleas for securing their civil rights. At the same time, citizens are criticized for their cultural provincialism, fear of intellectual endeavor, and adoption of conformity. Political institutions are not immune from such evaluations. We have created Hoover commissions to study the national administrative system; the Electoral College has been the subject of persistent scrutiny since World War II. There have been demands for reconstitution of our state lawmaking bodies. What links the concerns current at the time of original publication of this volume and concerns today most obviously are deep concern we now display for the character and quality of our public school curriculum and for the administrative structure which maintains and manages our schools. The role of the Supreme Court in these concerns is evident. "Charles S. Hyneman" (1900-1985) was a Distinguished Professor of Political Science at Indiana University. He was a past president of the American Political Science Association and has also written many books including "Bureaucracy in a Democracy and American Political Writing During the Founding Era, 1760-1805" (with Donald S. Lutz)

To fully understand New Jersey in the 2020s and beyond, it is crucial to understand its ever-changing population. This book examines the twenty-first century demographic trends that are reshaping the state now and will continue to do so in the future. But trend analysis requires a deep historical context. Present-day New Jersey is the result of a long demographic and economic journey that has taken place over centuries, constantly influenced by national and global forces. This book provides a detailed examination of this journey. The result is present-day New Jersey. The authors also highlight key trends that will continue to transform the state: domestic migration out of the state and immigration into it; increasing diversity; slower overall population growth; contracting fertility; the household revolution and changing living arrangements; generational disruptions; and suburbanization versus re-urbanization. This article presents an overview of the topic of housing rehabilitation and American cities. It is intended for further discussion at the U.S. Department of Housing and Urban Development's (HUD's) conference Housing Policy in the New Millennium. This topic is particularly appropriate to the conference and session because: (1) rehabilitation of the existing housing stock is a critical activity in urban locations; (2) there are significant barriers to such renovation in cities, and (3) progress is being made to address the many barriers.
While many older American cities struggle to remain vibrant, New Brunswick has transformed itself, adapting to new forms of commerce and a changing population, and enjoying a renaissance that has led many experts to cite this New Jersey city as a model for urban redevelopment.
