Later this year, the Planetary Society is planning to launch LightSail-1, a sail that will travel farther and farther into space propelled by the sun's steady stream of photon particles. Other such flights are projected for the next few years. This renewed interest in light and its momentum call for a fresh look into the speed of light c which generates this energy. This speed has been, for over a century, a cardinal pillar supporting the present edifice of theoretical physics, but that light had any speed at all was discovered only in the seventeenth century, and confirmed in the eighteenth, by means of measurements over vast astronomical distances. These methods seem to have proven that the speed of light varied with the speed of the observer. Nonetheless, another experiment late in the nineteenth century, was interpreted as showing that the speed of light was independent of its observer or its source-it was a universal constant. This thesis is a meticulous examination in historical context of the evidential data and theories which paved the road to the idea that the speed of light was a universal constant, a seemingly universal belief. The need for the endeavor arose secondarily to the main task of exploring fundamental physical and geometrical phenomena of light detailed in the previous treatises on Optokinetics.

The roles of both the consumer and the health advocate professional have become increasingly significant in to day's climate of "rationed" health care. It seems clear that the timely exchange of ideas among seasoned health care advocates is necessary if we are to deal with the complex problems of a technologically advanced so ciety seeking to ration its heath care in a truly humane way. Toward such a timely exchange, the first Confer ence on Advocacy in Health Care was organized by the Health Advocacy Program of Sarah Lawrence College and recently held. Advocacy in Health Care: The Power of a Silent Constituency is the proceedings of the conference and will, we believe, greatly extend our efforts to share both the problems and solutions that effective patient advocacy entails. Never before has the issue of advocating for special population groups by combining the resources of consumers and professionals been the exclusive focus of one volume. This book discusses the power of such an alignment and describes specific organizational techniques that have been effective in bringing about changes in the delivery system. Countless public health agencies are trying to solve our most intractable public health problems - among them, the obesity and opioid epidemics - by partnering with corporations responsible for creating or exacerbating those problems. We are told industry must be part of the solution. But is it time to challenge the partnership paradigm and the popular narratives that sustain it? In The Perils of Partnership, Jonathan H. Marks argues that public-private partnerships and multi-stakeholder initiatives create "webs of influence" that undermine the integrity of public health agencies; distort public health research and policy; and reinforce the framing of public health problems and their solutions in ways that are least threatening to the commercial interests of corporate "partners". We should expect multinational corporations to develop strategies of influence - but public bodies can and should develop counter-strategies to insulate themselves from corporate influence in all its forms. Marks reviews the norms that regulate public-public interactions (separation of powers) and private-private interactions (antitrust and competition law), and argues for an analogous set of norms to govern public-private interactions. He also offers a novel framework to help public bodies identify the systemic ethical implications of their current or proposed relationships with industry actors. Marks makes a compelling case that the default public-private interaction should be at arm's length: separation, not collaboration. He calls for a new paradigm that avoids the perils of corporate influence and more effectively protects and promotes public health. Mehr als sechs Jahre sind seit Erscheinen des Buches "Der Smekal-Raman-Effekt" (XII. Band dieser Sammlung) verstrichen. Die "Zunft" der Raman-Spektroskopiker - sie hat den Verlust eines besonders eifrigen und erfolgreichen Mitarbeiters, des Pariser Chemikers M. BOURGUEL, zu beklagen - hat diese Zeit wahrlich nicht ungenutzt verstreichen lassen Wollte man dem, was mittler weiIe durch die Aufnahme von etwa 4000 Ramanspektren und durch deren Diskussion in rund 1200 Publikationen an Tatsachen und Auslegungen zusammengetragen wurde, auch nur einigermaBen gerecht werden, . so wiirde man zur Darstellung, selbst nach Schei dung von Spreu und Weizen, gut und gern ein, 1000-Seiten-Buch" ben6tigen. Eine solche Darstellung war nicht beabsichtigt und man kann vielleicht auch daran zweifeln, ob hierfUr im Hinblick auf die Ruckstandigkeit in der quantitativen Verwertung des ungeheuren Zahlenmateriales der Zeitpunkt schon gekommen ist. Beabsichtigt o war vielmehr eine Erganzung zu dem oben erwahnten Buch; und da dessen im Vorwort umrissene Zweckbestimmung die war "als Hilfs- und Nachschlagebuch zu dienen fUr jene, die sich mit den Ramanspektren und den aus ihnen zu gewinnenden Aussagen befassen wollen," so ist auch der Erganzungsband diesem Zwecke angepaBt. Daher wurde viel Miibe und Raum aufgewendet fur vollstandige und zweckmaBige N achschlagregister: Ein alphabe tisch (Abschnitt VIII) und ein sachlich (Abschnitt IX) geordnetes Substanzverzeichnis, sowie ein chronologisch geordneter Literatur nachweis (Abschnitt X) sollen es leicht feststellen lassen, ob und wo eine bestimmte Substanz bzw. eine andere mit ihr struktur verwandte bereits bearbeitet wurde; die Angabe der Strukturformeln in Abschnitt IX erschien fur diesen Zweck unerlaBlich."

Das vorliegende Buch will unsere gegenwartige Kenntnis der gesamten kontinuierlichen Erscheinungen in den optischen wie den Rontgen spektren mit den ihnen zugrunde liegenden Vorgangen der Elektronen-, Atom- und Molekulphysik in geschlossener, systematischer Form be handeln. Als kontinuierlich wird dabei jedes Spektrum angesehen, das nicht aus scharfen Linien besteht. Dieser Versuch, neben die Linien und Bandenspektroskopie gleichsam eine Spektroskopie der Kontinua zu stellen, entspringt einem praktischen Bedurfnis. In fast allen spektro skopischen Werken namlich sind die nicht streng diskontinuierlichen Spektren weitgehend vernachlassigt worden, obwohl die kontinuierlichen Erscheinungen in den Spektren fur die gesamte Atomphysik ebenso wie fur die verschiedensten Einzelgebiete der Physik, Chemie und Astronomie von oft entscheidender Bedeutung sind. Die Aufgabe des Buches ist also eine doppelte. Es will einmal als systematische Darstellung eine Einfuhrung in das gesamte Gebiet der Kontinua-Spektroskopie geben. Zweitens aber soll es als moglichst vollstandiger Bericht uber den augenblicklichen Stand der sehr weit verzweigten Forschung eine Hilfe sein fur alle auf den verschiedenen Gebieten der Kontinua-Spektroskopie Arbeitenden und die Verbindung herstellen zwischen den in den einzelnen Kapiteln behandelten speziellen Forschungsgebieten. Das scheint besonders dort notwendig und frucht bar, wo nahe verwandte Gebiete von Forschern verschiedener Fach gruppen (Physikern, Chemikern, Ingenieuren und Astronomen) be arbeitet werden und die gegenseitige Kenntnis von Problemen wie Ergebnissen erfahrungsgemass gering ist."

Die Untersuchungen der Atom- und Molekulspektren haben entscheidend unsere heutigen Vorstellungen vom Atom-und Mole kulbau beeinflusst und diese Ergebnisse haben wiederum in frucht barer Weise zur Deutung zahlreicher Erscheinungen der Atom und Molekulphysik beigetragen. Insbesondere hat sich die Ver wendung spektroskopischer Ergebnisse bei der, Behandlung vieler chemischer Probleme als sehr nutzlich und aufschlussreich erwiesen. In dem vorliegenden Buche ist eine Darstellung der Molekul spektren unter diesem Gesichtspunkt versucht worden. Daher erfolgt sie nicht fur alle Gebiete der Bandenspektren gleichmassig; sie ist auf den fur sie bestimmten Leserkreis - Experimental physiker und physikalische Chemiker - zugeschnitten, die an dem Gebiet der Bandenspektroskopie und den zahlreichen damit verknupften Problemkreisen naher interessiert sind. So werden z. B. die Darstellung der energetischen Verhaltnisse in Molekulen mit Hilfe von Potentialkurven, die Pradissoziation und die Zu ordnung der Molekulterme zu getrennten Atomtermen verhaltnis massig ausfuhrlich gebracht, wahrend die Intensitatsverteilung in Einzelbanden nur kurz behandelt ist und eine Besprechung des ZEEMAN -Effektes wegen seiner geringen Bedeutung fur die in dem Buche behandelten Fragen ganz weggelassen ist. Fur die Ultrarot spektren der zweiatomigen Molekule hat sich seit ihrer Darstellung in Band X dieser Sammlung "Das ultrarote Spektrum" von CL. SCHAEFER und F. MATOSSI nichts Entscheidendes geandert, so dass sie sehr kurz behandelt werden. Ebenso ist auf den RAMAN Effekt mit Rucksicht. auf Band XII dieser Sammlung, Der SMEKAL RAMAN-Effekt" von K. W. F. KOHLRAUSCH nur so weit wie notig eingegangen worden. In dem Buche wird von theoretischen Ableitungen abgesehen."

Die in diesem Bandchen zusammengestellten Tabellen soUten urspriinglich den SchluB des als Band II folgenden Textbandes bilden. Es zeigte sich jedoch bald, daB sie einen Umfang ein nahmen, der ihr Erscheinen als gesondertes Biichlein gerechtfertigt erscheinen laBt. Der Wunsch ihrer Zusammenstellung erwuchs aus der Erfahrung, daB es oft sehr schwierig ist, sich vollstandig tiber bereits bearbeitete Spektren zu orientieren, so daB eine tabellarische Ubersicht sich als ntitzlich erweisen sollte. FUr zweiatomige Molektile liegt zwar eine sehr gute TabeUe in dem Buche von W. JEVONS: Report on Band Spectra of Diatomic Molecules vor, fUr mehratomige fehlt sie aber bisher ganz. Gerade an mehratomigen Molektilen wachst aber das Interesse jetzt bedeutend und die Kenntnis ihrer Spektren ist z. B. ftir den Photo chemiker unerlaBlich. Auch tiber zweiatomige Molekiile ist seither so viel Neues hinzugekommen, daB eine dem neuesten Stande ent sprechende tabellarische Zusammenstellung wtinschenswert schien. Dabei sind gegentiher der Tabelle von JEVONS einige weitere An gaben hinzugenommen worden, wie diejenige der Elektronen konfiguration der Terme und der Dissoziationsprodukte, die der Schwingungsgrenze der Elektronenterme entsprechen. Es mage erwahnt werden, daB bei Berechnung von Kernab standen, soweit sie nicht von den Autoren selbst angegeben wurden, als LOSCHMIDTsche Zahl N der von R. T. BIRGE 1 ange 23 gebene Wert 6,064. 10 unter Zugrundelegung eines e-Wertes von 10 4,770 . 10- elst. E. benutzt wurde. Neuerdings geben BIRGE und 10 23 McMILLAN 2 fUr diesen 4,780. 10- an, woraus N =6,052. 10 folgt."

VI So ist die Botanik, Kultur, Bleicherei, Aufbereitung und Wirt schaft des Flachses (V, 1; 1. Abt.), ferner die Spinnerei (V, 1; 2. Abt.) ausfUhrlich beschrieben. In der Leinenweberei (V, 1; 3. Abt.) werden sehr wesentliche Erganzungen zum allgemeinen Webereibande gebracht, so daB damit auch der Leser des Bandes II, 2, aber auch des VIII., 2 B Bandes (Wolle) eventuell erwiinschte wichtige Erweiterungen findet. In ahnlicher Weise bildet die eingehende Beschreibung der Jut etechnologie auch eine Erganzung zu V,2. Der VI. Band behandelt die Seide, der 1. Teilband die Seiden spinner, der 2. die Technologie und Wirtschaft. Der VII. Band ist der Kunstseide gewidmet. Die bereits vor einigen Jahren erschienene Darstellung hatte den damaligen Bedurfnissen vor allem gerecht zu werden. Aus diesem Grunde ist mehr als bei anderen Werken iiber den Gegen stand die naturwissenschaftliche Seite betont worden. Nachdem hier ein erstes Niveau erreicht worden ist, des sen Grenzen inzwischen in Band I, 1 eingehend diskutiert sind, und da seither auch ein gewisser AbschluB in dem Ausbau der technischen Methoden der Kunstseide-Industrie erzielt ist, wird eine erforderliche . N euauflage wesentlich die letzteren wiederzugeben haben. Der VIII. Band enthiilt die Darstellung der SchafwoHe 1: der 1. Teilband die Wollkunde, der 2. in drei Abteilungen die Streichgarn-und die Kamm garnspinnerei, sowie die Tuchmacherei, wo vor aHem Manipulation und Dessinatur ihren Platz finden, ferner die Filzherstellung; der 3.
