Taking an inter-disciplinary approach, Spruyt explains the political organization of three non-European international societies from early modernity to the late nineteenth century. The Ottoman, Safavid and Mughal empires; the Sinocentric tributary system; and the Southeast Asian galactic empires, all which differed in key respects from the modern Westphalian state system. In each of these societies, collective beliefs were critical in structuring domestic orders and relations with other polities. These multi-ethnic empires allowed for greater accommodation and heterogeneity in comparison to the homogeneity that is demanded by the modern nation-state. Furthermore, Spruyt examines the encounter between these non-European systems and the West. Contrary to unidirectional descriptions of the encounter, these non-Westphalian polities creatively adapted to Western principles of organization and international conduct. By illuminating the encounter of the West and these Eurasian polities, this book serves to question the popular wisdom of modernity, wherein the Western nation-state is perceived as the desired norm, to be replicated in other polities.

Increasingly today nation-states are entering into agreements that involve the sharing or surrendering of parts of their sovereign powers and often leave the cession of authority incomplete or vague. But until now, we have known surprisingly little about how international actors design and implement these mixed-sovereignty arrangements. "Contracting States" uses the concept of "incomplete contracts"--agreements that are intentionally ambiguous and subject to future renegotiation--to explain how states divide and transfer their sovereign territory and functions, and demonstrate why some of these arrangements offer stable and lasting solutions while others ultimately collapse. Building on important advances in economics and law, Alexander Cooley and Hendrik Spruyt develop a highly original, interdisciplinary approach and apply it to a broad range of cases involving international sovereign political integration and disintegration. The authors reveal the importance of incomplete contracting in the decolonization of territories once held by Europe and the Soviet Union; U.S. overseas military basing agreements with host countries; and in regional economic-integration agreements such as the European Union. Cooley and Spruyt examine contemporary problems such as the Arab-Israeli dispute over water resources, and show why the international community inadequately prepared for Kosovo's independence. "Contracting States" provides guidance to international policymakers about how states with equally legitimate claims on the same territory or asset can create flexible, durable solutions and avoid violent conflict.
The present international system, composed for the most part of sovereign, territorial states, is often viewed as the inevitable outcome of historical development. Hendrik Spruyt argues that there was nothing inevitable about the rise of the state system, however. Examining the competing institutions that arose during the decline of feudalism--among them urban leagues, independent communes, city states, and sovereign monarchies--Spruyt disposes of the familiar claim that the superior size and war-making ability of the sovereign nation-state made it the natural successor to the feudal system. The author argues that feudalism did not give way to any single successor institution in simple linear fashion. Instead, individuals created a variety of institutional forms, such as the sovereign, territorial state in France, the Hanseatic League, and the Italian city-states, in reaction to a dramatic change in the medieval economic environment. Only in a subsequent selective phase of institutional evolution did sovereign, territorial authority prove to have significant institutional advantages over its rivals. Sovereign authority proved to be more successful in organizing domestic society and structuring external affairs. Spruyt's interdisciplinary approach not only has important implications for change in the state system in our time, but also presents a novel analysis of the general dynamics of institutional change.
In the current era we have the ability to wage global war, interact economically and culturally with any part of the world, and communicate with each other in real time. Our horizons are now global. Time and space have contracted. This text takes the change in our horizons as a key feature of modern international relations, examining how international politics and the relations between nations and states have become global politics. Rather than survey a large array of issues and theories, Spruyt provides students with particular "tools of the trade" and with different perspectives to understand given empirical puzzles. Each section of the book discusses key theories, which may be useful in understanding the issues in question, and then applies them to empirical cases in order to demonstrate how theory relates to practice. Within a few decades after World War II, many of the great empires had dissolved, and more recently, multinational polities have similarly disbanded. This process of reallocating patterns of authority, from internal hierarchy to inter-state relations, proved far more contentious in some cases than in others. While some governments exited the colonial era without becoming embroiled in lengthy conflicts, others embarked on courses that drained their economies, compelled huge sacrifices, and caused domestic upheaval and revolution. What explains these variations in territorial policy? More specifically, why do some governments have greater latitude to alter existing territorial arrangements whereas others are constrained in their room for maneuver? In Ending Empire, Hendrik Spruyt argues that the answer lies in the domestic institutional structures of the central governments. Fragmented polities provide more opportunities for hard-liners to veto concessions to nationalist and secessionist demands, thus making violent conflict more likely. Spruyt examines these dynamics in the democratic colonial empires of Britain, France, and the Netherlands. He then turns to the authoritarian Portuguese empire and the break-up of the Soviet Union. Finally, the author submits that this theory, which speaks to the political dynamics of partition, can be applied to other contested territories, including those at the heart of the Arab Israeli conflict."
